    Military Officials: Women Should Register for Draft

    Now that all combat jobs are open to women, top Army and Marine Corps officials say they should have to register for the draft — just like men.

    Gen. Mark A. Milley, chief of staff of the Army, and Gen. Robert B. Neller, the Marine Corps commandant said they supported the requirement during testimony at a hearing before the Senate Armed Services Committee on Tuesday.


    "Senator, it's my personal view that, based on this lifting of restrictions… every American who's physically qualified should register for the draft," Neller said in response to a question from Sen. Claire McCaskill,D-Missouri, who favors the change.


    Milley also agreed.


    "Senator, I think that all eligible and qualified men and women should register for the draft," he said.


    Right now only men legally residing the U.S. between the ages of 18 and 26 are required to register with the Selective Service.



    Pentagon Opens Door to All Combat Roles for Women 0:38


    The two thumbs up from the generals came a month after Defense Secretary Ash Carter announced the Pentagon's historic shift in policy.

    Under the new rules, women will now be able to help fill some of the 220,000 jobs that were only open to their male counterparts, including key posts in some special operations units and the infantry.


    "Our force of the future must continue to benefit from the best America has to offer," Carter said. "This includes women."

    Military leaders: Register women for draft

    The Army and Marine Corps' top uniformed leaders both backed making women register for the draft as all combat roles are opened to them in coming months, a sweeping social change that could complicate the military’s gender integration plans.

    Both services, along with the Navy, have begun work to open all military jobs to any service member after a decision by Defense Secretary Ash Carter in December to lift all gender-based restrictions on combat and infantry roles.


    On Tuesday, Army Chief of Staff Gen. Mark Milley and Marine Corps Commandant Gen. Robert Neller told senators during a Capitol Hill hearing that full integration of those jobs will likely take a few years, to overcome logistical and cultural issues.


    One of those complications will be how to handle the Selective Service System, which requires all men ages 18 to 26 to register for possible involuntary military service.


    Women have always been exempt, and past legal challenges have pointed to the battlefield restrictions placed on them. With that reasoning moot, lawmakers will need to determine what becomes of the system.


    Navy Secretary Ray Mabus Jr. said there needs to be “a national debate” over what the changes mean, balancing social concerns over the idea of drafting women with the reality of national security and military readiness.


    But the uniform leaders were more blunt in their assessment.


    “It's my personal view in light of integration that every American physically qualified should register for the draft,” Neller said. Milley echoed those remarks, saying “all eligible men and women” should be required to register.


    The comments drew support from some Democratic lawmakers — “I agree with you,” said Sen. Claire McCaskill, D-Mo. — but concerned looks from Republicans on the Senate Armed Services Committee, who spent most of the hearing criticizing how abruptly the decision to drop gender restrictions was made.


    Several pressed military leaders over whether job standards would be lowered to allow women into combat roles, a charge officials repeatedly refuted.


    Milley and Neller said no quotas for positions have been set. Mabus said that watering down physical standards is “unacceptable under the law, and unacceptable to me and every other senior leader in the Pentagon, because it would endanger not only the safety of Marines, but also the safety of our nation.”

    But committee chairman Sen. John McCain, R-Ariz., said military officials still have not provided enough study or implementation plans to justify the rapid changes laid out by military leaders.


    “I am concerned that the department has gone about things backward,” he said. “This consequential decision was made and mandated before the military services could study its implications, and before any implementation plans were devised to address the serious challenges raised in studies.”


    Sen. Joni Ernst, R-Iowa — the only female veteran on the Senate committee — said she fully supported the changes “as long as standards are not lowered” to boost the number of women in combat jobs or force them to meet quotas.


    “We need to ensure we don’t set up men or women for failure,” she said. “It’s clear we need to ensure that we’re taking into account the impact this could have on women’s health.


    Marine Corps officials had requested to leave some of their infantry and combat jobs closed to women, citing a service study showing concerns about unit effectiveness. Carter denied those requests.


    For many advocates, the controversy over women in combat jobs is an outdated debate.

