WASHINGTON - A crackdown on illegal immigration will have to go forward without help from Congress, the Bush administration said Friday, asserting that an executive-branch-only approach is better than doing nothing.

Two Cabinet secretaries — Homeland Security's Michael Chertoff and Commerce's Carlos Gutierrez — said they hoped to have new tools to combat illegal immigration before moving further to cope with the problem. But Congress could not agree on comprehensive legislation to attack the problem.

The officials said they'll rely instead on tools already in their arsenal, some of which are already under way, including a plan to administratively sanction employers who hire illegal immigrants.

At a joint news conference, Chertoff and Gutierrez put the onus on Congress for any consequences that may be suffered by employers as result of the stepped-up enforcement effort.

"Our hope is that key elements of the Senate bill will see the light of day someday, but until Congress chooses to act we are going to be taking some energetic steps of our own," Chertoff said. The steps will "significantly strengthen our hand with respect to immigration enforcement."

The White House emphasized that its package of enforcement changes was all it could do under "existing law" — the same law that President Bush has repeatedly called unacceptable.

"Although the Congress has not addressed our broken immigration system by passing comprehensive reform legislation, my administration will continue to take every possible step to build upon the progress already made," Bush said as the changes were announced.

Presidential spokeswoman Dana Perino said Bush has used his executive authority in the past to improve immigration enforcement, such as by strengthening border enforcement. She was pressed on why — if the new changes were such a good idea — Bush hadn't done them already.

Perino, talking to reporters at the Kennebunkport, Maine, seaside home of his father, George H.W. Bush, said the president held off on sweeping administrative action while pushing Congress to pass better legislation to address the matter. With that effort now sidelined, she said "We're going as far as we possibly can without Congress acting."

There, folks, is the truth. This is nothing more than a ruse to calm people down until they eventually get their way. The "key elements" are obviously allowing 20 million invaders to stay in this country.

The steps will "significantly strengthen our hand with respect to immigration enforcement."

Just more babble from the human skull. Strengthen our hand? What particular hand is he talking about and what does he mean by this?
I hope I'm wrong but after reading this line, it makes me think their "stepped up" enforcement tactics are just more smoke and mirrors. I really have a hard time believing that the human skull and our traitor in chief have all of a sudden "seen the light" regarding what Americans want.

When they crack down on the jobs, stop hogtying the BP, let cities, counties and states do their jobs, we will know someone is serious.

This is getting insulting.

The whole purpose of this crackdown is to scare employers into thinking they will lose all their profits so they will go screaming to their representatives demanding them to pass legislation to legalize the illegals and create a guest worker program.

Look, I'm with all here regarding all the legit questions about "why now?", etc. I get it.

However, REGARDLESS of the reasons why, regardless of what scumbags these jerks are, they are NOW starting to see who they REALLY need to cater to, the American People.

If it is now they choose to enforce the laws we already have on the books and write it off publically as whining about their loss of Shamnesty, then so be it.

Progress will be the real key here. I don't trust these jerks as far as I can throw them collectively, but what I AM hearing out of this is that they're going to start enforcing these laws we do have, and THAT IS A DAMN GOOD THING!!

So, doubt is all over the place, and rightfully so, but NOTHING in this language indicates anything about amnesty. Sure, lots of finger pointing, lots of waffling and backtracking, but moving forward, this is indicating that these laws are going to be enforced. THAT IS A GOOD THING PEOPLE!! Let's keep our eyes and ears open wide and watch for some progress!!

Also, with Sessions leading the charge with S1984 coming down the pipe, we MAY see Congress actually push forth some additional legislature which doens't include amnesty either!! Let's get some LOUD voices in support of that legislation to all involved.

Look, this is a GOOD thing. At the VERY least it indicates to those bigot !@#$@$#@ at LaRaza that THE BALL ISN'T, AND NEVER HAS BEEN, in their court.

I am hoping and praying that they are FINALLY going to do what they are saying they'll do. They KNOW the American People are watching because we showed 'em we are during the last Shamnesty debacle. Let's keep a positive outlook on this. Aside from the whining and blame game crap, this is all GOOD.

Only because your boss the Traitor in Chief doesn't support enforement only! If he did there would be "comprehensive legislation"!

HF, this is what scares me. This just sounds too good to be true. As we all know, politicians usually try the old "piggyback sneak" method and try to squeeze in last minute amendments w/o public knowledge.
This is what I am worried about because LaRaza and all other OBL's have got to be crapping purple twinkies after reading this. (which I hope they are)
And I have a feeling that if this goes through, it will have been softened so much that it isn't much better than the original shamnesty crap.
