    Does it seem that the "War on Drugs" has been going on for an awfully long time?

    If so, why aren't we "winning" it or at least making noticeable progress despite billions invested, tens of thousands employed and hundreds of thousands of Americans jailed?

    In Part One of a three part series, historian Douglas Valentine reveals the roots of America's drug war which started not in the 80s or even the 60s, but can be traced back at least as far as the 1920s.

    Past is prologue
    One of the most important untold stories of the Vietnam War was the Phoenix Program.

    The few that have heard of it think that is was an assassination program whereby the US killed civilian Vietcong leaders "extra-judicially."

    But in fact, it was much more than that.

    It involved widespread surveillance of the population without warrant, arrest and imprisonment without charges, and torture. Sound familiar?


    I thought we'd follow the series on
    the US role in the Mexican Drug War
    with some of Douglas Valentine's
    scholarship on the Phoenix Program.
