    U.S. Moving With Allies Closer to Waging Syria Military Action

    Aug. 28 (Bloomberg) -- The U.S., France and Britain are moving closer to retaliatory military action against Syria, laying out the justification, putting forces into place and rounding up allies in the region.
    Any armed response would be focused on Syria’s weapons capabilities and wouldn’t be aimed at deposing President Bashar al-Assad, U.S. and U.K. officials said. U.K. Prime Minister David Cameron said in London that while no decision has been made on a course of action, it would be legal and proportionate.
    “This is not about wars in the Middle East; this is not even about the Syrian conflict,” Cameron said yesterday in televised remarks. “It’s about the use of chemical weapons and making sure as a world we deter their use.”
    A strike against Assad’s regime by U.S. and allied forces would be in response to a chemical weapons attack outside of Damascus last week that Syrian opposition groups say killed as many as 1,300 people. The incident has fueled calls for deeper global involvement in the 2 1/2-year Syrian civil war.
    As part of the build-up, U.S. President Barack Obama plans to release this week an intelligence assessment of the pre-dawn Aug. 21 attack in Ghouta, and his administration has begun consultations with U.S. congressional leaders. Cameron has summoned Parliament back from a recess to debate the matter.
    Defense Secretary Chuck Hagel, who’s traveling in Asia, told the BBC that the U.S. has “assets in place” and forces are “ready to go.” Cameron’s spokesman, Christian Cubitt, told reporters in London that British forces are making contingency plans. Another U.S. official said imposing a no-fly zone over Syria or using troops on the ground aren’t under consideration.

    ‘No Doubt’

    “No one doubts that innocent men, women and children have been the victims of chemical weapons attacks in Syria,” U.S. Vice President Joe Biden said in a speech yesterday to the American Legion national convention in Houston. “And there is no doubt who is responsible for this heinous use of chemical weapons in Syria: the Syrian regime.”
    The confrontation with Syria will be at the forefront when Obama, Cameron and French President Francois Hollande join other leaders of the Group of 20 nations next week in St. Petersburg, Russia. The host for the summit is Russian President Vladimir Putin, an ally of Assad who has thwarted previous action against Syria at the United Nations and questioned the evidence about whether a chemical attack took place.
    One U.S. official, who asked not to be identified to talk about internal deliberations, said the timing of any decision or a military response isn’t tied to the summit on Sept. 5 and 6.

    Market Reaction

    The prospect of a military confrontation in the Middle East has rumbled through markets. The MSCI Asia Pacific Index lost 1.5 percent as of 10:27 a.m. today in Tokyo. The MSCI All- Country World Index dropped 1.4 percent yesterday in New York while the Standard & Poor’s 500 Index fell 1.6 percent.
    A military strike would probably be delayed until a United Nations team searching for evidence of chemical weapons use is out of the area. The inspectors have told UN officials they need four more days to complete their work. Assad has denied that his forces used the chemical arms.
    The UN team, which was already in Syria to probe previous claims of chemical weapons use, has visited two hospitals, interviewed witnesses, survivors and doctors, and collected some samples, according to UN Secretary-General Ban Ki-Moon. The UN yesterday said its inspectors put off by a day a visit to one site after an attack Aug. 26 on a UN convoy.
    Russia is evacuating almost 80 of its citizens from Syria by air and may send another plane for more Russian nationals, the Emergencies Ministry said yesterday in a statement.

    No Surrender

    In Syria, Foreign Minister Walid al-Muallem said the government won’t surrender.
