    Islamic extremists are stepping up the creation of "no-go" areas in European cities that are off-limits to non-Muslims.

    Many of the "no-go" zones function as microstates governed by Islamic Sharia law. Host-country authorities effectively have lost control in these areas and in many instances are unable to provide even basic public aid such as police, fire fighting and ambulance services.

    The "no-go" areas are the by-product of decades of multicultural policies that have encouraged Muslim immigrants to create parallel societies and remain segregated rather than become integrated into their European host nations.

    In Britain, for example, a Muslim group called Muslims Against the Crusades has launched acampaign to turn twelve British cities – including what it calls "Londonistan" – into independent Islamic states. The so-called Islamic Emirates would function as autonomous enclaves ruled by Islamic Sharia law and operate entirely outside British jurisprudence.

    The Islamic Emirates Project names the British cities of Birmingham, Bradford, Derby, Dewsbury, Leeds, Leicester, Liverpool, Luton, Manchester, Sheffield, as well as Waltham Forest in northeast London and Tower Hamlets in East London as territories to be targeted for blanket Sharia rule.

    In the Tower Hamlets area of East London (also known as the Islamic Republic of Tower Hamlets), for example, extremist Muslim preachers, called the Tower Hamlets Taliban, regularly issue death threats to women who refuse to wear Islamic veils. Neighborhood streets have been plastered with posters declaring "You are entering a Sharia controlled zone: Islamic rules enforced." And street advertising deemed offensive to Muslims is regularly vandalized or blacked out with spray paint.

    In the Bury Park area of Luton, Muslims have been accused of "ethnic cleansing" by harassing non-Muslims to the point that many of them move out of Muslim neighborhoods. In the West Midlands, two Christian preachers have been accused of "hate crimes" for handing out gospel leaflets in a predominantly Muslim area of Birmingham. In Leytonstone in east London, the Muslim extremist Abu Izzadeen heckled the former Home Secretary John Reid by saying: "How dare you come to a Muslim area."

    In France, large swaths of Muslim neighborhoods are now considered "no-go" zones by French police. At last count, there are 751 Sensitive Urban Zones (Zones Urbaines Sensibles, ZUS), as they are euphemistically called. A complete list of the ZUS can be found on a French government website, complete with satellite maps and precise street demarcations. An estimated 5 million Muslims live in the ZUS, parts of France over which the French state has lost control.

    Muslim immigrants are taking control of other parts of France too. In Paris and other French cities with high Muslim populations, such as Lyons, Marseilles and Toulouse, thousands of Muslims are closing off streets and sidewalks (and by extension, are closing down local businesses and trapping non-Muslim residents in their homes and offices) to accommodate overflowing crowds for Friday prayers. Some mosques have also begun broadcasting sermons and chants of "Allahu Akbar" via loudspeakers into the streets.

    The weekly spectacles, which have been documented by dozens of videos posted on Youtube.com (here, here, here, here, here, here, here, here and here), and which have been denounced as an "occupation without tanks or soldiers," have provoked anger and disbelief. But despite many public complaints, local authorities have declined to intervene because they are afraid of sparking riots.

    In the Belgian capital of Brussels (which is 20% Muslim), several immigrant neighborhoods have become "no-go" zones for police officers, who frequently are pelted with rocks by Muslim youth. In the Kuregem district of Brussels, which often resembles an urban war zone, police are forced to patrol the area with two police cars: one car to carry out the patrols and another car to prevent the first car from being attacked. In the Molenbeek district of Brussels, police have been ordered not to drink coffee or eat a sandwich in public during the Islamic month of Ramadan.

    In Germany, Chief Police Commissioner Bernhard Witthaut, in an August 1 interview with the newspaper Der Westen, revealed that Muslim immigrants are imposing "no-go" zones in cities across Germany at an alarming rate.

    The interviewer asked Witthaut: "Are there urban areas – for example in the Ruhr – districts and housing blocks that are "no-go areas," meaning that they can no longer be secured by the police?" Witthaut replied: "Every police commissioner and interior minister will deny it. But of course we know where we can go with the police car and where, even initially, only with the personnel carrier. The reason is that our colleagues can no longer feel safe there in twos, and have to fear becoming the victim of a crime themselves. We know that these areas exist. Even worse: in these areas crimes no longer result in charges. They are left 'to themselves.' Only in the worst cases do we in the police learn anything about it. The power of the state is completely out of the picture."

