    Hundreds of federal workers have been caught watching porn on the job, including viewing child pornography, according to a new investigation.

    NBC News 4 in Washington, D.C., identified over 100 "egregious" cases during the past five years where federal employees watched porn for hours during the day or required an inspector general investigation into their porn habits at work. The report relied on records obtained through Freedom of Information Act from 12 separate government agencies.

    "The cases include workers who admitted spending six hours a day surfing illicit images and videos and maintaining tens of thousands of adult images on their office desktops," the report said.
    The investigation revealed over 20 cases at the Justice Department during the past two years, and numerous cases at the Environmental Protection Agency.

    The report includes the notorious case of an EPA employee in the Office of Air and Radiation who, while earning a $120,000 salary, watched porn between two and six hours every day, masturbated at work, and received bonuses.

    The employee said that "‘a lot' of his time each workday is spent ‘organizing' the pornography he downloaded into saved folders," according to the records obtained by NBC News 4.

    The report noted that although being caught watching porn "opens employees to possible disciplinary action," including being fired, several agencies said penalties are "flexible" and can carry just a written reprimand.

    The EPA employee was not fired and stayed on the payroll for years even though he had been banned from the building. He continued to receive his six-figure salary for two years after being caught, including a year of paid leave before he retired in April 2015.

    "This is not just an isolated incident at one single agency," said Rep. Mark Meadows (R., N.C.), who is pushing legislation for a zero tolerance policy toward viewing pornography on government computers. "We're starting to find it across almost every agency."

    New cases uncovered by NBC News 4 included another EPA employee in San Francisco who watched porn at work an average of two hours a day, and an EPA contractor in North Carolina who viewed porn for three to four hours a day.

    Workers at a Department of Transportation office in Washington, D.C., that was monitored for two months were found to be searching on government computers for "teen+underwear+blonde," "teen+slut+tight+pants," "orgy+prague+OR+Czech," and "petite+blonde+teen."

    A Department of Justice worker in Tucson, Ariz., visited 2,500 adult websites and downloaded over 1,100 pornographic pictures at work, spending the "majority of his duty time viewing inappropriate adult websites."

    Another Justice employee in Dallas, Texas, watched porn between four and six hours every day at work and had "tens of thousands" of pornographic pictures on a work computer, "including some which might have been child pornography."

    Several other cases involved child pornography as well, including an FBI employee in Virginia who had explicit email exchanges with a ninth grader and admitted to "receiving, viewing, and saving approximately 50 images of suspected child pornography."

    The investigation covered the departments of Transportation, Justice, Interior, Labor, Commerce, Energy, and Health and Human Services, as well as the U.S. Postal Service, NASA, Export-Import Bank, the EPA, and the Social Security Administration.

    Dozens of Federal Employees Watched Abundance of Porn on the Job in Recent Years

    Almost 100 employees have admitted or been caught in the past five years

    Almost 100 federal government employees have admitted to or been caught viewing copious amounts of pornography while on the job in the past five years, according to an investigation by the News4 I-Team.
    The cases include workers who admitted spending six hours a day surfing illicit images and videos and maintaining tens of thousands of adult images on their office desktops.

    While only some of the cases revealed by the I-Team were criminal in nature, because they included viewing of pornographic images of underage teens, the I-Team investigation raised questions about whether the federal government has instituted sufficient penalties.

    Using the Freedom of Information Act, the I-Team sought records of cases of egregious on-the-job pornography viewing at 12 major government agencies:

    • U.S. Department of Transportation
    • U.S. Department of Justice
    • U.S. Department of the Interior
    • U.S. Postal Service
    • U.S. Department of Labor
    • NASA
    • Export-Import Bank
    • U.S. Department of Commerce
    • Social Security Administration
    • U.S. Department of Energy
    • U.S. Department of Health and Human Services

    The request was directed to agency inspectors general, the internal watchdogs who investigate larger scale misconduct and computer misuse. The records obtained and reviewed by the I-Team showed about 100 workers admitted surfing pornography while on the job. In many cases, the surfing consumed hours of an employee’s time each day.

