I *think*, but do not really know, that they are evading bringing up the DREAM act - as they have been through the political 'pressure cooker' before, and based on the fact that there has been little agreement on other amendments related to the DoD approp. bill. I think most senators (except Durbin and a handful of other Dems primarily) would just wish the thing to 'go away...'.
Remember, the timeline involved is not totally insignificant - they have roughly 10 days to approve the funding for the US military (and related) which is actively deployed and fighting in at least two countries overseas.
To include the DREAM act in a DoD Appropriations bill is SLEAZY Mr. Durbin, very sleazy.
