    For the first time in more than a decade, the waiting list for the Chicago Housing Authority's Section 8 voucher program will open today for applications.

    More than 200,000 are expected to try for the coveted vouchers that subsidize private market rentals for the holder. When the application period ends May 15, a lottery will determine the 40,000 applicants who will win a spot on the list.

    Hard economic times likely will mean greater diversity in ethnicity and income levels of applicants this year, as compared to 1997, the last time the waiting list opened, community groups say.

    More than 100 organizations -- representing ethnic communities from African-American and Latino to Asian and Polish -- turned out Monday for a briefing with CHA officials on the process.

    "The number of Latino families needing this kind of assistance is growing, not only due to the disproportionate number of Latino families involved in foreclosure, but we have seen a tremendous increase in overcrowded housing," said Maricela Garcia of Latinos United. "It's a manifestation of the hard economic times, the housing crunch and the increase in unemployment, so this kind of assistance is critical today."

    Unlike public housing, the Section 8 program is not just open to low-income families. Middle-income families qualify for the rental assistance voucher too, based on federal income guidelines.

    The application process is free and can be completed at 320 sites citywide. These include any Chicago Park District fieldhouse, all Chicago public libraries, City Colleges of Chicago, and all 50 aldermanic offices, as well as city and state human services offices.

    Officials, however, were warning the public against reported scams by individuals or entities offering applications or purporting to guarantee the Section 8 vouchers in exchange for money.

    "It's important for people to understand application is free," said CHA spokesman Brian Zises. "The only guarantee of a voucher is being chosen in the subsequent lottery."

    A sampling of income guidelines includes $26,400 for an individual, $37,700 for a family of four and $50,000 for a family of eight. Figures are based on adjusted gross income, so applicants could earn more and still qualify

    And in section 8 housing...they are the biggest abusers of overcrowding there as well.

    I was working at a place where the owner was also a landlord. An hispanic woman came in and practically yelled at me to tell her whether her section 8 paperwork was good enough to enroll her children in school. I made a copy of her paperwork and said I would ask when the owner came in. I still have those papers - it says "due to income changes, the tenant portion" for the $2250 house would be "reduced from $125 to $28 a month" and the county would pay the rest. I was livid! I didn't earn that working full-time! So I called the housing authority and they said I definitely qualified but the applications had been closed for five years. I said, ok, at least tell me all the money went to American citizens only, and he said "you know better." Yes, I do. So a year later, I saw on the web they had reopened. I was going to pounce on that first thing just to be sure. Then they announced it would be a computer lottery so all would be considered equally for the week it was open. The thing is, before it opened on Monday, Friday during my work break I saw that the San Jose Mercury News ran a FULL PAGE AD in SPANISH letting everyone know about it.
    I applied, and two months later I got a letter stating that they would assist 100 to 1000 families a year and my number was 52,978. So, at best, I would get assistance when I was 96 years old.

    I just applied for assistance and food stamps and was turned away because I have a car (2003 Hyundai) and a couple bucks in my retirement account. In fact, if you have over $50 in checking you don't qualify. Here in San Jose, or anywhere, who the h*** can live on less than $50 bucks a month? You HAVE to be paid under the table to get assistance. You are rewarded for taking a job with no taxes, and having kids you can't afford. It's so backwards and I'm in tax h*** because I used my IRA to live on. I see the cars some of those "poor" people who qualify drive. Is this world really aimed at rewarding the biggest liars?

    I worked in a grocery store and the people, Hispanics, when I loaded their cars with their groceries were sometimes driving brand new volvos. I drove a hundred year old ford.

    Illegal aliens do not abide by our laws, they use them to their advantage.

    This woman most likely had an identity that showed that she qualified. She likely had ANOTHER identity that she used to work and yet another for any money in the bank. If she is caught under one identity, she scraps that and goes on to use one of the many others she has.

    Maybe ALL Americans should start playing this game, after all, no one is enforcing it.

    Just hush it up and keep working to pay for their rent, food and medical !

    Minorities not only get first choice most also make life miserible for the very few whites who live in Hud rentals .

    I don't believe for a minute the lottery is not fixed .

    We are a terribly divided nation now . The black and white elites have did a great job of turning us all against each other . Divide and conquor .

    Noticed that here as well......in Spanish....not in English so actual legal citizens could qualify....or even apply.
