    A newly rediscovered 2006 audio clip has shed more light on Rahm Emanuel and Barack Obamas plan for compulsory community service and a national civilian security force. In an interview with Ben Smith of the New York Daily News, Emanuel outlined the agenda for military-style training, essentially a domestic draft, aimed at preparing Americans for a chemical or biological terrorist attack.

    Asked by Smith about the universal service plan and whether people would have to live in military barracks, Emanuel laughed before responding, Were going to have universal civil defense training, somewhere between the ages of 18 to 25 you will do three months of training.but there can be nothing wrong with all Americans having a joint similar experience of what we call civil defense training or civil service in service of the country, in preparation, which will give people a sense of what it means to be an American.

    n response to the point that the program was significantly expanded in comparison to what the U.S. government already has in place, Emanuel responded, Guess what - we have a lot more challenges so we are going to need a lot to do it.

    What challenges is Emanuel referring to? The same crisis foretold by Joe Biden, Colin Powell and others that we are guaranteed will unfold shortly after Obama takes office?

    It will be a common experience and we will be prepared, God forbid, God forbid that there is a chemical hit, another terrorist act or natural disaster becoming more frequent - therell be a body of citizens who are ready and capable and trained - thats all you have to think about, said Emanuel before smugly declaring, Were all here for you OK? Its a circle of love.

    Asked if the training would be military style, with people wearing uniforms, Emanuel stated, If youre worried about are you going to have to do 50 jumping jacks the answer is yes, adding that the service could be done through state national guard.

    A jumping jack is a military term for an exercise otherwise known as a star jump. What on earth does Emanuel mean when he says Americans are going to be forced to perform military-style physical exercises and what does this have to do with civil defense or preparing for a terrorist attack? It sounds more like the state-mandated physical workouts described in Orwells 1984.

    The video then features a clip from C-Span from August 2006 in which Emanuel is asked whether the program will be compulsory, to which he responds, In a sense its required of everybody, 18 to 25, three months, and at some point at that point you do it.

    The use of the word required is noteworthy, because this exact terminology was removed from Obamas change.gov website when controversy over the program arose last week.

    The militarized nature of the program and its supposed intention sounds more like a draft-lite than the community service angle now being pitched on Obamas website. It also bears similarities to the nationwide FEMA-run program training pastors and preachers to act as pacifiers in the event of martial law being declared after a terror attack or a natural disaster.

    Will the liberal left pay as much attention to Emanuels stated agenda to implement a proxy domestic draft as they did to rumors of Bush bringing back conscription, or will the true scope of Obamas national civilian security force continue to fly under the radar?

    this is frightening! These people Rahm and Barack ought to be arrested, this plan is Fascism and utterly unconstitutional - check it out

    Part of the plan of AIPAC and the "neo-cons" to turn the United States into a complete satellite and clone of Israel and its policies - except that we are not to be allowed a wall along the Mexican border like the one Israel continues to build to keep out the Palestinians.

    Wny can't they just keep the National guard home instead of deploying them overseas? That is what the national guards duty is to gurad the nation.

    This used to be the job of the "State run militia". Every able bodied male between the age of 18 and 45 years was to participate.

    agrneydgrl is exactly right: national security at home IS the function of the National Guard, and we need to begin reminding our elected representatives of this! Evidently Bush not only deployed the states' national guard personnel to Iraq, but included their equipment, too, so that vehicles, helicopters, etc. paid for by individual states for their national guard units are now in Iraq - or what's left of them.

    Last winter, when Colorado had a snow emergency, they had to ask neighboring states to send their nat'l. guard helicopters to help airlift hay to livestock trapped in eastern Colorado because Colorado's nat'l. guard was down to 1 helicopter -- all the others had been sent overseas.

    You can thank our last Democrat U.S. President for that. While in office, Mr. Bill made drastic cuts to our active duty forces. The sad truth is, we don't currently have the active duty forces to cover our commitments.

    you can thank our last Democrat U.S. President for that. While in office, Mr. Bill made drastic cuts to our active duty forces. The sad truth is, we don't currently have the active duty forces to cover our commitments. Crying or Very sad
    Actually you can thank both parties and the mothers of America who decided it was best to do away with the draft following the Vietnam War. Without the draft, we had to go the Total Force concept which meant a huge increase in the use of National Guard and Reserve units. And it seemed to work for awhile, especially after the fall of the Soviet Union. However, Clinton's administration clearly exposed the flaws in the program. With troops spread all over the world, from Somalia to Bosnia, forces were already strained, and our ability to fight multiple engagements and project force worldwide was shown to be limited.The cost of the All Volunteer force also became more apparent. Let's face it, if you want volunteers you have to offer a heck of a lot more than what the average draftee got in 1972. Now fast forward to the Iraqi War. What is appalling is the number of tours our troops have been required to serve in Iraq, even those with physical and psychological wounds. Why? Because there just are not enough troops available. At least during Vietnam, most troops had to pull only 1 one year tour.

    I have no problem if Obama and company want to restore the draft, if it is strictly for military duty. I have a lot of problems with mandatory community service under any circumstances, but especially if it is to be military style training. Who is going to develop the curriculum---Bill Ayers?

    IF there was a mandatory community service enacted, would it be possible to keep records of individuals and use them for a pool best suited for a military draft?
