    Suspects In Deputy Shooting Charged With Murder

    In an announcement made Monday, BSO officials confirmed that charges against two of the three suspects involved in the shooting death of BSO Deputy Brian Tephford and wounding of Deputy Corey Carbocci were upgraded to one count each of murder and attempted murder. Charges were also filed against two others who were allegedly involved in the incident.

    Andre Delancy, 19, and Bernard Forbes, 22, have now been charged with one count each of Fattempted murder and murder; their bail is set at $50,000. Delancy and Forbes are Bahamian nationals in this country illegally, according to authorities. Consequently, if they post bail, they will not be set free.

    Eloyn Ingraham, 28, of Sunrise, is being held without bail on charges of premeditated murder, attempted murder of a law enforcement officer and possession of a firearm or destructive device.

    In addition, charges have been filed against Sonia Watts and Kesha Fleurinor. Both were charged with accessory after the fact and aiding and abetting but have since been released.

    The men charged in connection with Tephford's death were arrested at a Dania Beach motel last week.

    Forbes does not have an arrest record in Florida, according to state records. Delancy was arrested by Hollywood police in 2004 and charged with removing the serial number from a gun.

    Tephford, the father of twin toddlers and a 4-year-old girl, was shot to death in the parking lot of the Versailles Gardens condominium complex where he was on his way to provide security in an off-duty work detail.

    Tephford was killed after he pulled over a car shortly and called for backup. As Tephford sat in his vehicle running information he received from the driver of the car, the passenger, identified by BSO as Eloyn Ingraham, jumped out of the car and began firing at Tephford and Deputy Corey Carbocci who had arrived on the scene.

    Neither deputy had a chance to pull their weapons. Tephford was not wearing a protective vest and was pronounced dead at Broward General Medical Center. Carbocci, 37, who was standing near Tephford's cruiser when he was shot, was wearing a protective vest and is expected to make a full recovery.

    Friends, family members and officers from South Florida and around the country gathered Friday afternoon at The Broward Center for Performing Arts where the flags are flying at half-staff to honor the memory of fallen BSO Deputy Brian Tephford.

    BSO Chaplain, Pastor Rick Braswell, and BSO Sheriff Ken Jenne spoke at the memorial service. BSO Deputy Corey Carbocci, also shot during Saturday night's incident, was also there.

    Those in attendance also watched a video tribute followed by a 21-gun salute, Taps played by bagpipers and a flyover by helicopters from BSO, Miami-Dade police and the Palm Beach Sheriff's Office.

    Tephford will be buried in New Jersey.

    They needed a ride, a place to stay, clean clothes and their passports, authorities said.
    As Deputy Brian Tephford lay dying of gunshot wounds in a Tamarac apartment complex, Eloyn Ingraham turned to his girlfriend and another woman to help him and his two friends escape, according to newly filed arrest reports obtained by the South Florida Sun-Sentinel .

    One woman picked them up in her van and paid for the hotel room where Ingraham and the two other men were arrested, the reports say; the other woman grabbed the passports and clothes.

    Ingraham's girlfriend, Sonia Watts, 27, and the other woman, Keisha Fleurinor, 29, admitted to Broward Sheriff's Office detectives that they helped the three murder suspects flee to a Dania Beach hotel even after knowing a deputy had been shot, their arrest reports say.

    Watts and Fleurinor were arrested Monday on charges of being accessories after the shooting death of Tephford and the wounding of his backup, Deputy Corey Carbocci, of Royal Palm Beach.

    Both women are free on bail.

    Ingraham and the two other men, Andre Delancy, 19, and Bernard Forbes, 22, are in jail without bail on murder charges.

    None of the suspects has been assigned attorneys, according to the Broward Public Defender's Office and State Attorney's Office.

    Tephford, 34, was working an off-duty detail Nov. 12 at the Versailles Gardens apartment complex in the 8000 block of Colony Circle when he pulled over a car whose license plate didn't appear to be assigned to it.

    Ingraham, the passenger, opened fire shortly after Carbocci, 37, arrived as backup, authorities have said. Detectives think at least one other person may have fired gunshots at the deputies as well, which led to the murder charges against Delancy and Forbes.

    Ingraham ran to an apartment where Delancy and Forbes lived and the three asked an unwitting neighbor to drive them out of the apartment complex, police records show. When their driver, identified as Roger Del Prado, realized police were after the three, he stopped the car and jumped out.

    The three men ditched Del Prado's car in Sunrise. Stranded, Ingraham called Fleurinor for a ride, her arrest report says. He also called Watts, asking her to pick up three sets of clothes and passports from Delancy's and Forbes' apartment, Watts' arrest report says.

    When Watts asked Ingraham what was going on, he replied, 'Watch the news.'

    Detectives wrote that Watts and Fleurinor did watch the news at Watts' apartment and concluded Ingraham was involved in Tephford's shooting. Fleurinor drove the three suspects and Watts to the Rodeway Inn & Suites in Dania Beach where she got them a room using a fake Jamaican ID, the report says. The Sheriff's Office has not explained Delancy's and Forbes' roles in the shooting.
