The UN Plan For Running The World: Global Carbon Taxes, Global Safety Nets And A One

The UN Plan For Running The World: Global Carbon Taxes, Global Safety Nets And A One World Green Economy

Did you know that the UN has a plan for running the world and it is right out in the open?

It is called "sustainable development", but it is far more comprehensive than it sounds.

The truth is that the UN plan for running the world would dramatically alter nearly all forms of human activity. A 204 page report on "sustainable development" entitled "Working Towards a Balanced and Inclusive Green Economy, A United Nations System-Wide Perspective" has been published in advance of the upcoming Rio + 20 United Nations Conference on Sustainable Development in Rio de Janeiro.

You can read the full report right here.

It envisions a vast system of global carbon taxes, massive global safety nets and the implementation of a one world green economy. Many of those that are pushing "sustainable development" on a global level believe that they are doing it for the good of the planet. In fact, the 204 page report mentioned above even says that the transition "to a green economy requires a fundamental shift in the way we think and act" but that it will be worth it in the end. What people need to understand is that throughout modern history tyranny has almost always been initially introduced by people that believed that they had "good intentions". No matter how much friendly language the UN uses in their reports, the truth is that what they are promoting is an insidious agenda of absolute tyranny on a global scale.
The upcoming Rio + 20 United Nations Conference on Sustainable Development in Rio de Janeiro comes 20 years after the original 1992 UN Earth Summit that adopted "Agenda 21". This new summit will be about renewing that commitment to "sustainable development" and moving that agenda forward.
A lot of people out there will not be alarmed by any of this because they know that the UN does not have the power to impose any of their goals on them right now. But that is not the game that the UN is playing.

The UN is not playing a short-term political game. The UN is ready to play their game for decades if necessary. They will just keep coming back with conference after conference and treaty after treaty until they get what they want.

At the moment, the United Nations is operating as something of a "soft global government". The UN does not have the power to coerce nations to do their bidding yet, so they rely mostly on cooperation. The UN will "take what they can get" right now, and they know that someday they will eventually have the power to turn their recommendations into mandates.

One of the things that the UN would love to implement is a global carbon tax scheme. The power to tax is the power to control, and if the UN is ever given the power to tax the entire globe they will at that point become much more than a "soft global government".

Right now, the UN is proposing a global carbon tax scheme that would come to as much as 0.6 percent of GDP for participating nations. The following comes directly from the report....
If, for example, industrialized countries were to use carbon taxes or auctioned emissions permits to reach the GHG emission targets they pledged in the Cancun Agreements, they could raise as much as 0.6 per cent of their GDP or about US $250 billion in revenues per year by 2020 (OECD 2012). In addition, other forms of carbon finance, PES, green stimulus funds, micro-finance, social responsibility investment funds, green bonds and other local financial innovations have emerged in recent years and can open up the space for large-scale green financing. To further scale up the financing for a green economy, public-private innovative financing mechanisms are needed to tap institutional investors’ capital.
The report also envisions the transfer of trillions of dollars a year from wealthy countries to poorer countries. The UN feels that this is necessary for a couple of reasons.

First of all, the UN says that developing nations do not have the resources to pay for the "green infrastructure" that is needed to participate in the new green economy and therefore wealthier nations should pay for it.

Secondly, the UN believes that massive global wealth distribution is needed in order to bring about global "equity".

Does that sound like radical socialism to you?

    It should.

The UN report also speaks of a "social protection floor". So now instead of just supporting tens of millions of Americans that are relying on "the safety net", U.S. taxpayers will also be expected to contribute to a global safety net that hundreds of millions of people could end up relying on.