    In Italy, Muslims have been commandeering the Piazza Venezia in Rome for public prayers. In Bologna, Muslims repeatedly have threatened to bomb the San Petronio cathedral because it contains a 600-year-old fresco inspired by Dante's Inferno which depicts Mohammed being tormented in hell.

    In the Netherlands, a Dutch court ordered the government to release to the public a politically incorrect list of 40 "no-go" zones in Holland. The top five Muslim problem neighborhoods are in Amsterdam, Rotterdam and Utrecht. The Kolenkit area in Amsterdam is the number one Muslim "problem district" in the country. The next three districts are in Rotterdam – Pendrecht, het Oude Noorden and Bloemhof. The Ondiep district in Utrecht is in the fifth position, followed by Rivierenwijk (Deventer), Spangen (Rotterdam), Oude Westen (Rotterdam), Heechterp/ Schieringen (Leeuwarden) and Noord-Oost (Maastricht).

    In Sweden, which has some of the most liberal immigration laws in Europe, large swaths of the southern city of Malmö – which is more than 25% Muslim – are "no-go" zones for non-Muslims. Fire and emergency workers, for example, refuse to enter Malmö's mostly Muslim Rosengaard district without police escorts. The male unemployment rate in Rosengaard is estimated to be above 80%. When fire fighters attempted to put out a fire at Malmö's main mosque, they were attacked by stone throwers.

    In the Swedish city of Gothenburg, Muslim youth have been hurling petrol bombs at police cars. In the city's Angered district, where more than 15 police cars have been destroyed, teenagers have also been pointing green lasers at the eyes of police officers, some of whom have been temporarily blinded.

    In Gothenburg's Backa district, youth have been throwing stones at patrolling officers. Gothenburg police have also been struggling to deal with the problem of Muslim teenagers burning cars and attacking emergency services in several areas of the city.

    According to the Malmö-based Imam Adly Abu Hajar: "Sweden is the best Islamic state."

    "I have clearly made a terrible error for which I am deeply sorry. My comments about Birmingham were totally in error. And I am issuing an apology and correction on my website immediately for having made this comment about the beautiful city of Birmingham. I do not intend to justify or mitigate my mistake by stating that I had relied on other sources because I should have been much more careful. There was no excuse for making this mistake and I owe an apology to every resident of Birmingham. I am not going to make any excuses. I made an inexcusable error.     The open borders mentality that is part of the European Union is backfiring on the member states. States like France acquiesced to immigration, but never did have enough jobs to incorporate the unwanted immigrants into the economy. Consequently there are a large number of French speaking muslims who have no prospect of being able to earn a living. This is a recipe for problems wherever it occurs.

    European countries seek sweeping new powers to curb terrorism

    European authorities grapple with difficulties of combating terror attacks, as Paris continues to mourn those lost in attacks last week.

    BRUSSELS — Belgian leaders on Friday sought sweeping new powers to monitor and punish their citizens for involvement with terrorism, joining France in an effort to rewrite laws just hours after dozens of arrests across Europe offered dramatic evidence of the threats security officials say are facing the continent.


    The raids, carried out by France, Belgium and Germany on Friday to thwart unrelated terrorist plots, came after 17 people were killed in France last week in the worst terrorist attacks in that country in decades. The violence galvanized leaders and has swiftly led to grim discussions of crackdowns in nations that have long prided themselves on their willingness to live and let live.


    Belgian leaders said Friday that they would seek to expand the list of offenses for which they could strip some people of their citizenship. France has fast-tracked the convictions of those accused of hate speech, handing down years-long prison sentences within hours of the initial offense. British Prime Minister David Cameron called for eagle-eyed surveillance of social networks.


    Some of the counterterrorism proposals were already being discussed before two brothers claiming al-Qaeda ties stormed the offices of a Paris satirical newspaper Jan. 7, killing 12 people and initiating three days of deadly violence. But European leaders have since moved to expand those powers with a degree of political unanimity reminiscent of the *bipartisan U.S. passage of the USA Patriot Act after the attacks of Sept. 11, 2001.


