U.S. warns China to stop pressuring immigrants to return home

UNITED STATES — U.S. diplomats have warned China to stop using covert law enforcement agents on U.S. soil to pressure Chinese citizens into returning home to face justice, often on corruption charges, United States officials confirmed to CNN.
Placing a law enforcement official here without notifying American authorities is criminal, the officials said.
They acknowledged the United States and China have a legal cooperation treaty but stressed that it requires China to share evidence and work through the U.S. legal system.
China responded Monday through its state news agency, Xinhua, saying China was simply fighting corruption with a program called Fox Hunt 2015.
“China’s operation is legitimate and has been approved in bilateral agreements reached earlier this year,” China said. ” ‘Fox Hunt 2015,’ which targets corrupt officials of government departments and state-owned enterprises, is an important effort of China to crack down [on] corruption.”
Xinhua said U.S. Homeland Security Secretary Jeh Johnson promised to actively support China’s “Sky Net” and “Fox Hunt” operations, which aim to bring back corrupt officials.
China apparently issued its statement in response to stories in The New York Times and Wall Street Journal about the U.S. warning.
State Department spokesman John Kirby addressed the issue in general terms Monday at a press briefing, saying it’s a criminal offense for “an individual other than a diplomatic or consular officer or attache to act in the United States as a law enforcement agent of a foreign power” without notifying the U.S. attorney general.
Kirby said the two nations cooperate on fugitives and anti-corruption efforts through the U.S.-China Joint Liaison Group on Law Enforcement Cooperation.

Chinese spies working in America criminal, US says

(CNN) - The White House delivers a stark warning to the government of China about Chinese spies operating inside the U.S.
American officials say the agents' work is part of a Chinese effort to stamp out corruption by getting the country's expatriates to go back home.
On Monday, multiple U.S. officials made clear, China posting foreign law enforcement agents on U.S. soil is prohibited, and criminal. "Foreign law enforcement agents are not permitted to operate within the United States without prior notification to the attorney general. And it's a criminal offense,” said John Kirby, U.S. State Department spokesperson.
According to a New York Times report, the Chinese government has deployed spies inside the U.S. to influence Chinese nationals to return home and face justice.
Hundreds of senior officials have already been arrested and charged in China, right up to the highest levels of Chinese leadership. And though many have fled to countries like the U.S. with their families and their money, China's broad anti-corruption drive is now extending the hunt to U.S. soil.
"The Chinese government has done this for years. They primarily use commercial cover. They use students they have been spying on the U.S. for decades. They are very good at it,” said Bob Baer, a security analyst.
This would be just the latest case of China aggressively pushing its influence far beyond its borders. China has been building and militarizing islands in the South China Sea, 600 miles from its shores and in waters the U.S. considers international territory, leading to tense confrontations in the sky which we experienced first-hand aboard a U.S. Navy aircraft in May.
U.S. officials have all but publicly blamed China for the massive hack of the Office of Personnel Management, one of the worst ever against the U.S. government.
Hackers obtained personal data of more than 20 million current, former and prospective federal employees.
"They are just getting much more aggressive. They are stealing more secrets and are very difficult to catch,” Baer said.
And just last week, the Chinese government devalued its currency to boost its economy, a move that has rattled financial markets and undermined U.S. exports.
All of this as President Barack Obama prepares to roll out the red carpet next month for the first official state visit by China's new President Xi Jinping.

Well, aren't they here to try to round up these people:

Don't articles like this just show how inept our government is? First, it lets in a bunch of crooks on the run from China with stolen money to do Only God Knows What, and then it lets in a bunch of Chinese cops who want to round them up and take them and the money home, only to have the State Department whine about the cops being let in, calling them "covert", totally ignoring the real criminals that were let in to begin with.
I can only surmise that the reason the Chinese cops didn't notify the Attorney General's office about their intentions here is they figured someone in the US government was on the take with the crooks and they'd tip them off.A Nation Without Borders Is Not A Nation - Ronald Reagan