The UN also envisions a one world "green economy" where "freer trade" is accompanied by environmental responsibility. The following comes from the UN report mentioned above....
Freer trade should be tied to important human values, welfare goals and inclusive growth, assisting those developing countries that are marginalized in the global trading system. Trade policy also needs to be accompanied by policies in both the social and environmental spheres.
In this one world "green economy", prices for things like food and energy will go up dramatically for Americans. The UN is pushing a concept known as "full-cost pricing". What that means is that the "full social and environmental costs" of producing goods and services must be passed on to you so that you will be "motivated" to change your behavior. The following is another excerpt from the UN report....
Full-cost pricing, which includes full social and environmental costs, is an essential tool for changing investments as well as consumption and production patterns and for motivating innovations.
For example, the UN really does not like that Americans drive their cars so much. They believe that it is very bad for the environment. So according to the UN it is going to be necessary to raise the price of gasoline dramatically.

The UN report also envisions massive changes to the global financial system. This new UN report on "sustainable development" is just the latest in a long string of UN reports that sees an emerging role for "Special Drawing Rights" to play in the international financial system....
Efforts need to be made to explore the potential for an innovative use of Special Drawing Rights, other international reserve assets and pools of concentrated assets to serve the aim of financing green economy investments with attractive social as well as private returns and increasing the provision of global public goods.
The United Nations also wants to change the way that you eat. This new UN report says that we all need to transition to "sustainable diets". For one thing, that would mean a lot less meat for you and your family.

The United Nations also wants to reform public education. The new UN report says that "climate change education is a particularly important part of quality education".

Do you want "climate change education" to be pounded into the heads of your kids when they go to school?

If not, you better start paying attention to what the UN is trying to do.

Also, the new UN report speaks of the need for "universal access to reproductive health care and family planning". In other words, the United Nations wants to make sure that there is an abortion clinic in every corner of the globe.

As I have written about so many times before, the elitists that are pushing "sustainable development" on a global scale love death. They believe that humans are the primary cause of global warming, and they also believe that if there were a lot less humans running around that there would be a lot less climate change.

Sadly, there are a whole lot of people out there these days that are advocating very strict population control measures for the entire globe. They believe that they are trying to "save the planet", but the truth is that what they are really doing is promoting global tyranny.

Unfortunately, there are now millions upon millions of "true believers" in this "sustainable development" agenda and it is being taught in almost every major college and university in the developed world.

The United Nations is going to keep coming back again and again with this agenda. They will advance it an inch at a time if they have to. The elitists that are promoting this will not get tired and they will not give up.

In fact, UN officials have even been drafting an environmental constitution for the world that is intended to eventually supersede all existing national laws.

This document contains a "preamble" like the U.S. Constitution does, it is organized into "articles" like the U.S. Constitution is, and it even sets forth procedures for "amending" the document just like the U.S. Constitution does.

The working title of this document is "Draft International Covenant on Environment and Development" and you can read the entire thing right here.

Most people out there have absolutely no idea how serious the United Nations is about all of this. The United Nations truly believes that it should be running the world and ushering humanity into a new era of peace, equality and "green prosperity".

The environment is going to be used as an excuse over and over to further strengthen global institutions such as the United Nations.

If the American people are not really careful, one day our children will wake up in a world where soldiers in blue helmets are standing on our street corners.

It is not here yet, but it is coming.

You better stand up and be heard while you still can.

The U.N. IS Who We Thought They Were.

    Two quotes to begin.

Former Minnesota Viking coach Dennis Green speaking of the Green Bay Packers famously said- "They are who we thought they were."

and from Gomer Pyle USMC to about anyone- "Surprise, surprise, surprise."

The U.N. is now openly pushing World Socialism, i.e. Globalism, via The Green Movement...and they announced this on Earth Day, Vladmir Lenin's Birthday...coincidence? You know, they "accidentally" announced their promotion of World Socialism, using "Sustainable Development/Green Economy", and they did it "accidentally" on Earth Day"...right.

To that let me say "The U.N. IS who we thought they were."

And to the naive Liberal who didn't want to admit it I mockingly say "Surprise, surprise, surprise."

Some of The U.N./Earth Day/World Socialism "Bullet Points"-

According to U.N. Secretary General Ban Ki-moon, proposals on how the “challenges can and must be addressed,” include:

--'More than $2.1 trillion a year in wealth transfers from rich countries to poorer ones, in the name of fostering “green infrastructure ... climate adaptation ... other green economy” measures.'

