If they are waiting for the quorum, what exactly are they casting votes for right now?
They have enough in the room to vote if they only need 51. I'm confused at what they are voting on, because at first Sessions said yes, then no.

this cant be a roll call, they are casting aye and NO as votes...or is that a way of saying here or not here? I just dont know, but I am worried right now

Okay, this is the vote that determines if the bill is dead or not. If they vote yes to bring the debate to a close, they will vote on cloture. If the votes goes in favor of continuing the debate, Reid will pull the bill.
