    AUSTIN, Texas — Ebola came to Texas. And Rick Perry went to Europe.

    Now the Republican governor, a likely presidential contender, is back in Austin and scrambling to avoid a damaging perception problem like the “oops” moment that doomed his first shot at the White House.

    At first, Perry seemed to have everything under control. When a man in Dallas was diagnosed with the deadly virus, Perry held an Oct. 1 news conference, assuring the public that “there are few places in the world better equipped to meet the challenges posed by this case.” When more people were quarantined, he launched a task force and told Texans to “rest assured our system is working as it should.”

    But then he left Sunday for a long-planned 7-day trip designed to burnish his foreign policy credentials. During his absence, two more cases of Ebola were confirmed, both of them involving Texas nurses who had dealt with the first patient.

    The governor cut his trip short and rushed home on Thursday, only to encounter criticism for leaving in the first place; Democrats charged that he was more focused on looking presidential overseas than on fixing a big problem at home. And even some Republicans say Perry, who has been trying for months to rehabilitate his image in the wake of his disastrous 2012 campaign, may have missed an important moment.

    “Crisis management is actually something Perry has done pretty well in the past,” said Mark McKinnon, a Republican strategist with deep Texas ties. “But, in this case when the national spotlight was on Texas, Perry was missing in action. And based on pure politics, this is a situation where he could have taken command and control and looked presidential. He’s trying to jump back on stage now, but at the very least, he missed the first act because he was in Europe.”

    In the past year, Perry has traveled repeatedly to early 2016 primary states, earning chits and firing up crowds. He’s brushed up on his foreign policy credentials, traveling abroad and penning hawkish op-eds on national security. He earned rave reviews from conservatives for squaring off with President Barack Obama over the crisis at the Texas-Mexico border as a surge of undocumented children crossed over this summer.

    Even a stunning grand jury indictment accusing Perry of abusing his authority in his push to force a Democratic district attorney to quit doesn’t seem to have hurt him among Republicans – many see the indictment as a witch hunt, and Perry has raised money off it.

    Paul Begala, a seasoned Democratic operative with close ties to Texas, doubted Perry’s decision to go to Europe would cause lasting damage, noting that the indictment and memories of his 2012 White House bid could be more of a problem. That election cycle, Perry’s failure to remember in a debate one of three federal agencies he wanted to cut resulted in his infamous comment: “Oops.”

    But Begala suggested Perry should have followed the advice he gave to Obama during the border crisis: get on the scene.
    “Of course, Gov. Perry should have canceled his trip or come back from Europe — just as President Obama should have gone to the border,” Begala said in an email. “As [former President] George H.W. Bush said, ‘90 percent of life is just showing up.’ Now, will that hurt Perry two years from now? No way.”
