JESSE JACKSON, RAINBOW/PUSH COALITION: Well, really, it amounts to a hurricane for the victims and a windfall for Halliburton and Bechtel, because when you suspend Davis-Bacon and make jobs below the average prevailing wage, they are busing in immigrant workers to, in fact, take those jobs.

    There are no incentives for the victims of the hurricane to, in fact, have priority on jobs, job training and contracts.

    The outlook for the economy keeps looking more grim from these hurricanes. Besides the higher unemployment the costs of building materials is going to dramtically increase. Compund the high fuel costs with inflation and I don't see how we can avoid a big economic recession at the very least. Also the out of control government spending is not helping matters.

    Industry Expects Increased Demand On Supplies

    BALTIMORE -- Demand for plywood and other building materials for hurricane reinforcements could pose problems for anyone building or fixing up a home.

    Building contractors said the supply of some crucial materials has become scarce, and could cause construction delays.

    Homeowners who are considering remodeling or people considering buying a new home will find that construction costs are going up, reported WBAL-TV.

    "In the end, the consumer, unfortunately, will have to pay," said Stephen Kimball, the senior vice president of Kimball Construction Co.

    "The degree of increase is uncertain, but it appears to be at least 10 to 20 percent, and perhaps more, as the rebuilding from Katrina, and God forbid, Rita, picks up," said Champe McCulloch, the executive vice president of the Associated General Contractors of Maryland.

    The supply of concrete is of particular concern as the Gulf Coast will likely monopolize such resources for rebuilding efforts. What's more, New Orleans had served as a major import point, reported the television station.

    Industry analysts said they expect high demand for drywall, lumber (especially plywood), steel, insulation, asphalt roofing supplies, paving supplies and PVC pipe.

    "In one case, PVC pipe went up 100 percent at the beginning of the month, and the construction company was told the price would increase another 100 at the end of the month," McCulloch said.

    Contractors said their suppliers have even added fuel surcharges on shipments.

    "It's very trying," Kimball said. "We haven't come up with a solution that's failsafe for us. We have to absorb those costs in our overhead and profit structure and do our best to make sure we protect ourselves in moving forward with new contracts."

    The AGC said 175,000 Gulf Coast construction workers will be looking for jobs in other states, including Maryland.
