When Trump gets back from his trip, he's got to call everyone in .... again .... and explain life to them. These people are so stupid. In my opinion, he has to find a solution that doesn't involve them to any large degree. Something like my Plan B.

Plan B:

Tell these countries, if your citizens do not stop entering the US illegally, then your country will have no aid from or trade with the United States. Period.

He's saying don't do what we've done, because it's one hell of a mess to clean up if you let it get out of control like the United States has done all these years. Actually, the DOJ has nothing to do with this. DHS turns these children over to the Office of Refugee Resettlement (ORR). The ORR is a program of the Administration for Children and Families, and office within the United States Department of Health and Human Services (HHS). It's the ORR that sends these illegal minor children to the BCFS!

You need to do less shooting from the hip when laying blame and more research.

They're put in detention centers in DHHS by DHS awaiting deportation orders from DOJ. If DOJ was up to speed with their "program" of issuing deportation orders, DHS wouldn't have to detain them in detention centers, they would hold them at the border, do the deportation hearings there. and deport them right out. DOJ is the cog in the wheel that requires these detentions.

The ORR receives an appropriation from Congress each year with some specifications on allotments for each division, and divides the allotment among its programs. These programs then appropriate the money to their partnering agencies in the form of grants, following specified formula guidelines. States ultimately hold the responsibility for carrying out the ORR’s mission:
“Federal resettlement assistance to refugees is provided primarily through the state-administered refugee resettlement program. States provide transitional cash and medical assistance and social services, as well as maintain legal responsibility for the care of unaccompanied refugee children."^[6] The ORR uses a matching grant program to provide funding for its affiliate voluntary agencies. These voluntary agencies are then expected to operate the program through their national networks. The ORR “awards $2 for every $1 raised by the agency up to a maximum of $2,500 in Federal funds per enrollee. Note that while federal and match funds are calculated on a per capita or client basis, the actual spending of such funds is not per capita based."^[10]

Partnerships[edit]

The ORR partners with several federal agencies, including the Department of Health and Human Services, the Department of Homeland Security, the Department of Justice, and the Department of State.

Within the Department of Health and Human Services the ORR partners with the Office for Civil Rights, the Center for Disease Control, the Office of Head Start, the Substance Abuse and Mental Health Services Administration, and the U.S. Administration on Aging.

Within the Department of Homeland Security it partners with Customs and Border Control, Immigration and Custom Enforcement, and U.S. Citizenship and Immigration Services.

Within the Department of Justice, it partners with the Executive Office of Immigration Review. Lastly, within the Department of State it partners with the Bureau of Population, Refugees, and Migration.^[11]

If you're commenting on my post, you need to stay on point. Like I said, DHS turns these unaccompanied children over to ORR, not the DOJ. Federal law requires that ORR feed, shelter, and provide medical care for unaccompanied illegal alien children until it is able to release them to a safe settings with sponsors (usually family members), while they await immigration proceedings. Personally, I don't like this anymore than you, but it is the law.

While it's true they are awaiting immigration proceedings, it is federal law that requires DHS to relinquish custody over to the ORR. The huge point you're missing here is every branch of government has to act in accordance with the law. The only way we can get the remedy we desire is for our U.S. Congress and President to change the laws. If you want to lay blame, the first place to start is with our U.S. Congress!

Congress isn't going to solve the problem or they already would have done so. Trump needs to develop a plan that works outside our government agencies and doesn't require legislation or funding from Congres until Republicans have both a majority in the US House and at least 60 seats in the US Senate. That's where we are.

First things First, before Trump calls Congress in and explains life to them, he needs to remember his campaign promises, and not explain life to them in the opposite direction of what he promised the American people.

He probably won't waste his time or theirs calling them in. He'll just implement Plan B.
