    Senator Flake expresses concern over deficit and tax reform

    ”Arizona Sen. Jeff Flake and Oklahoma Sen. James Lankford are among the four — enough to stop a bill that can only spare two Republican defections — who have concerns about a tax reform bill that was estimated to hike the deficit by $1.5 trillion over 10 years. The other two senators have not publicly confirmed their concerns.”

    Sen. Flake continued: “I’ve been concerned for a long time on our debt and deficit — that’s what animates me,” “There are a couple other people who are concerned as well. We can do tax reform in ways that will grow the economy but we can’t just ignore the debt and deficit.”

    If Senator Jeff Flake were sincerely concerned that the House Bill may raise the deficit by $1.5 Trillion over a ten year period, he would offer an amendment to the tax reform bill dealing with the alleged concern. In fact, he could offer an amendment that would require Congress to immediately extinguish year-end deficits, should they occur, as is found in the Fair Share Balanced Budget Amendment.


    "SECTION 2. Congress ought not raise money by borrowing, but when the money arising from imposts duties and excise taxes are insufficient to meet the public exigencies, and Congress has raised money by borrowing during the course of a fiscal year, Congress shall then lay a direct tax at the beginning of the next fiscal year for an amount sufficient to extinguish the preceding fiscal year's deficit, and apply the revenue so raised to extinguishing said deficit."


    NOTE: Congress is to raise its primary revenue from imposts and duties, [taxes at our water’s edge], and may also lay miscellaneous internal excise taxes on specifically chosen articles of consumption. But if Congress borrows and spends more than is brought in from imposts, duties and miscellaneous excise taxes during the course of a fiscal year, then, and only then, is the apportioned tax to be laid.


    "SECTION 3. When Congress is required to lay a direct tax in accordance with Section 1 of this Article, the Secretary of the United States Treasury shall, in a timely manner, calculate each State's apportioned share of the total sum being raised by dividing its total population size by the total population of the united states and multiplying that figure by the total being raised by Congress, and then provide the various State Congressional Delegations with a Bill notifying their State’s Executive and Legislature of its share of the total tax being collected and a final date by which said tax shall be paid into the United States Treasury."


    NOTE: our founder’s fair share formula to extinguish an annual deficit would be:

    States’ population

    ---------------------------- X SUM TO BE RAISED = STATE’S FAIR SHARE

    Total U.S. Population


    The above formula, as intended by our founding fathers, is to insure that those states who contribute the lion’s share of the tax are guaranteed a representation in Congress proportionately equal to their contribution, i.e., representation with proportional financial obligation!



    Note also that each State’s number or Representatives, under our Constitution is determined by the rule of apportionment:

    ------------------- X House size (435) = State`s No. of Representatives
    U.S. Pop.



    "SECTION 4. Each State shall be free to assume and pay its quota of the direct tax into the United States Treasury by a final date set by Congress, but if any State shall refuse or neglect to pay its quota, then Congress shall send forth its officers to assess and levy such State's proportion against the real property within the State with interest thereon at the rate of ((?)) per cent per annum, and against the individual owners of the taxable property. Provision shall be made for a 15% discount for those States paying their share by ((?))of the fiscal year in which the tax is laid, and a 10% discount for States paying by the final date set by Congress, such discount being to defray the States' cost of collection."


    NOTE: This section respects the Tenth Amendment and allows each state to raise its share in its own chosen way in a time period set by Congress, but also allows the federal government to enter a state and collect the tax if a state is delinquent in meeting its obligation.


    "SECTION 5. This Amendment to the Constitution, when ratified by the required number of States, shall take effect no later than (?) years after the required number of States have ratified it.


    The bottom line is, Jeff Flake’s alleged concern can easily be addressed with a proposed amendment similar to the above wording which would deal with possible deficits on a yearly basis. And the proposed amendment would make each State’s Congressional Delegation immediately accountable should deficits occur by requiring them to bring home a bill to their own State’s Legislature and Governor who would be stuck with paying the Bill and depleting their own state treasury, or raising additional taxes within the state which then would have to be transferred into the United States Treasury. This method of dealing with deficits would certainly create a very real moment of accountability for every State’s Congressional Delegation, and would encourage each State’s Legislature and Governor to keep a jealous eye on their own State Delegations’ spending habits to avoid the apportioned direct tax.

    illegals cost us $135billion a year while contributing only 19b in taxes. The federal gov't will be putting more costs on states, cities rather than REMOVING ALL ILLEGALS. If trump cuts them out of the country as promised, we gain $115b a year and trump would not have to cut programs, protective agencies' budgets, raise taxes on lower income brackets etc. We would have tons of jobs for American citizens and stop the wage suppression as living costs rise all the time.

    Add up the hidden costs that are not reported...jail, prison, Judges, detention, Border Patrol, EMT's, ER care, lawsuits, the costs to the victims of their crimes, anchor babies, rape, theft, graffiti, gangs, drugs, child abuse, bring down property taxes, destroy neighborhoods, the fires they have started in our National Parks and communities, protesting, the TRASH on our borders, the resources they use in water, sewer, trash, electricity, free school lunch, free school, Medicaid, high cost of our Health Insurance, high cost of our Car Insurance, DUI's, lost jobs, lower wages, 40 BILLION sent out of our country and not spent in our economy! Dumbing down of our students, overcrowded classrooms. The list is long!

