I watched the video live and heard a reporter state that bush gave the "thumbs up"....but it seemed to me that it wasn't quite that.....now i know why....it was his salute for all Americans!!!

William, thanks so much for that clarification, because it also looked like index to me when I stuck my face to the computer to try and be sure.

I looked at it again and it's not clear. It looks just abit too far to the right to be the index but not quite far enough to be the "bird".

This is just potentially too juicy to let go without a final determination of what finger did the Maniax hail to his goons, right troops!!

If you look closely, I think the finger is the leg of a person going up the stairs. Then he just has his fist in that "let's win' position.
