A chilling message from the cartels: Billboards with hanging mannequins warning cops to choose 'silver over lead' appear in Texas

Two frightening incidents of vandalism in El Paso near the Mexican border in Texas have been interpreted as warnings from drug cartels.
In both instances, a mannequin wearing a suit and tie was tied to a billboard with a noose and messages were scrawled over the placards.
Local station KHOU reports that one of the signs reads 'Plata o Plombo' which translates to 'silver or lead', a threat used commonly against police officers effectively warning that if they do not accept the cartel's bribes then they will be shot.

'This symbol has historically been used by Mexican drug cartels to threaten or intimidate Mexican citizens, business owners and government officials; however, we have never experienced this in El Paso,' local police said in a press release about the vandalism.
The fear now for many is that the 'warnings' shows that the drug cartels- which have not been identified by name- are willing to bring the violence from Mexican border towns into Texas.

'Maybe the problems in Juarez are coming over here,' El Paso resident Javier Padilla told KHOU.
Mr Padilla and his wife Maria Ramos know the terror of drug cartels on a personal level after two relatives were murdered in the area of Juarez in 2009.



Second incident: The second message was written over an existing Drug Enforcement Agency billboard calling for the capture of drug lord Rafael Caro Quintero

The second instance of vandalism had a more obtuse warning, but the theme ran through since the message was written on an existing Drug Enforcement Agency billboard.
The message was different this time, as the paint read: 'Dying for drugs' was written over a wanted poster calling for the capture of drug lord Rafael Caro Quintero.
This second mannequin was dressed in jeans rather than the suit and tie from the other instance.
The mannequins were a particularly jarring image for many familiar with the drug war, as some of the most violent drug lords south of the border regularly hang offenders off highway overpasses.
While a warning from drug lords seems like one of the most likely prospects, KHOU reports that prosecutors have another theory that the vandalism also could have been caused by activist groups working against the war on drugs.

Did we not just hear a Florida congressman state that El Paso was one of the most safe cities in America due to large numbers of Border Patrol/federal money. If crime isn't reported and they have taken the silver it becomes a safe city on paper.

Two billboards, both along I-10 in El Paso, TX, send a chilling message to motorists and the American public in general.
One billboard reads “Plato-o-Plomo” in Spanish, which translates into Silver or Lead. That is a common phrase for drug cartels to encourage local officials to accept their bribes for cooperation under the threat of death.
The other billboard, which has already been covered over, has the words “Dying for Drugs” in English, written over a DEA advertisement of a reward for information or capture of drug kingpin Rafael Quintero.



Both billboards had mannequins hanging from them, by the neck.

Interestingly, in the neighboring state of New Mexico, that same I-10 bisects the new Organ Mountains – Desert Peaks National Monument.
We’ve been assured by the diligent, security-conscious Obama regime that there is absolutely no security risk in the new wilderness areas. There is not a smidgen of a chance of cartels taking advantage of his driving American human activity off of the land to run their illegal operations.
Maybe it’s a cartel message to those in their new theater of operations, sent without being too obvious.

Police investigate hanging mannequins and mysterious messages on border billboards vandalized in El Paso.

EL PASO, Texas -- El Paso police are investigating two mysterious billboards that appeared just off I-10, each with a mannequin hanging from a noose.

“It’s not an advertisement,” said Mike Mons, regional manager for Lamar Outdoor advertising.

The first vandalized billboard off I-10 had Plata o Plomo in large black letters which translates into silver or lead. It is usually a warning targeting police or government officials in Mexico. The warning: work with a cartel and take a bribe or get a bullet.

The hanging mannequin was dressed in a suit and tie.

“This symbol has historically been used by Mexican drug cartels to threaten or intimidate Mexican citizens, business owners and government officials; however, we have never experienced this in El Paso,” said police in a statement released to media.

“Maybe the problems in Juarez are coming over here,” said Javier Padilla, an El Paso resident.

“Oh, that’s horrible,” said Maria Ramos, his wife looking at a photograph of a stuffed hanging mannequin.

Two of her relatives were murdered across the border in Ciudad Juarez in 2009. Real bodies have been found hanging from overpasses in that Mexican city.

The mannequins hanging from nooses mimic real drug violence in Mexico and the images in El Paso spread quickly on social media.

“It’s a little terrifying. You wish it didn’t happen to your home town,” said Adriana Padilla, 23, an El Paso resident.

During their morning commute motorists spotted a second billboard off I-10 with a hanging mannequin dressed in jeans.

“Dying for drugs” was painted on an existing DEA billboard that offered a $5 million reward capture of drug lord Rafael Caro Quintero.

Vandals cut through a chain link fence and climbed about 30 feet to reach the billboard’s ladder and then had to climb even higher to write the message and hang the mannequin.

Investigators suspect it might be the work of an activist group questioning the war on drugs. Similar hanging mannequins were placed on billboards in Las Vegas in 2012 with the messages “Dying for work” and “I hope you’re happy Wall Street.”

But along the border where hanging bodies are calling cards for violent drug cartels in Mexico, the disturbing images worry El Paso residents.

“I‘m hoping it’s just a bunch of kids vandalizing. If it is, I hope they catch them,” said de Avila.

MAYBE this helps us understand why Mexico has not released our Marine from a Mexican prison. No one fears or respects the USA anymore. Warning Texans, these guys mean it. Do we? The El Paso Times reported ( http://bit.ly/1pjvc8W ) that motorists alerted police to the graffiti early Thursday morning. Both billboard companies said the painted messages were vandalism and not paid advertisements. They have been removed.

“This (message) has historically been used by Mexican drug cartels to threaten or intimidate Mexican citizens, business owners and government officials. However, we have never experienced this in El Paso,” Sgt. Chris Mears, a spokesman for the El Paso Police Department, said in a statement. “The investigation is ongoing, but we do not have any information to suggest this was done to target any individual person or business at this time.”

Drug cartels sometimes hang banners in Mexican cities with graphic threats and have even hanged victims from overpasses, but such public threats are virtually unheard of on the U.S. side. El Paso has maintained a crime rate that is among the lowest in the country, even during recent years when Ciudad Juarez, across the border, suffered a bloody cartel battle.
“Whoever did this went through a lot of work to get this accomplished,” said Phil Jordan, a former Drug Enforcement Administration agent who ran the El Paso Intelligence Center. “This is possibly a message to someone who hasn’t cooperated with the cartels. But even if it’s a hoax, something like this is going to make the El Paso population uneasy, given that the city is not far from the killing fields of Mexico.”