    “At the present time, we do not have knowledge of a concrete and precise threat,” Belgian Prime Minister Charles Michel said Friday before unveiling 12 new measures intended to keep terrorism from Belgian soil. “We know that zero risk does not exist, neither in Belgium nor abroad,” he said.

    European authorities widened crackdowns against suspected Islamist militant networks Friday. They arrested at least two dozen people, some of them on suspicion of aiding last week’s bloodshed in Paris and others for plotting separate attacks.

    The sweeps started Thursday with a raid in eastern Belgium that left two suspected terrorist plotters dead and uncovered weapons and bomb material that officials said they believe were intended for a “major” attack that was foiled perhaps hours before it was to be launched.


    In Brussels, officials announced that 13 people had been detained in Belgium and two in France over the course of the operation. They said they recovered four Kalashnikov rifles, a cache of small arms, explosives and several Belgian police uniforms.


    Eric van der Sypt, a spokesman for the Belgian prosecutor’s office, said the uniforms were intended as disguises as part of a plot to kill police on the street or in their offices.


    “We thought that the attack was imminent. It could have been hours or a day, certainly no more than a few days,” he said.


    But, underscoring the elusive nature of an increasingly atomized and self-organized threat, he said he could not be certain whether the raids prevented or provoked further attacks.


    “I have no idea if we diminished or put the level higher for a terrorist threat in Belgium,” van der Sypt said. He added that authorities believed there was no connection to the Paris attacks.


    According to security officials in Belgium, more than 350 Belgians have gone to Syria to join the fighting there, the highest number per capita among European countries and a shock for the nation of 11 million people. As many as 5,000 European citizens have gone to fight in Syria, European law enforcement officials say.

    Apart from expanding powers to strip citizenship for dual nationals, Belgian leaders on Friday proposed devoting an additional $348 million to counterterrorism efforts. They also said they wanted the ability to take away identity documents to make it more difficult for people to travel to Syria and elsewhere.


    The attacks have generated rare political accord over a need for broad new security steps in Belgium, a nation so fractious that 13 political parties sit in the national parliament.


    “As a result of the events in Paris, combined with what happened yesterday in Belgium, the political unanimity is quite great,” said Rik Coolsaet, a terrorism expert at Ghent University. “It is a bit of 9/11 syndrome.”


    France is also charging forward with attempts to expand government powers to monitor threats — and to punish those who praise or do not readily condemn terrorism. Leaders this week called for new legislation to significantly bolster domestic intelligence agencies.


    Another law, a fast-track judicial process for accusations related to terrorism, was on the books as of November but had not been widely used before the Paris attacks. In recent days, however, prosecutors have filled the dockets with more than 100 cases that are speeding through courtrooms. People who have expressed support for the attacks have been sentenced to as much as 15 months in prison.


    A top French opposition politician, Éric Ciotti, said this week that the government should withhold social benefits from the parents of children who failed to observe moments of silence in schools.


    Also Friday, French police tried to sweep up the remaining support network of the three men who committed last week’s attacks in and around Paris.


    In Paris, the prosecutor’s office said 12 people were detained in anti-terrorism raids overnight. Police questioned them about “possible logistical support” — mainly with arms and vehicles — to Amedy Coulibaly, the man suspected of killing a police officer before taking hostages at a kosher grocery store.


    Berlin police, meanwhile, said 250 policemen raided 11 residences in and around the German capital overnight, taking two men into custody on suspicion of recruiting fighters and procuring equipment and funding for Islamist extremists in Syria.


    Authorities said the raids were not connected to the French or Belgian networks. But they said they were working closely together.


    “In matters of counterterrorism, coincidences don’t exist,” said Christophe Crepin, a spokesman for a French police union. “It’s pretty clear that police services across Europe are sharing information.”

    The courts sit in mosques and community centres, with self-styled Muslim scholars offering judgements – referred to as fatwas – online.

    Their rulings include statements condemning homosexuals to harsh beatings and ordering a wife to have sex with her husband “even if she is busy in the kitchen” at the time.

    Experts from thinktank Civitas, who have compiled a report on sharia law in the UK, say it is impossible to find out what goes on in the closed courts and fear there could be more of them operating in secret.

