    In two years, the Pan has set up chapters in Illinois, Pennsylvania, New York, Texas, Colorado, Arizona, Georgia, Delaware, Oregon, Minnesota, Wisconsin, and in Washington, D.C.
    Does this make them, de facto, an American party? If so, they cannot begin controlling 501c3 organizations. In my inquiry to Americans United for Separation of Church and State I asked them if prohibition of partisan activities extended to include foreign parties. They answered "No." But perhaps PAN is now an American political party.
