    HB521 Please Help

Louisiana state representative Juan Lafonta (D-New Orleans) has introduced a new bill HB521 that creates an *advisory council to propose ways to eliminate obstacles to the effective delivery of governmental services to Latin Americans*.

I attended a town hall meeting of this Representative. He is very confident that when this is passed, other states will want to copy or emulate this type of Hispanic Advisory Council.

My problem, the Representative who sponsored this bill has proudly proclaimed all of the local Hispanic radio, tv and print is in full gear promoting this, while there has not been one word of this bill on local English speaking news media and print.

    PROPOSED COUNCIL MEMBERS
The bill HB521 proposes that 1 council member be designated from each of these Louisiana Departments,
Labor, Social Services, Health and Hospitals.
There are also proposals to include 2 members each from the house and senate,
The bill also proposes to add members from these private sector entities,
Puentes New Orleans shall appoint three members.
The following shall each appoint one member:
    Catholic Charities of New Orleans.
The Hispanic Chamber of Commerce of Louisiana.
The Labor Council for Latin American Advancement.
    The Latino Forum.
    Casa Argentina of New Orleans.
The publisher of "El Tiempo New Orleans".
The general manager of KGLA TV.

    Concerns are of course,
The only obstacles anyone faces presently are language and eligibility.
There is no oversight that these effectively delivered services will go to Legal Immigrants.
Federal /State Governments already are giving billions of dollars in services to Illegal Immigrants.
This creates a special board that represents only one ethnic group.
Louisiana is attempting to lower our state budget, not create more spending.
This is a backdoor attempt to break down already strained social service at the state level.