--'New carbon taxes for industrialized countries [amounting to] about $250 billion a year, or 0.6 percent of [US] GDP by 2020. Other environmental taxes are mentioned, but not specified.'

--'Further unspecified price hikes ... derived from agriculture, fisheries, forestry, or other kinds of land and water use [industries], all of which would be radically reorganized--[to] “contribute to a more level playing field between established, 'brown' technologies and newer, greener ones."'

-- 'Major global social spending programs, including a "social protection floor" and "social safety nets" for the world's most vulnerable social groups for reasons of “equity.”'

--'Even more social benefits for those displaced by [this] green economy revolution—such as those put out of work in undesirable fossil fuel industries. The benefits, called “investments,” would include “access to nutritious food, health services, education, training and retraining, and unemployment benefits."'

--'A guarantee that if those sweeping benefits weren’t enough, more would be granted ... “Any adverse effects of changes in prices of goods and services, vital to the welfare of vulnerable groups, must be compensated for and new livelihood opportunities provided."'

“Transforming the global economy will require action locally (e.g., through land use planning), at the national level (e.g., through energy-use regulations) and at the international level (e.g., through technology diffusion),” the document says.
    -------------------------------------------------------------------------------------------------------------------------------

I didn't high-light, color, bolden or under-line anything. That is exactly how it is worded via the above links and from The U.N. .

I KNOW what I think would happen IF we/America allow this Marxist, Globalist, Green/Earth Day, Enviro-Wacko TYRANNY to be come law here...

...BUT I want to hear from YOU.

What do YOU think about this?

    Does this surprise YOU?

What do YOU think is going to happen next?

First Ever Blueprints for World Government Revealed

    Andrew Puhanic, Contributor

The Campaign for World Government (A Globalist backed institution) created a manifesto in 1942 for how a World Government is to be formed.

Written by Rosika Schwimmer (born on September 11, 1877, a self-labeled socialist) and Lola Maverick Lloyd (self-proclaimed pioneer of the movement for world government), with the aid of the Globalists, tried to establish World Government in response to the failures of the League of Nations.

In 1937, both Rosika Schwimmer and Lola Maverick Lloyd formed the Campaign for World Government in order to achieve a society that is fee of borders, centralized and controlled by the most powerful and elite "experts".

There is no doubt that the Globalists are actively seeking to introduce World Government and we now have evidence of what could be described as the first written record of how the Globalists are planning to introduce World Government.

Blueprints for World Government - Immediate Action

The main lines of this blueprint for governmental or unofficial action to organize the world were drawn in 1924. We revised our work and published the present pamphlet in 1937. This is the fourth edition. Believing government initiation of world union to be at present not only hopeless but even undesirable, we wish to emphasize the part of our plan designed for unofficial action. Immediate action along unofficial lines is imperative.

We have seen our globe in no time turned into one armed camp. We can transform it as quickly into a fit home for the human family. Self-made governments in exile have for military purposes been grouped with the greater powers into the “United Nations”. As the first step in peaceful achievement of world union, we urge the immediate creation of the self-made Provisional World Government to take all the unofficial action recommended in our original plan. Its world-wide announcement must include an appeal to all people to lay down their arms and prepare to participate in creating the new world order.

The only chance of creating the long-overdue federalized world government, all inclusive, non-military and democratic in its structure, is to stop this war before either belligerent is exhausted. Men and women of supreme integrity and imaginative daring must rise and lead mankind into their new safe road. Good plans have long been ready.

Internationally controlled demarcation lines must be established between the hostile forces, immobilizing them. They can cooperate in local reconstruction work until world organization has reached the stage where its own federal commissions can supervise their systematic demobilization and immediate absorption into planned creative work on a global scale.

The Provisional World Government in continuous session with full publicity shall draw up the World Constitution. Simultaneously it shall be prepared to assume the impartial administration of scientifically planned emergency relief of starving populations. It shall also receive complaints, accusations and claims against individuals, groups and nations for proper preparations and submission to courts to be established under the World Constitution.

