The offenses are totalled and the breakdown provided for fiscal 2003 as follows:
U.S. citizens - number: 43,529; percentage: 64.8
aliens - number: 23,656; percentage: 35.2
So over 35% of crimes committed in the primary offense categories in fiscal 2003 were committed by aliens. Go figure.
