    ICE DEPORTATIONS

    Here is a breakdown of the deportations of undocumented immigrants in 2015:
    235,413 removals
    139,368 were previously convicted of a crime.
    96,045 had no criminal conviction; 90,106 were apprehended at or near U.S. borders or ports of entry, mostly from Mexico, Guatemala, Honduras and El Salvador.
    202,152 had been convicted of crimes that threatened national security or were serious felonies.
    18,536 had been convicted of multiple or serious misdemeanors.
    9,960 were those who had received a deportation order after Jan. 1, 2014.

    WHERE THEY WERE ARRESTED

    Here are the number of arrests that happened during ICE's special enforcement operation in six Southern California counties this week:

    The knock at Carlos David Martin Ojeda’s home finally came, minutes after sunrise.

    Ojeda, a 46-year-old undocumented immigrant and convicted sex offender who had been released from prison to the streets, opened the door of his mobile home in Chino at 6 a.m. Tuesday, July 19, and found an Immigration and Customs Enforcement officer on the porch. As other officers watched with rifles at the ready, Ojeda was handcuffed and placed in a black SUV.


    The process of returning Ojeda to Mexico had begun.


    “I think he knew that at some point he’d get caught,” said David Marin, deputy Los Angeles field office director for ICE’s Enforcement and Removal Operations.


    The arrest was one of 112 in a four-day period in a six-county area that included San Bernardino, Riverside, Los Angeles and Orange counties, during a special operation in which ICE sought to call attention to its mission by rounding up some of what it considered the most serious offenders.


    They included a 64-year-old Mexican man arrested in unincorporated Riverside County near Hemet who was convicted in 1996 of attempting to murder a peace officer. A little more than half had felony convictions for serious or violent offenses, such as child sex crimes, weapons violations and assault. The others had convictions for serious or multiple misdemeanors.


    Ojeda was convicted in 2014 of lewd and lascivious acts on a girl under age 14 and served about two years of a four-year sentence.


    If Ojeda does not object to his deportation when he sees an immigration judge in about 10 days, he could be on a bus from the detention center in Adelanto to Mexico shortly afterward. If he asks for and is granted bail, Ojeda could remain in the U.S. for three to four more years before his case is resolved.


    “My greatest fear, and what keeps me up at night other than keeping these officers safe, is that we will not be able to get to these individuals in time,” Marin said. “Is that person going to commit some other crime?”


    Like many aspects of immigration and deportation, it’s complicated.


    IMMIGRATION DEBATE
    In November 2014, President Barack Obama, under pressure from critics who said immigration policy was tearing apart mixed families of legal and illegal residents, refocused deportation efforts.


    The stated targets would include undocumented immigrants with convictions for endangering national security, murder, rape, sexual abuse of a minor, trafficking in drugs or weapons, or three or more misdemeanors or serious misdemeanors such as drunken driving.


    Ojeda has one of those mixed families. His wife appeared at the door with him, but agents did not ask about her immigration status, Marin said. Ojeda has three children, ages 21, 19 and 12, who are U.S. citizens. That meant, Marin said, Ojeda had likely been in the U.S. for at least two decades.


    “One of the tough things we have to do is handcuff Dad because of the impression it leaves on the children,” Marin said, noting that officers prefer to arrest suspects outside homes, as was the case with Ojeda.

    Thirteen arrested in Orange County as part of ICE operation targeting criminal aliens

    THURSDAY, JULY 21, 2016
    CRIME
    A Mexican national formerly convicted of attempted murder of a peace officer and a Salvadoran gang member with a lengthy rap sheet are among the 112 foreign nationals arrested in the greater Los Angeles area over the last four days during an operation conducted by U.S. Immigration and Customs Enforcement (ICE) targeting at-large criminal aliens.