If we fail, the war leaders will carry on to the exhaustion of one or both sides. After exhaustion will follow chaos, revolution, dictatorship and recurring global war until the human family destroys itself.

The prerequisite of Provisional World Government is headquarters and a fund of millions to begin unofficially on world organization, the only hopeful basis for immediate cessation of hostilities and a warless future.

There must exist men and women able to provide the means who sincerely and passionately desire world peace.

The life of mankind is at stake.

Lola Maverick Lloyd and osika Schwimmer
    November 11, 1942

    The Plan

The following outline for international action is addressed to all those who agree that we must stop theorizing about peace and put the best existing theories into practice. It offers an answer to the question, “How can we start practical action to establish world peace now?” It presents the preliminary steps necessary for a representative World Convention to draft the best possible constitution for an all-inclusive, non-military, democratic Federation of Nations.

    Plan for Governmental Action

The President of the United States or in other countries the comparable governmental authority shall invite a small group of experts in voting methods to formulate the best practical method for the democratic election in all countries alike of delegates to a World Constitutional Convention. The Committee of Experts shall meet not later than four weeks after appointment and at the earliest possible moment make their recommendations simultaneously to the governments and the public, using the most effective channels of communication to reach all the people.

Congress or the parliaments at the same time that they adopt the report of the Committee of Experts shall legislate to start the recommended machinery for the organization of the World Constitutional Convention. Not later than three months after the law is passed delegates to the Constitutional Convention shall be nationally elected.

No member or departmental head of the military or naval forces or of the national governments of any nation shall be eligible in any capacity whatsoever for participation in the preparation or the proceedings of the World Constitutional Convention.

As soon as at least six nations have elected and officially appointed their delegates to the World Constitutional Convention, the delegates shall assemble and open their sessions without delay; the delegates from the other countries to join them as soon as elected.

The convention shall meet in the country which first invites it.

    If Governments Do Not Act

If neither the President of the United States nor any other government acts, organizations or individuals shall raise the necessary funds and invite a small group of experts in voting methods to formulate the best practical method for the democratic election in all countries alike of delegates to a World Constitutional Convention. The unofficial Committee of Experts shall be regulated as to time of meeting and other duties by the rules given above for the official Committee of Experts except that they shall prepare two plans for the World Constitutional Convention, one for governmental action, if at that stage governments are ready to act, and the other to be used if government are not ready to act.

In case world organization must continue unofficially, international-minded individuals shall be chosen as delegates by the method recommended by the unofficial Committee of Experts. The delegates shall meet and function as an unofficial World Constitutional Convention. They shall draft a complete Constitution regulating the federal life of the human family in a superstructure where the states are free to develop independently, their national sovereignty being unlimited except where their interdependence requires federal regulation.

The duty of the Convention is to draw up a detailed plan for the political, economic, and social cooperation of all the nations. It shall also propose a place for the permanent location of the world parliament and an equitable division of its expenses. Within one year it shall simultaneously publish its plan and present it to all the governments of the world.

The World Constitution shall first be urged on all governments for adoption. After one year, if no government has agreed to initiate the recommended steps, unofficial steps must be taken by the people to inaugurate the all-inclusive, non-military, democratic Federation of Nations.

Tentative Plan for the Federation of Nations

In order to clarify and offer our demands in such a shape that they can serve as a basis of discussion for the World Constitutional Convention, we submit the following outline of the Federation of Nations:

The individual development of member states is left to their own decision except where it may conflict with world welfare. The world government must control the international relations between states. This situation will be similar to that between the states and the federal government in the United States of America, or that between the cantons and the federal government of Switzerland.

All the sixty-four states of the world are to be admitted immediately and unconditionally. There shall be but one class of membership.

The Federation of Nations must be a democratic league controlled by direct representation of the peoples and not by governments and bureaucracies.

To achieve the direct representation of the peoples to the Federation of Nations all states shall adopt for the election of their delegates the voting system recommended by the Committee of Experts on voting methods.