    Republican Sen. Jeff Flake (Ariz.) was caught on a hot mic Saturday warning that the Republican Party will be "toast" if it becomes the party of President Trump and Roy Moore.

    At a tax-reform event in Arizona on Saturday, Flake was caught on a live microphone by ABC affiliate KNXV bashing the president in a conversation with Mesa Mayor John Giles, a friend of Flake's.


    "If we become the party of Roy Moore and Donald Trump, we are toast," Flake is overheard saying.


    Moore, a GOP candidate for the Senate in Alabama, has vowed to stay in the race despite mounting allegations of sexual misconduct involving teenage girls.



    Giles, a moderate Republican who has been mayor of Mesa since 2014, is also heard on the recording making comments appearing to encourage Flake to mount a primary challenge against Trump in 2020.

    "I am not throwing smoke at you, but you are the guy — just for fun, think about how much fun it would be — just to be the foil, you know, and point out what an idiot this guy is," Giles says, apparently referring to Trump. "Anyway, I hope you do it."


    Flake has been a staunch critic of Trump, and announced in October that he would not seek reelection to his Senate seat in 2018.


    In a speech on the Senate floor, he accused his party of abandoning its core principles.


    "It is clear at this moment that a traditional conservative who believes in limited government and free markets, who is devoted to free trade, and who is pro-immigration, has a narrower and narrower path to nomination in the Republican party — the party that for so long has defined itself by belief in those things," Flake said during his speech.


    "It is also clear to me for the moment we have given in or given up on those core principles in favor of the more viscerally satisfying anger and resentment," he added.

    What is troubling is, in recent times and to the best of my knowledge, not one of our tv/radio personalities have ever discussed the merits, brilliance and wisdom of our Founder's original tax plan.


    Have you ever heard Rush Limbaugh, Glenn Beck, Laura Ingraham, Schnitt, Mark Levin, Dennis Prager, Bill O'rielly, Mike Gallagher, Doc Thompson, Lee Rodgers, Neal Boortz, Mike Huckabee, Tammy Bruce, Monica Crowley, Herman Cain. Eric Bolling, Kimberly Guilfoyle, Greg Gutfeld, Dana Perino, Juan Williams, Megyn Kelly, Neil Cavuto, John Stossel, Lou Dobbs, Charles Krauthammer, Tucker Carlson, Lisa Kennedy, or any media personality discuss our Constitution’s original tax plan or the Fair Share Balanced Budget Amendment?


    Unfortunately, at least not one in ten thousand people in America understand how our Constitution's original tax plan was intended to work. I wonder what the American People would think of the plan if it was explained to them and they understood how it was intended to work, especially the rule of apportioning direct taxes, and extinguishing annual deficits using the apportioned tax.

    Many of our Congress critters promote a fraudulent balanced budget amendment which, if adopted, would make it constitutional to not balance the annual budget. But not one has expressed a support for extinguishing annual deficits using the no-nonsense apportioned tax, which would require each state’s Congressional Delegation to return home with a bill for its State to pay an apportioned share of an annual deficit based upon its big mouth in Congress when spending federal revenue.

    Dirty energy producers are the highest profiteers yet pay no taxes due to endless write offs AND receive subsidies for everything they do. We are paying for their expansion, further destruction of our lands, air and water qualities. We are paying the billions for pipeline construction to export dirty gas, lng, oil for their & rich shareholders' profits. Our homes are taken, our waters are tainted because they run roughshod, are reckless and never stop damaging or fess up till they have to. They need regulations and we need to move on to cleaner energy forms.

    I am not thrilled of the deal talk that china will put billions of dollars into ripping up west virginia so they can have shipped to them for the next 20 yrs all the gas, lng products that can be taken from that state. trump is proud of that negotiation. gw stated n 2004, "not all states have to be pristine". Let us remember cheyney's haliburton was subsidized to develop fracking and has control/profits over all fracking products. Please let's not get into "jobs" that will come, there would be just as many if not more with clean energy methods and less asthma, cancers and other asst'd health problems w/o toxic fracking.

    Wells produce their most gas early than down to a dribble, so for 20 yrs they are going to be expanding territory to start new wells - each well requires a million gallons of water drawn from our resources along with 80,000 lbs of toxic cancer causing chemicals. The water comes back up - and the toxic brew waste water goes where? Injecting it into the earth to dispose of it is causing earthquakes. Their football field size plastic sheet lined ponds to evaporate into our air leak all the time into our ground, runoff into our waters and how safe is it to have those chemicals evaporating into the air? And more and more of our forests, natural wilderness areas, habitat for creatures are being destroyed or polluted with toxins.

    How can a solar industry survive when obama gives the contracts to make panels to china? We had trained competent workers here in the usa? obama was too busy giving monies to the wrong people to suit his agenda.

    Why should lower income people pay more taxes as proposed in this latest tax plan - outrageous!
    Years of stagnant wages, universities filled with foreign students, IT jobs given to visa holders. How are Americans supposed to fair especially the lower income bracket that has limited job opportunities due to illegals/visa holders/reugees getting the jobs? The cost of living keeps going up too. Keeping illegals here save for the "known" criminals is the agenda while too many of our citizens are homeless. Clinton would have been a disaster but trump needs to do better.
