    The U.S. Federal government is incapable of successfully managing anything. The levels of bureaucracy, the politics of the system, the inability to fire the incompetent, lack of accountability (especially for budget, effectiveness and efficiency ), all mitigate against anything resembling efficiency and fiscal effectiveness. Any private company or corporation that ran itself the way the federal government does would be in bankruptcy. Come to think of it, the US Federal government seems well on its way there now.