The organs of the Federation of Nations shall be a World Parliament, an Executive Board, and a Permanent Secretary.

Each state shall elect ten delegates and ten alternates to the World Parliament for a term of ten years. They shall be subject to recall by their own electorate.

The votes of the delegates in the World Parliament shall be counted individually and not by nations. Delegates from any state may differ among themselves on any issue and will find similar differences in other delegations. Every important group in a nation can be represented among its ten delegates, and will find like-minded groups from other nations in the World Parliament, where divisions will consequently occur along lines of opinion, not lines of geography. No unanimous vote on any question shall be required from a national delegation.

The delegates shall organize the World Parliament and elect a president, a vice-president, an executive board and all the necessary commissions, employing the voting system recommended by the Committee of Experts. Temporary or permanent vacancies shall be filled by the originally elected alternates.

The World Parliament shall be in session the first three months of every year. Sessions may be prolonged or reassembled by vote of the delegates to the World Parliament.

All sessions of the World Parliament must be public, and an official summary of its proceedings must be furnished daily to the press.

The Executive Board and the Permanent Secretary shall carry on the business of the World Parliament and shall reside permanently at its sear. For administrative purposes regional headquarters shall be established on all continents. Regional secretaries shall be chosen by the World Parliament. These continental offices will have direct communication – telegraph, telephone and wireless – and a central broadcasting station will be operated.

The commissions will be entitled to employ experts and any other help necessary to the extent of the appropriations voted them by the World Parliament

While every delegate shall have the right to use his own language in Parliament, for the auxiliary world language we recommend English, as it is already used as auxiliary language by a larger number of people than any other language.

While every nation, race or religion is free to use its traditional reckoning of time, we recommend that the World Parliament count its official time from that year in which world unity shall be attained. The consummation of world unification, the most important date in history, will be the point from which an adult world will reckon time.

Federal Commissions to Be Organized - I. Economic

    A) Commission to plan industrial, agricultural, technical, engineering, scientific and other work extensive enough to absorb the millions liberated by the abandonment of the war system and also to take care of all the unemployed of the world. The abolition of armies, navies, air fleets, armaments and munition factories in all the states of the world will release for this vast reemployment scheme the scrapped war material and enormous sums heretofore provided in open and concealed war budgets.

    B) Commission to plan the regulation of the world’s production of raw materials and the control of its distribution according to the needs of all nations, thus removing the excuse for forcible conquest of territory and for continued existence of empires, colonies, mandates.

    C) Commission to plan the abolition of all tariffs and customs and the establishment of free trade between all nations and to act as Arbitration Board in trade disputes between member states.

    D) Commission on transportation and communication for international control of traffic between states by railways and waterways, by automobile transportation and aviation, and of the postal, telegraph, telephone and radio services.

    E) Commission to plan the regulation of world finance and to evolve a uniform monetary system.

    II. Legal

    F) Commission to prepare the code of international laws and to plan executive machinery for their administration and courts for their adjudication.

    G) Commission on international relations for reorganizing the existing machinery (Diplomacy) of political contact and intercourse between nations.

    H) Commission to plan and set up national arbitration bodies for the settlement of internal disputes which may cause civil war, and to set up a federal body to which national arbitration cases may be appealed.

    I) Commission to plan and carry out the elimination of capital punishment in all states, and to set up institutions in which criminals formerly subject to capital punishment shall be incarcerated for scientific study and treatment.

    III. Population Questions

    J) Commission for solving population problems by planned relief of overpopulated regions and thus removing an excuse of aggressive militarists for wars of conquest.

    1. By transfer of population to undeveloped territories and under-populated regions, migration never to be compulsory but induced by making the under-populated regions and undeveloped territories offer better opportunities.
    2. By legalization of birth-control.

    K) Commission on world citizenship to regulate the rights and duties of citizens of the Federation of Nations. In addition to equal world citizenship each human being shall have the rights and duties of a citizen of the nation where he resides.

