Full-scale sports betting coming to Delaware on June 5

Full-scale sports betting coming to Delaware on June 5

    Alex Vuocolo June 1, 2018

Gov. John Carney on Thursday announced that full-scale sports betting will launch at all three casinos in the state on Tuesday, June 5.

Delaware Park, Dover Downs Hotel & Casino and Harrington Raceway & Casino will offer single-game and championship wagering on professional football, basketball, baseball, golf, soccer and auto racing.

“Delaware has all necessary legal and regulatory authority to move forward with a full-scale sports gaming operation, and we look forward to next week’s launch,” said Gov. John Carney. “We’re hopeful that this will bring even more visitors into Delaware to see firsthand what our state has to offer.”

Carney made the announcement following a determination by the Delaware Department of Finance that a Supreme Court ruling had cleared the way for sports betting. The May 14 effectively overturned the federal Professional and Amateur Sports Protection Act.

Delaware Lottery has released a “how-to-bet guide” for SportsPick, the main sports betting product in Delaware.

“We have worked closely with Delaware’s three casinos to train lottery and casino staff in preparation for a launch of expanded sports betting, and Delaware is prepared to move forward,” said Rick Geisenberger, secretary of the Delaware Department of Finance, which oversees the Delaware Lottery.

“We will continue to provide public updates and additional information through the Delaware Lottery ahead of next week’s launch.”

NJ sports betting: Monmouth Park 'disappointed' at not being first

OCEANPORT - The U.S. Supreme Court ruled in New Jersey's favor in the state's seven-year battle to legalize sports betting at casinos and racetracks, but the Garden State won't be the first state to benefit.

Delaware will become the first state outside Nevada to offer single game sports betting on Tuesday, beating New Jersey out of the starting gate by at least several days. The new betting locations include the Delaware Park racetrack — located just 13 miles from the New Jersey border.

New Jersey's plan to roll out sports betting at Monmouth Park and in Atlantic City has been on hold while state lawmakers work on a regulation bill.

Monmouth Park operator Dennis Drazin said "of course" he's disappointed that New Jersey won't go online first.

"But, I'm going to continue to support our legislative process," he said.

More: Single game sports bets start Tuesday in Delaware

Daniel Wallach, a well-known sports betting and gaming attorney who has followed New Jersey's case closely, said Monmouth Park and New Jersey will not be hurt by not being the first new jurisdiction with expanded gambling.

"Whether it's a couple of days, a week, a couple of weeks, it's not going to matter all that much,'' Wallach said. "New Jersey and Monmouth Park are well-positioned to gain the market share of the Northeast.''

New Jersey, with Drazin and former state Senator Ray Lesniak playing key roles, led the seven-year fight to get the U.S. Supreme Court to overturn the Professional and Amateur Sports Protection Act that had limited sports betting to Nevada since 1992.

The Supreme Court ruling came on May 14. Drazin said the following day that Monmouth Park would begin its sports betting operations in its William Hill Sports Bar on May 28.

However, on May 16, Senate President Stephen Sweeney, D-Gloucester, asked Drazin to delay the race track's launch until the legislature can pass a regulations bill and Gov. Phil Murphy signs it.

More: Sports betting odds, news, state laws

"Legally, we could have opened," Drazin said. "But, I've always said, I will cooperate with the governor, the Senate president and Assembly speaker. I will respect the legislative process."

"New Jersey needs sensible regulations before you open the floodgates. New Jersey wants to get it right," Wallach said. "But for New Jersey lawmakers to expect other states to act in good faith and wait was never going to be realistic."

Hearings on the regulations bill will take place in both the Senate and Assembly on Monday. Drazin said he will testify at those sessions.

Sweeney has said both houses will pass the bill Thursday and immediately send it to Murphy to sign.

Drazin has said he hopes Monmouth Park can begin sports betting on June 8.

However, nothing will begin until Murphy signs the bill.

"I've always said, I want New Jersey to get it right. Monmouth Park is going to do everything it can to make sure New Jersey has it right," Drazin said.

Delaware is set to begin its sports betting operations at 1:30 p.m. Tuesday at Delaware Park, Dover Downs Hotel & Casino and Harrington Raceway & Casino.

"It's simply a cosmetic advantage for Delaware to have the head start," Wallach said.

Two weeks ago, Delaware state officials announced that they had found no legal obstacles that would prevent Delaware from offering single-game betting — clearing the way for that state's full roll out on Tuesday.

Meanwhile, New Jersey, which spent $9 million of taxpayer money in its seven-year fight to get PASPA overturned, waits for the legislative wheels to turn.

Wallach said that when sports betting in New Jersey is finally launched, it could mean hundreds of millions in tax revenue.

While the legislative process plays itself, Monmouth Park is missing out on taking bets on what would be heavily bet events like the NBA Finals, the Stanley Cup Finals and Major League Baseball games. Soccer's World Cup, another event that will receive heavy betting action, is set to begin on June 14.

"Obviously, we're still euphoric and extremely happy we won the Supreme Court case," Drazin said. "This (the Supreme Court) decision was an historic win, but at the end of the day, we all in this together and we all want to make sure everybody is on the same page and gets it right."

"Monmouth Park is on the map on this issue because it's had six years of media attention and free publicity on this," Wallach said. "People know Monmouth Park was a leader in the fight to get PASPA overturned.

"It is well-positioned to be a staple in the Northeast with sports betting. A couple of days is not going to matter."

    How many casinos in California?

Today 62 of the 109 California tribes own 69 casinos including 50 Indian casinos, 16 Indian casino resorts and 3 mini-casinos. These casinos host 70,000+ total slot machines and 2,000+ table games. This is more than any other state.
