The government started to buy up land in South Texas along the Rio Grande to build a border security fence.

Homeland Security Secretary Michael Chertoff paved the way for the purchases two weeks ago, when he waived more than 30 laws and regulations that could have bulwarked the project.

The goal is to build 670 miles of fence along the US-Mexico border by the end of this year.

Landowners who don't want to sell have signaled they may file suit.