    IV. Miscellaneous

    L) Commission on education to plan educational opportunities for all children. Textbooks and other materials for education shall be based on unbiased facts, and history shall be taught from the world point of view, emphasizing the moral, economic, scientific and artistic contributions to mankind’s progress and happiness by all nations, races, classes, creeds and both sexes.

    M) Health commission for scientific and practical research into all hygienic problems and for planning adequate health service.

    N) Commission to prepare international legislation to safeguard historically truthful presentation of news by the press, screen and radio and to protect the honor of nations and individuals through national and international Press-Juries, Courts of Honor and similar forums.

Other commissions shall be organized by the World Parliament as needed.

We cannot overemphasize the importance of choosing at every stage of procedure the right personnel. We must not repeat the mistake of the Hague Conferences and the Disarmament Conference of 1932 where high international aims were frustrated by delegates who lacked the world viewpoint. Only international-minded men and women can be trusted to reorganize human society on a safe basis.

About the euro, and global warming, it turns out the 'thought criminals' were right

The othodox dogma about the EU and about climate change is rapidly collapsing.

Two adjacent items in last Monday’s Daily Telegraph highlighted what has become one of the more prominent features of British life. In one, Cristina Odone described how she was asked to speak in favour of marriage at a conference arranged by the World Congress of Families, at the Law Society. At the last minute, the Society cancelled the debate on the grounds that it was “contrary to our diversity policy” – “espousing as it does an ethos which is opposed to same-sex marriage”. (Though the society happily hosted a meeting recently to promote assisted suicide which, unlike marriage, is still against the law.)

Adjoining this was a fine rant by Boris Johnson against the BBC: “statist, corporatist, anti-business, Europhile and, above all, overwhelmingly biased to the Left”. He called for its next director-general to be a Tory.

The wider point these two pieces illustrated was the success achieved by the upholders of politically correct orthodoxies in taking over the institutions that represent the commanding heights of our society, and using them ruthlessly to ensure that no dissenting voices are heard. Any view contrary to their dogmas becomes what Orwell called, in Nineteen Eighty-Four, a “thoughtcrime”.

We saw this for years in the way that those daring to question the euro, or the onward march of the EU to political integration, were dismissed with contempt – by politicians, the BBC and every variety of the great and the good – as “fruitcakes”, “xenophobes” and “Little Englanders”. We saw it in spades as the promoters of “consensus” on global warming took over the commanding heights of the scientific world – such as the Royal Society, Nature, the universities (on a sea of climate-change related funding). Supported again by politicians and the BBC, they were determined to show the maximum intolerance to those who challenged their orthodoxy, however rationally: these were “deniers”, “flat-earthers”, “anti-science nutters”, who must be “in the pay of Big Oil”.

But in each of these important fields where dissent has been treated as thoughtcrime, the world has moved on - and very much as the heretics were urging for so long. The global warming scare has not continued to unfold as projected by those bent computer models on which it rested. Temperatures have not risen as predicted, the ice caps aren’t melting, nor sea levels rising, nor hurricanes, droughts and heatwaves intensifying as we were assured they would.

Similarly, as we watch the euro undergoing its catastrophe, for precisely the reasons that the dissenters foretold, it is fascinating to see the disarray in which this leaves the cheerleaders for the cause. We recall the days when the BBC obsessively promoted calls for Britain to join the euro; when Evan Davis, in 2002, was telling us how the euro had made Greece financially “stable”; or when Stephanie Flanders, in 2008, derided those who thought the euro would “crash and burn” and proclaimed that its role as a global currency was now “secure”.

It has been instructive to see Robert Peston admitting that the euro’s problem was that it was “a political project in economic clothing”. That was precisely why some of us, back in the 1990s, were trying to point out that it was doomed to fail.

But how all those commanding heights can now be brought back to any intelligent understanding of the world is another matter. Boris Johnson calls for a Tory director-general to knock sense into the BBC. Perhaps he has forgetten that it already has a Tory chairman – that tireless Europhile and global warming zealot, Lord (Chris) Patten.

