This story has a good video that pretty much tells it like it is here. They also mention the way the city has been protecting drug dealers and helping them escape authorities.
SF Sanctuary City Plan Had Shielded Alleged Killer
SAN FRANCISCO (CBS 5 / KCBS) ― A known gang member charged with killing a father and two sons on a San Francisco street last month was one of the youths who apparently benefited from the city's long-standing practice of shielding illegal immigrant juveniles who committed felonies from possible deportation.
The San Francisco Chronicle reported that 21-year old Edwin Ramos, who is currently being held on three counts of murder, was shielded during previous encounters with the law as part of San Francisco's sanctuary city ordinance. The city recently shifted that policy.
Ramos is charged in the June 22 deaths of Tony Bologna, 48, and his two sons Michael, 20, and Matthew, 16. They were shot near their home in the Excelsior district while driving home from a family picnic when their vehicle briefly blocked the gunman's car from completing a left turn down a narrow street.
According to the Chronicle, the native of El Salvador was found guilty of two felonies when he was a juvenile: a gang-related assault on a Muni passenger and the attempted robbery of a pregnant woman.
The Chronicle reported that in neither instance did the city's Juvenile Probation Department alert federal immigration authorities. Had city officials investigated, they would have found that Ramos lacked legal status to remain in the U.S.
Juvenile Probation Dept. officials said they never alerted federal authorities because it was the agency's policy not to consider immigration status when deciding how to deal with an offender.
Nathan Ballard, a spokesperson for Mayor Gavin Newsom, said that as soon as the mayor discovered that city policy, he immediately reversed it.
"As soon as the mayor found out that the juvenile probation department was not turning over undocumented immigrants, he changed that policy. That was in mid-May."
