We have an excellent agricultural visa program and have for many years. They don't use it because they have to pay a certain wage and make sure they depart the country. It also forbids their families coming with them.

We have a high cost of living here...the freebies is how THEY survive...while we go broke!
A lot of the illegal alien and legal immigrant construction workers and crews are in the disaster areas of Puerto Rico and places hit by storms on the mainland US where they can lake a lot more money as the government hands out sacks of freshly printed cash for repairs.