    All of the 100 men and 12 women taken into custody by ICE Enforcement and Removal Operations (ERO) officers during this week’s operation, which concluded late Wednesday, had criminal histories. The majority (62) had prior felony convictions for serious or violent offenses, such as child sex crimes, weapons charges, and assault. The remaining arrestees had past convictions for significant or multiple misdemeanors. One of those taken into custody is a previously deported criminal alien who will now be presented for federal prosecution for re-entry after removal, a felony punishable by up to 20 years in prison.


    The remaining arrestees will be processed administratively for removal from the United States. Those who have outstanding orders of deportation, or who returned to the United States illegally after being deported, are subject to immediate removal from the country. The remaining individuals are in ICE custody awaiting a hearing before an immigration judge, or pending travel arrangements for removal in the near future.


    “This operation exemplifies ICE’s ongoing commitment to targeting convicted criminals and public safety threats for arrest and removal,” said David Marin, deputy field office director for ERO Los Angeles. “By taking these individuals off our streets and ultimately removing them from the country, we’re making our communities safer for everyone.”


    Among those arrested during this week’s operation were:


    • A 64-year-old Mexican male arrested in unincorporated Riverside County near Hemet July 17 who has a 1996 conviction for attempted murder of a peace officer;
    • A 46-year-old male from Tonga arrested July 17 in Rancho Cucamonga who has prior conviction for assault with a deadly weapon;
    • A 37-year-old Salvadoran gang member arrested in Los Angeles July 18 who has a lengthy rap sheet, including previous convictions for burglary, attempted burglary, receiving stolen property and DUI; and a
    • A 45-year-old Mexican male arrested July 19 in Los Angeles who was previously convicted of assault to commit rape and failure to register as a sex offender.

    While the largest number of those taken into custody during the enforcement action are originally from Mexico (89), a total of 11 countries are represented, including El Salvador (7); Guatemala (5); Belize (2); Honduras (2); Vietnam (2); Egypt (1); Philippines (1); Tonga (1); the United Kingdom (1); and Azerbaijan (1).

    Of the six Southland counties and more than 50 communities where arrests occurred, Los Angeles County accounted for the largest number of apprehensions (56), followed by San Bernardino County (16); Orange County (13); Riverside County (12); Ventura County (11); and Santa Barbara County (4).


    All of the targets in this operation met the U.S. Department of Homeland Security’s (DHS) two top immigration enforcement priorities as established in DHS Secretary Jeh Johnson’s 2014 memorandum. Priority 1 targets include threats to national security, criminal street gang members, convicted felons, and aggravated felons.

    Priority 2 targets include convictions for three or more misdemeanors or convictions for significant misdemeanors, including DUIs.


    Secretary Johnson has directed ICE to prioritize the use of enforcement personnel, detention space, and removal assets to support the Department’s civil immigration enforcement priorities. ICE continues to work with local law enforcement partners to uphold public safety, while taking dangerous criminals out of our communities.

    Federal officials arrest 11 in Ventura County in immigration operation

    Eleven people were arrested this week in Ventura County during an operation that targeted people with criminal records who were in the country without legal permission, federal officials said Thursday.


    They were among 112 people arrested in Ventura, Los Angeles, Santa Barbara, Riverside, Orange and San Bernardino counties during a four-day operation that ended late Wednesday, according to U.S. Immigration and Customs Enforcement.


    Of those arrested, 62 had prior felony convictions, while the others had been convicted of multiple or significant misdemeanor offenses, the federal agency reported.


    According to the Department of Homeland Security, the operation targeted immigrants in the country without legal permission who are threats to national security, who are criminal street gang members, who are convicted or aggravated felons or who have multiple or significant misdemeanor convictions.


    Among those arrested, 89 were from Mexico, seven were from El Salvador and five were from Guatemala, federal officials said. Two people each were from Belize, Honduras and Vietnam. One each was from Egypt, the Philippines, Tonga, the United Kingdom and Azerbaijan, federal officials said.


    Most of those taken into custody are facing deportation, officials said.
