A Chinese spy raised money for Democrat Rep. Eric Swalwell (CA) and planted an “intern” in his congressional office.
A Chinese national named Fang Fang, AKA, Christine Fang targeted politicians in California between 2011 and 2015 at the direction of China’s internal spy agency and even had intimate relationships with two Midwestern mayors, according Axios.
According to Fang’s friends, she was in her late 20s or early 30s when she enrolled at a Bay Area university and began to target politicians and gather intelligence at the direction of China’s Ministry of State Security (MSS).
Fang also targeted two Midwestern mayors — one older mayor from an “obscure city” actually referred to Fang as his “girlfriend” and insisted the relationship was genuine despite the huge age gap.
Christine Fang also had an intimate relationship with a mayor from Ohio that was under electronic FBI surveillance. Fang reportedly lured in the Ohio mayor by asking him to help her improve her English.
Fang abruptly departed the US in 2015 and the DOJ has not filed any public charges against her.

Details: Fang’s earliest known engagement with Swalwell occurred through the Chinese Student Association. By 2014, she had risen in local political circles and developed close ties to Swalwell’s office.

• Fang “was a bundler” for Swalwell and other candidates, according to a Bay Area political operative with direct knowledge of her efforts. A current U.S. intelligence official confirmed her activity for Swalwell; a local elected official also said she brought in donors for other candidates. Bundlers persuade others to write checks for campaigns; they can bring in substantial sums of money as well as deepen the campaign’s engagement with target communities, making bundlers a valuable and thus potentially influential ally to a candidate.
• The Bay Area political operative who witnessed Fang fundraising on Swalwell’s behalf was concerned whether donors she brought in were legally permitted to donate. They found no evidence of illegal contributions.
• Fang facilitated the potential assignment of interns into Swalwell’s offices, the political operative said. In at least one case, an intern recommended by Fang was placed into Swalwell’s D.C. office, this person said. A current U.S. intelligence official confirmed the intern placement.

For Fang, targeting Swalwell made sense. His 2012 campaign — which was something of a longshot bid, pitting a young and relatively inexperienced city official against a longtime incumbent from the same party — relied heavily on Asian American support, said a former congressional staffer from the East Bay.

• That made Swalwell’s ties to the Chinese American community, and particularly APAPA, the Asian American civic organization, especially important.

Swalwell’s spox issued a statement to Axios saying he cut ties with Fang in 2015 after a defensive briefing.
“Rep. Swalwell, long ago, provided information about this person — whom he met more than eight years ago, and whom he hasn’t seen in nearly six years — to the FBI. To protect information that might be classified, he will not participate in your story,” Swalwell’s office told Axios.

A SUSPECTED Chinese honey trap spy reportedly had sex with two mayors and targeted Democratic politicians to infiltrate US political circles.
The apparent expose about Chinese national Fang Fang, or Christine Fang, was published by Axios on Tuesday morning.

Fang targeted aspiring politicians from 2011 to 2015, with a reported focus on Representative Eric Swalwell.
Swalwell, who has been married since 2016, has not been accused of having a sexual relationship with Fang, nor any wrongdoing.
Swalwell is one of the youngest members of the House and someone who Fang reportedly helped raise funding for.
His office told The Sun: "Rep. Swalwell, long ago, provided information about this person — whom he met more than eight years ago, and whom he hasn’t seen in nearly six years — to the FBI. To protect information that might be classified, he will not participate in your story."
Fang also helped raise cash for Congresswoman Tulsi Gabbard, according to the outlet.
The Sun has contacted Gabbard for comment, who also has not been of having a sexual relationship with Fang, nor any wrongdoing.

At least two separate sexual interactions, including one of the aforementioned mayors, were caught on FBI electronic surveillance, according to Axios.
One of the encounters reportedly took place in a car with a mayor from Ohio.
When asked why she was interested in him, Fang reportedly responded that she wanted to get better at speaking English.
Fang reportedly enrolled as a student at Cal State East Bay in 2011 and, according to friends and acquaintances, was in her late 20s or early 30s, according to Axios China reporter Bethany Allen-Ebrahimian.
During this time, Fang is believed to have had regular contact with a suspected Chinese Ministry of State Security officer who was under diplomatic cover in the San Francisco consulate.

She also served as the president of the Chinese Student Association and the campus chapter of APAPA, a group that promotes civic affairs for Asian Pacific Islanders.
Fang reportedly used her position to get a foot in the door of local off-campus politics, leading her to become a regular at fundraisers and other events.
Swalwell was one of Fang's first known political contacts when the pair were acquainted during his time as a councilmember for Dublin City, California.
Their earliest known interaction was facilitated through the Chinese Student Association.
A source told Axios that Fang was a "bundler" during Swalwell's 2014 Congress re-election campaign and encouraged people to donate to his operations.

Fang also helped Hawaii Representative Gabbard with a fundraising event in 2013.
However, a spokesperson told Axios that she "has no recollection of ever meeting or talking with her, nor any recollection of her playing a major role at the fundraiser."
Fang also volunteered to campaign for Representative Ro Khannah's 2014 run for Congress before he was elected two years later.
Khannah's office told the outlet that he remembers seeing Fang at several Indian American political events, but he did not speak to her.