    Army leaders noted at Tuesday’s hearing that more than 9,000 women have already earned the Combat Action Badge for actions in the wars in Iraq and Afghanistan.

    More than 1,000 women have been killed or wounded in that fighting.

    Yes. It's only fair that the draft be applied equally to men and women. 59.46% (333 votes)

    No. Selective Service should be required only for men as it has traditionally been. 12.32% (69 votes)

    IN THE HOUSE OF REPRESENTATIVES

    Mr. Rangel introduced the following bill; which was referred to the Committee on Armed Services


    A BILL
    To amend the Military Selective Service Act to require the reinstatement of the draft whenever an authorization on the use of military force or declaration of war is in effect and to provide for the registration of women with the Selective Service System, and for other purposes.

    Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

    SECTION 1. REINSTATEMENT OF MILITARY DRAFT AS PART OF AN AUTHORIZATION ON THE USE OF MILITARY FORCE OR DECLARATION OF WAR.
    Subsection (c) of section 17 of the Military Selective Service Act (50 U.S.C. App. 467) is amended to read as follows:

    “(c) Reinstatement Of Draft.—
    “(1) REINSTATEMENT REQUIRED.—As soon as practicable upon the enactment of a law containing an authorization on the use of military force or a declaration of war, the President shall resume the induction of persons subject to registration under section 3(a) for training and service in the Armed Forces so that service and sacrifice in the Armed Forces during the period of such authorization or declaration is shared broadly among the American people.

    “(2) TERMINATION AUTHORITY.—The President may terminate the induction of persons under paragraph (1) upon the expiration of the authorization on the use of military force or declaration of war that was the basis for the resumption of induction.”.

    SEC. 2.
    APPLICATION OF MILITARY SELECTIVE SERVICE REGISTRATION AND INDUCTION REQUIREMENTS TO FEMALE CITIZENS AND RESIDENTS OF THE UNITED STATES.

    Section 3(a) of the Military Selective Service Act (50 U.S.C. App. 453(a)) is amended—

    (1) in the first sentence—
    (A) by striking “male” both places it appears; and
    (B) by inserting “or herself” after “himself”; and
    (2) in the second sentence, by striking “he continues” and inserting “the alien continues”.

    SEC. 3.
    EFFECTIVE DATE.
    The amendments made by this Act shall take effect 30 days after the date of the enactment of this Act and apply with respect to any law containing an authorization on the use of military force or a declaration of war enacted after January 1, 2015.

    The Navy SEAL who fired the shot that killed Osama Bin Laden said that he could get behind women in the front lines of combat — provided, of course, the standards weren’t lowered for reasons of political correctness.

    In the interview with Fox Business Network earlier this week, former Navy SEAL Rob O’Neill told skeptical host Stuart Varney that there would be one additional benefit to women serving on the front lines — making Islamic extremists very scared.

    “I know these Islamic fighters, they don’t fear death, but they do fear hell, and if they are killed by women, they go to hell as far as they know,” O’Neill said. “So, I like to say, lock and load, ladies.”

    Varney seemed to disagree with O’Neill, telling him that, “I think men have a sort of hunter-gatherer mentality. They go out and break things and kill people.”

    However, the Navy SEAL said that women had served admirably in battle with them, while not doing the same things that special forces troops do.

    “I’ve operated with women,” he told Varney. “We use them a lot for some of the searching of women and children, cultural sensitivity type stuff.

    “If they don’t lower the standards and (the women) pass them, I think they should get a shot,” O’Neill added, saying that a lot of his fellow Navy SEALs and veterans had concerns about political correctness forcing the government to lower the standards for political reasons.

    “The tendency will be to lower the standards to try to get the politically correct thing going,” O’Neill said.

    Given that this is the Obama administration, it’s pretty clear this is being done for reasons of political expediency at the expense of military preparedness.

    However, O’Neill’s remarks provide a valuable insight on how women might be fully integrated into the armed forces — if, of course, we had a president who cared about the military.
