Zapata family poses questions about son's murder

BROWNSVILLE -- The family of slain ICE Special Agent Jaime J. Zapata wants answers from U.S. Department of Homeland Security Secretary Janet Napolitano on the Feb. 15 attack that killed their loved along Highway 57 in the state of San Luis PotosÃ*, Mexico.

The family wants to know why Zapata and his partner, Victor Avila, also a special agent with U.S. Immigration and Customs Enforcement, were required to drive unescorted and unarmed across a highway known to be dangerous. Avila was wounded.

Zapata, a Brownsville native, was killed by what Mexican officials have described as a squad of hit men from the Zetas criminal organization.

Zapata and Avila, of El Paso, were traveling in a U.S. government armored Chevrolet Suburban with diplomatic plates.

Mexican officials have said that suspects detained in the slaying maintain that confusion led to the attack because the Zetas squad believed that the SUV belonged to a rival crime organization.

Authorities have said that some 83 spent shell casings were found at the scene of the assault. The unarmed agents had traveled to San Luis PotosÃ* to meet with U.S. personnel assigned to Monterrey to pick up some equipment and were returning to Mexico City, authorities said. There are said to have been more than 10 aggressors involved in the attack.

Zapata’s family also wants to know if there are rules or laws that prohibit agents from carrying weapons for protection while working in Mexico.

If so, “how is it that those U.S. agents investigating the murder of Kiki Camarena were allowed to carry weapons while working in Mexico? What has changed since then?â€