The Sun also contacted Khannah for comment, who has not been accused of having a sexual relationship with Fang, nor any wrongdoing.
US officials do not believe that Fang received or passed on any classified materials, Axios reported.
However, a current senior US intelligence official told the outlet the case "was a big deal, because there were some really, really sensitive people that were caught up" in her network.
Fang fled the United States in mid-2015 as she was being investigated by authorities.
She was expected to attend an event in DC in June 2015, but said she couldn't make it as she had to return to China.
"When she left kind of abruptly, we all kind of scratched our heads," former Fremont Mayor Bill Harrison told Axios.
Following Fang's probe, the FBI has heightened the importance of investigations into Chinese intelligence and influence operations.
In May 2019, the agency even created a unit dedicated to countering Beijing's operations at state and local levels.

House Intelligence Committee Chairman Adam Schiff did not respond to The Federalist’s questions about Intelligence Committee member and California Rep. Eric Swalwell’s position on the committee in light of recent news revealing Swalwell’s connections with a suspected Chinese spy.
When asked whether Swalwell’s position on the House Intelligence Committee would be tainted or compromised by his relationship with Christine Fang, a suspected spy for communist China, Swalwell’s office did not reply as of press time. According to a new report by Axios, Fang leveraged her position and connections in California’s Bay Area for years to gather intelligence on Democrat politicians and government officials.
Schiff’s office also did not respond when asked if he previously knew about Swalwell’s involvement with Fang or if he was briefed about Swalwell’s relationship with Fang.
Swalwell also refused to answer The Federalist’s questions about the extent of his relationship with Fang, ignoring allegations from sources directly familiar with the counterintelligence investigation of Fang who told The Federalist that she and Swalwell may have had a sexual relationship.
According to the two sources, federal officials were so concerned about the romantic relationship between a U.S. congressman and a suspected Chinese spy that they even investigated whether Swalwell may have tipped Fang off about the counterintelligence investigation after he was given a defensive briefing on the matter shortly before Fang disappeared from the U.S. in 2015. A senior U.S. intelligence official told The Federalist that investigators only uncovered limited circumstantial evidence that Swalwell may have tipped Fang off after he was warned of her connections to Chinese intelligence.
According to Axios, Fang raised money and bundled donors for Swalwell, and even placed an intern in the congressman’s Washington’s D.C. office.
When contacted by The Federalist, Swalwell’s office pointed to the generalized statement they gave Axios.

House Minority Leader Kevin McCarthy (R-CA) called for Rep. Eric Swalwell (D-CA), who sits on the House Intelligence Committee, to be “removed from Congress” following an explosive report this week about his connections to a suspected Chinese spy.
“This is only the tip of the iceberg because remember what we’re hearing, these are Chinese spies that go down to the level of a mayor, they court and help a city councilmember become a congressman, this congressman now gets on the Intel Committee,” McCarthy told Fox News host Laura Ingraham. “They are only selected for the Intel Committee by the leaders of their party, meaning Nancy Pelosi. Nancy Pelosi is one of the Gang of Eight, along with myself.”
“Did Nancy Pelosi know this had transpired when she put him on the Committee?” McCarthy continued. “We have our Senator Dianne Feinstein, for two decades, the personal assistant to hear all the private phone calls in the car and others, a Chinese spy.”
“Why did the Democrats pull out of the bipartisan China Task Force I had set up?” McCarthy continued. “Why did Speaker Pelosi pull out of that? Why have they denied certain bills that would hold China accountable that have passed Senate …? Why do [the Chinese] focus on Silicon Valley members of Congress? Why is he still on the Intel Committee and why is he still a member of Congress? Did Adam Schiff know as chairman of that Committee that [Swalwell] had this problem?”
McCarthy noted that members of the House Intelligence Committee gets classified information that other members of Congress do not get. McCarthy also questioned why Swalwell was attacking Director of National Intelligence John Ratcliffe, who has repeatedly warned that China is the largest threat that the United States faces.
“The only person attacking him is Swalwell,” McCarthy continued. “Now we learn why. Why is this person still there?”
“Remember what Swalwell said, he accused the president of everything that he did, by lying to the American public and sitting on the Intel Committee,” McCarthy said. “Not only should he be removed from the Intel, he should be removed from Congress as well.”

Fox News host Tucker Carlson said on Tuesday night, “U.S. Intelligence officials believe Fang had a sexual relationship with Eric Swalwell.
“We asked Swalwell’s office about that directly today, his staff replied by saying they couldn’t comment on whether or not Swalwell had sexual relationship with Fang because that information might be ‘classified,'” Carlson continued. “They did not elaborate or explain what they meant by that.”
Swalwell responded to the Axios report on alleged Chinese spy by suggesting without evidence that the Trump administration was behind the story. However, Axios never said that the story was leaked to them, but rather said that their story was the result of a “yearlong investigation.”
“I’ve been a critic of the president. I’ve spoken out against him. I was on both committees that worked to impeach him. The timing feels like that should be looked at,” Swalwell told Politico. “What it appears though that this person — as the story reports — was unsuccessful in whatever they were trying to do. But if intelligence officials are trying to weaponize someone’s cooperation, they are essentially seeking to do what this person was not able to do, which is to try and discredit someone.”