    At the Environmental Protection Agency, inspector general memos showed at least two employees at the agency’s Washington, D.C., offices admitted viewing large quantities of pornographic material at their work spaces. In one case, the employee acknowledged watching porn for up to six hours a day for “several years.” In the second case, at the agency’s Office of Water on Constitution Avenue, an employee was suspended for five days after being seen watching pornographic videos at a work terminal.

    These cases are improper and constitute time fraud by workers whose salaries are funded by taxpayers, EPA Deputy Assistant Inspector General Craig Ulmer said.

    “The computer systems were purchased to perform government work,” he said.

    “That’s classified as fraud, waste and abuse," he said. "They should be working on their EPA projects.”

    At the Department of Commerce, internal investigators found a patent and trademark employee made 1,800 connections to pornographic websites. According to memos released by the agency’s inspector general’s office, the employee told investigators, “When I am working hard, I go to these images to take a mental break.”

    An employee at the D.C. headquarters of the Federal Railroad Administration searched for porn for 252 hours in one year, the equivalent of 10 full work days according to memos from the agency’s inspector general.
    Spokespeople for the EPA, the Department of Commerce and the Department of Transportation told the I-Team computer misuse is prohibited and opens employees to possible disciplinary action, including termination.
    But several agencies queried by the I-Team said penalties for computer misuse, including the viewing of pornography, are flexible and can include written reprimands.

    Rep. Mark Meadows (R-N.C.), chairman of a U.S. House subcommittee overseeing federal employees and misconduct, said the I-Team’s findings reveal federal agencies should consider a zero-tolerance policy for pornography.

    “That’s the thing your (I-Team) work has shown," Meadows said. "This is not just an isolated incident at one single agency. We’re starting to find it across almost every agency.”

    The U.S. House Oversight Committee has unanimously approved a bill to combat on-the-job pornography viewing by federal government employees.

    The bill, sponsored by Rep. Mark Meadows (R-NC), requires the U.S Office of Management and Budget to issue new guidelines prohibiting the viewing of porn on government computers. Meadows, in a formal markup of the legislation this week, cited the recent findings of the News-4 I-Team as reason to pass the legislation.




    Last month, an investigation by the I-Team revealed that almost 100 federal government employees have admitted to or been caught viewing copious amounts of pornography while on the job in the past five years. Those employees were working for one of 12 major agencies from whom the I-Team requested records of misconduct under the Freedom of Information Act.

    The cases include workers who admitted spending six hours a day surfing illicit images and videos and maintaining tens of thousands of adult images on their office desktops.

    During debate over the new legislation, Rep. Meadows cited the I-Team’s findings that discipline for on-the-job pornography viewing varies by agency. In some cases, discipline ranged from as little as a reprimand.
    "This is not only disturbing, but it creates an unhealthy work environment that must be addressed," Meadows said.

    During the hearing on Meadows’ legislation, Rep. Elijah Cummings (D-Md.) said federal agencies already prohibit pornography viewing. But Cummings said he would not oppose Meadows bill, and expressed incredulity about the findings reported by the I-Team.

    “Somebody looking at porn six hours a day -- I don't even know how you do that," Cummings said.

    The full U.S. House and U.S. Senate must approve the bill before it goes to President Donald Trump's desk. They have until Dec. 2018.

    BUT - somehow I think they could have found something to do with their time other than watching porn.

    That's not just idleness - that's (as my Grandmother used to say) 'they are just sorry'.

    Yes, fired, loss of any pension and prosecution.

    Unless and until we make people responsible for wrongdoing, we are just going to sink lower in the cesspool.

    I don't think watching porn all by itself is as much of a problem in the workplace as taking time to use the computer in the workplace for personal reasons of any kind. In the workplace you can take breaks and spend personal time on a computer then, but that should be the end of it.
