You got it Nfarnam. If they know Englsih they use it at their convenience and also don't speak it at their convenience. You can see them and hear some English spoken but as they get pulled over by the police they all the sudden don't know it.

Congrats Dixie and April!! The Troll had us mixed up with Florida for Immmigrant Enforcement which is out of Hialeah. It must be due to the minority of non Hispanics and possibly legals in the Hispanic city.
