    If citizenship is not denied, Mexico (predominantly) and other Latin American countries will simply push pregnant women into the U.S. to have babies. Then, the parents can name the baby after their own names and use the babies's social security number to work. When the baby turns 18, he can petition the parents' green cards. All the parents have to do is return to Mexico and wait 5-10 years to have an entry permit. Problem solved.
    If the parents are illegal, the U.S. born child should NOT receive a birth certificate. Period. I would make an exception to tourists and legal students. I mean you could be attending medical school here on a visa, get married and have a child. That's perfectly OK.
