Hillary Clinton, as Secretary of State through Memorandum of agreements has encouraged increased immigration from South American countries that stand to gain financially from exporting their poverty. It is obvious why we now have massive illegal immigration from South America and since the Obama administration is on board with this redistribution of American wealth to the less fortunate or not as successful counries, it will not be stopped. US signs historic deal with El Salvador and Honduras for remittance securitization

The United States has recently signed separate Memorandums of Understanding (MoUs) with El Salvador and Honduras to assist them in securitizing their future remittance receipts to raise financing for infrastructure and development projects. Under the Building Remittance Investment for Development, Growth, and Entrepreneurship (BRIDGE) initiative, banks in these countries will leverage their future remittance receipts to raise lower-cost and longer-term financing in international capital markets to fund infrastructure, public works, and commercial development initiatives (see press release).

In a speech in New York City on September 22, Secretary of State Hillary Clinton explained how BRIDGE would work to raise critically needed development funding:

“…Now, if they [migrants] send these remittances through the formal financial system, they create huge funding flows that are orders of magnitude larger than any development assistance we can dream of. By harnessing the potential of remittances,BRIDGE will make it easier for communities in El Salvador and Honduras to get the financing they need to build roads and bridges, for example, to support entrepreneurs, to make loans, to bring more people into the financial system…..Through BRIDGE and its in-country partners, local banks will be able to leverage their remittance flows….With the leverage from remittances, the local banks will be able to get lower-cost, longer-term financing for investments in infrastructure projects and small businesses.”

The financing structure proposed under BRIDGE is similar to that used by banks in several remittance-receiving countries such as Brazil, Jamaica, Kazakhstan, Mexico, Peru and Turkey, to raise over $15 billion in international financing during the last decade(see previous work on this topic by my colleagues Dilip Ratha and Suhas Ketkar on securitization of future-flow receivables and new paths to funding).

The BRIDGE initiative provides an excellent application of innovative financing instruments leveraging on migration and remittances. The World Bank group has recently become involved in this area.

The International Finance Corporation has recently provided up to $30 million debt financing for securitizing the significant remittances of El Salvadorans working abroad to raise financing for a credit cooperative Fedecredito. These additional resources will be used to increase lending to micro-entrepreneurs and low-income people in the country. Increasingly the Bank is receiving requests to assist countries to raise funds through diaspora bonds.

Before the race card is played, check the demographics - particularly the Mexican American information. The race politics are just that - politics This country has truly been a melting pot. I fnd the "racist" attacks to justify illegal immigration very disingenuous and offensive.

How Black is Black America

The Black/African American population is one of the most unique groups in the United States. Almost all descendants of American slaves are mixed with some European and Native American blood. Population researchers at Penn State University studied DNA samples from groups of African Americans throughout the US, West Africa, and Europe, to answer the question; How African are African Americans?



What they discovered contradicts some of the previous studies on the subject where it was thought that Blacks were about 30% white. They conclude that the average Black American is 17-18% white. But this is an average and it depends on the location. When geography is factored in we find that there is a wide range of mixed blood. The most African are those of the Gullah Sea Islands off the coast of South Carolina and Georgia. This is also a logical conclusion based on the history of these Islands. Africans who were imported here were rice farmers who as slaves outnumbered whites by the thousands. Because of their large numbers and the absence of whites they were able to keep some of their African culture. This accounts for their “Caribbean” sounding accents and more prevalent West African features. The study concludes the Gullah are only 3-4% white. On the mainland in the South Carolina “Low Country” and near Charleston the percentages move up to about 12% which is still lower than average.

On the other end of the same spectrum Southern Louisiana (New Orleans) And cities on the West coast had some of the highest averages of white DNA at 23-26%. This is also not a surprise, knowing the history of these regions. Southern Louisiana was once settled by the French and Spanish. There are a large numbers of Blacks here who are more than 50% white. Many of whom would not be recognized as Black by most Americans. Migrants from this area moved in large numbers to the west coast rather than the industrialized north during the two great migrations. Here they mixed even more giving us the percentages at the higher end.

It was also discovered that 10% of Black Americans are more than 50% white. And according to the same study there are 50 millionwhites with at least one Black ancestor. That means about 70% of whites have no Black ancestor. In comparison, Mexican Americans in New Mexico and Colorado where 3% Black and 58% white on average.

I found this very interesting since a large majority have European ancestors from the Spanish conquest.

*Anthropologist Andrew Merriwether and colleagues conducted a study on Mexican-Americans living in Colorado. He tested their mitochondrial DNA (mtdna) which is a test to find the origins of your great, great...grandmother, going back 10's of thousands of years. This one ancestor which is your families (clan or haplogroup) "Eve" so to speak, showed up as Native-American 85% of the time and European in origin 15% of the time. Thus showing that the majority of unions in this admixture were of European males and Native-American females. *Source: This project is open to those wanting to test their maternal lines that extend to Mexico. Everyone has mtdna from their Mother, which can determine the origins of this line (Mothers Mothers ... Mothers line).
