    They want to pass the House bill to bypass reconciliation even though the House bill is more liberal than the Senate bill, making it harder to pass in the Senate.

    The House bill gives amnesty to illegals 35 and under. The Senate bill gives amnesty to those 30 and under. Because the House bill is different than the Senate bill, the Senate has to pass it "as is" without amendements. If not, then the Senate and the house have to reconcile them, taking more time in the lame duck session. And since time is what they don't have, they want to pass it as is in the Senate and send it to the Pres. without reconciliation.

    That strategy will encourage more senators to vote NO. Since it bypasses many processes.
