Governor's inmate plan must be approved

Craven self-interest once again has trumped sound public policy in the state Legislature.
If the state's crushing budget deficit weren't reason enough for members of the Assembly to approve Gov. Arnold Schwarzenegger's plan to reduce the prison population by 27,300 inmates this year — thus saving $1.2 billion in the current fiscal year — there is the matter of a federal judicial order that the state adopt a plan by next month to reduce the prison population by more than 25 percent and to carry out the plan within two years.
While the state Senate on Thursday narrowly approved the governor's plan to cut the prison population of 168,000 by 27,300 over the next year and by 37,000 over two years, the Assembly balked. Republicans in the Legislature are predictably opposed, despite the fact that the proposal comes from a GOP governor. But the real problem is that a handful of ambitious Democratic Assembly members, including several who plan to run for attorney general, are reluctant to support the measure lest their opponents use their votes to bludgeon them for being “soft on crime.â€NO AMNESTY
