should Sandoval be in a US hospital?

The above link leads to the El Paso Times. They would like to know if we think that a guy who is a Mexican Police official who the drug cartel tried to kill should be in an El Paso hospital under police protection endangering the lives of every patient, worker and visitor to that hospital. You will also find articles about the reason why the city of Juarez is currently under martial law in an attempt to stop the gangland killings.
