    Immigration, Illegal Immigration, and Temporary Worker Programs

    Immigration:

    As Conservatives, the American Conservative Student Union recognizes that the United States is established on principles which encourage immigration and promote the transformation of immigrants into Americans. The purpose of immigration policy is to benefit U.S. citizens. Therefore, when establishing such policy, the United States must take into account five principles.

    First and foremost, immigration must be consistent with the rule of law. Our immigration laws must be consistently enforced in all situations and immigration must be done legally. Those who violate our immigration laws must not be rewarded with any form of legal status or benefits.

    Second, immigration must be consistent with the principle of sovereignty. The United States has the exclusive right to decide its immigration laws and control its borders. No foreign government or body should ever wield a degree of control or influence over U.S. immigration policy.

    Third, immigration policies must reflect national security concerns. Our borders must be secured to prevent illegal entry from those who wish to harm us and/or illegally traffic goods and people. The U.S. must also track the entry, stay and departure of visa holders and remove them if they fail to comply with the terms of their visas. Furthermore, all federal and law enforcement agencies must fully cooperate with federal immigration authorities.

    Fourth, national interest should dictate the selection of immigrants. All immigration reform must be designed to benefit Americans - not foreign governments or other special interests. The U.S. should evaluate immigrants on the basis of the skills they contribute to the economy, accept those that will be net fiscal contributors, and avoid those who will increase poverty and impose new costs on taxpayers. However, some degree of preference must be given to the reunification of nuclear families. The United States must also keep immigration numbers at the lowest levels consistent with national interest. In establishing those numbers, the interests of our most vulnerable workers and families must be taken into account. Finally, U.S. immigration policy must never be used as a tool to alleviate problems in other countries.

    Fifth, our immigration policies must place an emphasis on welcoming and assimilating immigrants. They must learn our laws, culture, and history. In addition, immigrants must be expected to learn the English language.

    Illegal Immigration:

    According to estimates, there are anywhere from twelve to twenty million illegal aliens residing in the United States. The U.S. must solve its illegal immigration problem by securing its borders and instituting a policy of attrition through enforcement. If illegal aliens are effectively denied employment and met with consistent enforcement of our immigration laws, including deportation when mandated, we can achieve a gradual and effective reduction of the illegal alien population.

    The ACSU also supports efforts to deny illegal aliens access to U.S. schools, universities, welfare programs, and other services that provide an incentive to reside here illegally. It also supports efforts to create new laws with the purpose of strengthening immigration enforcement where needed. In addition, while immigration is a federal matter, the ACSU believes that local and state governments have a right to protect their citizens from the negative effects of illegal immigration.

    Temporary Worker Programs:

    Before a discussion can take place regarding additional temporary worker programs, the United States must fully secure its borders and institute the needed measures to send illegal aliens home. Such programs are not viable mechanisms to combat illegal immigration and can easily make the problem worse.

    A temporary worker program should only be instituted if there is a real worker shortage, not if there is a shortage of workers willing to work at substandard wages. Furthermore, any temporary worker program must be just that – temporary. It must include a mechanism to ensure that workers return home immediately after the program is over. In discussing a temporary worker program, lawmakers must take into account the past failures of such programs. Furthermore, a temporary worker program must be fully consistent with the ACSU’s five principles on immigration.

    Well aren't we proud of you??? Good job!!!! I posted it in MCDC too...it says what we all believe is right. Thanks for putting it together. That is what I call a REAL plan.

    Thanks again for the comments. I've been watching what people are saying online and there's been some great feedback. I think this covers everything we're concerned about.
