This is a scene from the Mike Judge film, Idiocracy. In this scene the main character, Joe Bauers (Luke Wilson) is trying to explain to the idiots of the future that the reason for the crops dying is because they need water. The President of the USA, "Dwayne Elizondo Mountain Dew Herbert Camacho" is played by Terry Crews.

In this film the people of the future are all part of a horrific yet comical dysgenic nightmare. Instead of human beings evolving, they have devolved into a society of commercialism, popularity and insane notions of social justice and punishment. Everyone except the main character are void of any real intellectual ability. It's up to him to save the planet from destruction beginning with showing them how to grow crops correctly (with water and not with a drink called 'Brawndo')