As a footnote, to illustrate how trivial so much BBC coverage has become, its political correspondent Nick Robinson last week reported David Cameron’s claim to be “winning the debate on the Government deficit”. But I do not recall the BBC telling us that, in March, our public-sector borrowing hit a record £18.2 billion, or £4.5 billion every week. It is not part of the BBC’s “anti-cuts” agenda to tell us that public spending is still hurtling upwards, any more than it tells us about so many other things which do not accord with its deeply skewed world-view.

We do not pay the BBC to have a “line” on pretty well everything it covers, but that is what we get. I fear we can only reciprocate the contempt in which it appears to hold us.

A fatuous metric plea from a 'dead sheep’
Front-runner for fatuous remark of the week was the claim by Lord (Geoffrey) Howe of Aberavon, in the Lords, that “the most glaring omission” from the Queen’s Speech was a pledge that, before the Olympics, Britain will scrap miles, pints and ounces. This, according to the former foreign secretary, would save foreign visitors from the “deeply confusing shambles” of our weights and measures, which “puts us all to shame”.

As a fanatical Europhile, Lord Howe should know that we retain miles and pints under EU law. The revision of EU directive 80/181 which would be needed to scrap them is scarcely something his friends in Brussels could rush through in a matter of weeks.

As patron of a lobby group, the UK Metric Association, Lord Howe does pop up with this plea whenever he can, though never quite so absurdly as on this occasion. The real reason why our weight and measures have ended up in what he sees as a shambles is that, ever since 1965, the campaign to make Britain exclusively metric has consistently relied on stealth, concealment and downright lies, its supporters always always being terrified of putting the issue to a proper debate and parliamentary vote. One such blatant untruth, that we embarked on metrication to meet the demands of British industry, still has pride of place on his lobby group’s website.

What an odd part Lord Howe has played in our national life these past 40 years. Apart from the feline dagger-thrust which set off the downfall of Mrs Thatcher, his proudest achievement was that device in the 1972 European Communities Act which allows EU law to be put into UK law by ministerial fiat, without any need for parliamentary debate – perhaps the greatest blow to parliamentary democracy in our history.

Years ago I was asked to speak at the annual dinner of his former constituency association. I was not wholly kind about the supreme object of his devotion, the EU, and when questions were invited, he stood up and rambled on for 10 minutes so inchoately that few of us had any clue what point he was trying to make. Several present came up afterwards to apologise for their former member’s rudeness. I told them that I at last appreciated the force of Denis Healey’s immortal comment, that being attacked by Geoffrey Howe was like being “savaged by a dead sheep”.

Child snatching is now big business
There has been publicity from all the usual quarters, led inevitably by the BBC, that we are in the middle of something called National Fostering Fortnight. So many children are now being taken into care – 24,000 last year in England alone – that there is a critical shortage of foster carers to look after them. According to Fostering Network, a new foster home is needed “every 22 minutes”.

A point that is rarely heard, however – although it may help explain why the seizing of children is at a record level, care applications having doubled in just four years – is that fostering has become a very lucrative industry. Foster carers themselves can be paid £400 a week or more for each child they take in, and the companies which employ many of them (almost invariably run by former social workers) are hugely profitable. Last year, Rothschilds organised the sale of the National Fostering Agency, the second largest such company, private equity and pension funds bid up the initial bid price of £80 million to £135 million.

According to a recent Policy Exchange report, the average cost of keeping each of the 65,000 children now in care in England is £37,000, an annual bill of £2.4 billlion. This is quite apart from the other costs of our “child care” system, such as the lavish fees paid to “experts” and the legal profession.

So “child protection” is very big business, one of its main benefciaries being Barnardo’s, the fostering and adoption agency, with an annual turnover of nearly quarter of a billion pounds. But whether this is likely to raise any questions in the mind of our children’s minister, Tim Loughton, is another matter. Last July he appointed, as his chief adviser on adoption, Martin Narey – who was CEO, from 2005 to 2011, of Barnardo’s. In December, Mr Narey did his best to disabuse MPs of the thought that any children were being taken from their families unnecessarily. But for many of us, not least the families involved, this thought has become rather pressing.
