    BELCOURT, N.D. (AP) - An operation targeting fugitives on the Turtle Mountain Indian Reservation in northern North Dakota resulted in 18 arrests.

    The U.S. Marshal's Service and the Bureau of Indian Affairs conducted Operation Northern Lights Tuesday with help from other federal, state and local agencies.

    A similar sweep on the Spirit Lake Indian Reservation in December resulted in 22 arrests. Turtle Mountain Tribal Chairman Richard McCloud took note of the success and suggested an operation be done on his reservation.


    Tribal lands often are viewed as a safe haven by people wanted on state or local warrants. State authorities can arrest only non-enrolled members on a reservation, and not all tribal governments have extradition laws in place to transfer an enrolled member to a state or local jurisdiction that holds an active warrant.

    22 Arrested in Warrant Sweep of Spirit Lake Indian Reservation

    Twenty-two people were arrested after a large-scale warrant operation Wednesday on the Spirit Lake Indian Reservation.

    Operation: No Sanctuary targeted people within the reservation and in the Devils Lake area who were wanted on federal, state, local and tribal warrants including felony drug offenses and other serious crimes.


    The operation lasted 10 hours and resulted in 22 arrests.


    Operation: No Sanctuary was organized after the Spirit Lake Tribal Council passed a resolution in August declaring a state of emergency due to widespread use, abuse, sale and transport of illegal drugs. The council asked law enforcement at all levels to improve public safety on the reservation.


    Simultaneously, the U.S. Marshals Service and the Spirit Lake Tribe's sex offender registry officer conducted compliance checks on 20 registered sex offenders residing on the reservation. Seven people were identified as potentially non-compliant with federal, state or tribal registration laws. The investigation will continue to determine if charges will be filed.


    Notable arrests include:

    Nathan Jones, 43, from St. Michael, was arrested for a federal warrant charging him with supervised release violations following an original charge of child neglect. He was transported to Lake Regional Law Enforcement Center to await an initial appearance in federal court.
    Clinton Posey, 24, was located at a rural Wood Lake residence on the reservation. Posey attempted to flee but was quickly caught by officers. Posey was wanted based on a Ramsey County warrant charging him with escape. A rifle and a shotgun were seized at the residence. Posey is in tribal custody charged with resisting arrest. He will face extradition to Ramsey County following tribal court proceedings.
    Curtis Jones, 39, from St. Michael was arrested based on a Ramsey County warrant charging him with escape. He was transported to Lake Region Law Enforcement Center after a tribal court extradition hearing.
    Dana Yankton, 21, was arrested in Fort Totten based on a tribal warrant and two Ramsey County warrants charging him with burglary and escape. He is currently in tribal custody and will face extradition to Ramsey County.
