Bill for New York City ID Card to Be Introduced by Councilman

Identification cards would be made available to all New York City residents — including tens of thousands of illegal immigrants — under a proposal by a City Council member from Queens who was inspired by a pioneering program that begins in New Haven today.

Are we witnessing the step-by-step implementation of the REAL ID at the lower levels of government so that it is not debated at the federal level?

I think you are correct RockFish but it may even go deeper than that. If MArshall law happens then each city would have its own id card and you would not be allowed to travel into an area without proof of residence.
