    Babies born to illegal immigrant parents will no longer automatically be enrolled in MediCal under a new federal policy, alarming local hospitals and public health advocates.

    Hospital officials are decrying the new policy, announced late last week. They say it places even more of a burden on hospitals already struggling to care for the uninsured. They're waiting to see what the state policy says when Sacramento officials finish it.

    "All it means for hospitals is that we will have more uncompensated care," said Jaynie Boren, spokeswoman for San Antonio Community Hospital in Upland. "We don't turn anybody away, so this overall affects the system while adding more uncompensated care."

    Officials for the Centers for Medicare and Medicaid Services did not return calls seeking comment.

    Jim Lott, executive vice president of the Hospital Association of Southern California, said the state's hospitals already provide $4 billion in uncompensated care each year. The federal government, which mandates the provision of care to all, has not been much help, he said, having given California's hospitals $71 million in 2005.

    Tobey Robertson, spokeswoman for Community Hospital of San Bernardino, called the current system a crisis and said she fears the new policy will make things even worse.

    "This just adds to the ranks of the uninsured," Robertson said. "It's certain that the more people who are uninsured, the more the hospital is hurt."

    Lott said the federal government is imposing onerous requirements on hospitals without helping to pay for them.

    "This is the same government that also requires hospitals to provide emergency care to anyone regardless of immigration or legal status," Lott said. "They're dealing with one problem while creating another."

    He said emergency room care for an acute or chronic problem costs four to five times as much as if the patient had been treated sooner in a doctor's office.

    Sherreta Lane, vice president of reimbursement and economic analysis for the California Hospital Association, said parents can still apply for MediCal, after proving the child's citizenship.

    But parents in the country illegally may be reluctant to deal with the government, Lane said. And when they do, the paperwork is an extra administrative hurdle, she said. And it carries costs every step of the way.

    "It's ridiculous," Lane said. "It's really onerous -- it's tough on the state, tough on the counties, and especially tough on the beneficiaries."

    Lott said that if the federal government wants to discourage illegal immigration, that's their decision. But he doesn't like having the hospitals shoulder the burden of caring for sick children without being compensated.

    "The federal government wants to provide fewer incentives to illegal immigration, it would appear, by taking away this entitlement," Lott said.

    That's Armando Navarro's take on the issue, too. The UC Riverside professor and coordinator for the National Alliance for Human Rights said the policy is one of hatred and bigotry.

    "Here we're talking about children, poor families who need all the help they can get," Navarro said. "The dad makes $12 to $14 if he's lucky, the mom $8 or $9 -- they're barely able to pay the rent. And we're going to punish the children?"

    Julie Carrington, shopping at Wal-Mart one recent day, said she opposes illegal immigration but thinks leaving children without health insurance is the wrong approach.

    "They're citizens (when born in the U.S.). They should have health care," Smith said. "Why should the children suffer?"

    No, they're not. There is no provision in Amendment XIV that would make the children of illegal entrants or foreign nationality not lawfully on American soil American citizens. Furthermore, the legislators who crafted the amendment specifically added the phrase "and subject to the jurisdiction thereof" to prevent such a gross miniterpretation of their intent.

    Don't you just love how the Liberal media presses its pro-illegal agenda by "quoting" useful idiots who merely regurgitate the catch-phrases they are fed by the media in the first place?

    And in answer to Ms. Carrington's question as to why the children should suffer, perhaps she should direct that question to those responsible for the suffering: the children's lawbreaking parents.

    We shouldn't be paying for medical care for any of these guys! Whether the hospital or medicare picks up the tab, it's coming from the same pot, American citizens! Do you think that the hospital doesn't have to recoup this loss?? Where does the government get their $? So, it's you and I. This is madness. We are paying for the healthcare for 10-20 million foreign nationals. What the heck are we thinking? And if they are made citizens through a ridiculous amnesty, will their healthcare miraculously be paid?? Of course not.
    What doesn't bush understand?? If only we could have voted this idiot out of office and replaced him with someone with common sense.

    The 15.9 percent of the American population that are uninsured would do anything to have the deal these illegals have been getting! Mom and dad get free medical care from emergency rooms or the LaRaza (ect) supported mobil medical teams that visit thier communities, while their children are signed up for medicaid at birth. Cost = 0. What a deal!

    The only ones that could justifiably cry racist are the uninsured American citizens.

    Is that not the avg wage of most working Americans anyway. Everyone who receives health care in the US should pay something regardless of how much money you make. The illegals should not be given a automatic pass just because they are illegals. And Mr Armando Navarro should be outraged at the Mexican government for failing to take care of its poor instead of the Americans.

    I was laid off from my job once and after my insurance ran out I all of a sudden got a kidney stone..I went to the emergency room...Upon my release I was faced with "How much can you pay today?" I said I could pay $100..well that was not good enough..so my boyfriend asked them if I was another color I could just walk out of there..and the guy said "well sad but that is true..so I didn't give them anything..I know that was not the right thing to do but i was wanting to prove a point of why $100 was not good enough and that i was offering at least something..I had some further test that week and when i went in to registor at the hospitol..i was hit up for more money when beside me was a person that did not even have a drivers license and was not asked to pay a dime...Great system they have for americans..we have our drivers license in hand and willing to pay some on it and get the third degree..while the others just walk on back and get taken care of...

    It's always about the children. They use children as political pawns all the time. Just how OFTEN do children get sick enough to go to a doctor?? What good is it to have national health care for children if their parents are too sick to care for them because THEY don't have insurance?

    You notice they always bring up that "poor" BS....most of these families make more than we do because the entire family is working, sometimes two jobs. They are not making any less than the average American, but they are "poor" because they send a huge chunk of it back to their country. They are "poor" because they don't want to pay for anything that they can "sloof off" on us......food, health care, education, etc.

    We have NATIONAL health care.....MEXICAN NATIONAL! I understand Mexico has some kind of national health care....not sure how it works....send them back home.

    Last night at the Farmer's Branch City Hall, most of the LULAC-assembled protestors were children. The parents pushed the kids to the front of the mob as the cameras rolled. I'm guessing that Americans are just about over that ploy, particularly here in Texas where every campaign ad from Governor to Railroad Commissioner talked about how they were going to "help the children." Get off it, losers. You don't give a damn about the children and never did.
