    United States-Mexico relations should not change when a new Mexican president is chosen in this summer´s elections, U.S. Secretary of State Condoleezza Rice said Friday.

    Rice said she and U.S. President George W. Bush have enjoyed a long and close relationship with President Vicente Fox, who cannot run for re-election. But the next president of Mexico "is for Mexico to decide," she said.

    "We will, of course, be prepared to work with whatever new president and whatever new government comes into place."

    Her comments were echoed by Foreign Secretary Luis Ernesto Derbez, visiting the U.S. capital on an official trip.

    Immigration, trade and border security will continue to be important issues for the new government, he said.

    "This is an issue of concern, and it´s not just a concern for the Fox administration," Derbez said.

    "And, therefore, I share the idea ... that it does not matter who the next president of Mexico will be; the United States and Mexico will continue working together and continue to resolve their common problems."

    Derbez and Rice this week co-chaired the 22nd U.S.-Mexico Binational Commission, a meeting of Cabinet-level officials from the two countries.

    In a joint news conference Friday, they said they had renewed their commitment to a safe and secure border and to safe and effective measure to return illegal immigrants to their home countries.

    The commission is a lead-up to a meeting in Cancún next week between Fox, Bush and Canadian Prime Minister Stephen Harper.

    Although the leaders could consider whether the United States should resume military assistance to Mexico in light of a dispute over whether U.S. citizens should be exempt from prosecution by the International Criminal Court, Rice said the controversial issue did not come up during the meeting with Derbez.

    In answer to a question during the news conference, she said the position of the United States is "well-known."

    "We are determined to protect our people from the possibility of prosecution," she said. "We have been looking at issues of how it affects certain elements of our cooperation and what might be appropriate to make certain that, as we carry out the principle of protecting our people against prosecution, that we also keep our cooperative relationships in place."

    Rice and Derbez also offered few details about their discussions about the immigration debate going on in both countries.

    Relations between the two nations have emerged as a significant issue in the Mexican presidential campaign. The top candidates have offered plans to create jobs in Mexico that will help stem the number of citizens who leave for better paying jobs in the United States.

    The U.S. Congress also is locked in a debate over whether to create a program for foreigners to work in the United States and how to strengthen the border with Mexico.

    Bush, who supports a guest worker program, has enjoyed working with Fox on the issue, Rice said Friday. But the two nations will continue to work together regardless of the outcome of the July 2 election in Mexico, she said.

    "It´s been an excellent relationship with Mexico, and with this president in particular," she said.

    "But Mexican democracy will produce a new president, and I´m certain that U.S.-Mexican relations will continue to strengthen."