    The tribunals usually settle financial or family disputes according to Islamic principals, but judgements published online by self-styled Muslim scholars based in the Midlands have offered illegal advice.

    These include rulings that men can coerce their wives to have sex with them, that husbands can ban their wives from leaving the marital home, and warnings that Muslims must not join the police.

    Decisions made by religious tribunals are legally binding and can be enforced in county courts and the high court if both parties have agreed to be ruled by sharia.

    Civitas director Dr David Green last night called for an immediate end to the recognition of Islamic courts by British law.

    He said: “The reality is that for many Muslims, sharia courts are in practice part of an institutionalised atmosphere of intimidation, backed by the ultimate sanction of a death threat.”

    Previous research had suggested there were only two sharia courts in the Midlands – one in Birmingham and one in Warwickshire.
    The Sunday Mercury revealed that a Muslim Arbitration Tribunal was operating the UK’s first official sharia court at Hijaz College Islamic University in Nuneaton last year.

    Now the shock report by Civitas has revealed the existence of 85 sharia courts across the country.

    More than a quarter of these are based in the Midlands, with eight sitting in Birmingham, while Stoke-on-Trent, Worcester, Burton-on-Trent, Derby, Walsall, Wolverhampton and Leicester also have sharia tribunals.

    Islamic studies expert Denis Maceoin, who compiled the report, said there could be more Muslim tribunals operating without the government’s knowledge.

    “Some are relatively small and putting an exact figure on them is difficult,” he told the Sunday Mercury. “There is no transparency. They don’t have to register at all.”

    At the moment sharia courts are mostly based in local Mosques and community centres, deciding on financial disputes, divorce settlements and custody issues.

    But the cases are heard behind closed doors, and women are not given the same legal status as men before the court.

    Mr Maceoin added: “Among the rulings we find some that advise illegal actions and others that transgress human rights standards as applied by British courts.”

    These “illegal fatwas” include rulings issued by Leicester sharia clinic Darul Iftaa.

    Its website claims that sharia decisions are offered by Mufti Muhammad ibn Adam al-Kawthari, who is described as a young traditionally trained scholar who has studied in different parts of the world, but who was born in Leicester.

    The site advises husbands that they may coerce their wives into sex.

    It states: “When a man calls his wife for sexual intimacy, she should come, even if she is busy in the cooking area.”

    In another ruling, the site states: “As for the wife it is not permissible for her to leave her husband’s house without his consent. A wife who disobeys her husband, especially in leaving the house without his permission, is ‘disloyal’, based on a famous Quranic verse.”

    The online clinic also warns Muslims against joining the Police, tells Muslim lawyers they should follow the sharia ahead of UK law, and tells one woman she cannot leave home without her husband’s consent.

    Harsh edicts passed down by another online Midland sharia tribunal include banning a young man from working as a taxi driver and telling a Muslim woman not to have IVF treatment.

    “Is it permissible for a Muslim woman to have fertility treatment using a donor egg from another Muslim or non-Muslim woman?” a questioner asks the Leicester-based online service Ask an Alim.

    She is told: “Scholars dislike this practice. Other means should be sought.”

    Online fatwas are also offered to Muslims by the IslamOnline service.

    The site has a web forum for questions on sharia law, which outlines the code’s brutal punishment for the “crime” of homosexuality.
    “Homosexuality is an abomination and a grave sin,” the website says.

    “Different penalties exist for it: in the Hanafi school of thought, the homosexual is punished through harsh beating, and if he or she repeats the act, the death penalty is to be applied.”

    IslamOnline, which runs an “Ask the Scholar” service, also advocates attacks on US and British troops, telling young Muslim men that “fighting against the enemies who are invading Muslim countries is a legal obligation”.

    The extent to which sharia law already operates in Britain was the subject of concern yesterday after it emerged that at least 10 Islamic "courts" are sitting across the country.

    The existence of the courts, in towns and cities including London and Birmingham, heightened anxiety following the Archbishop of Canterbury's remarks that the introduction of some elements of Islamic law was "unavoidable".

    The majority of cases heard in the courts involve divorce or financial disputes, but one reported case involved a gang of Somali youths who were allowed to go free after paying compensation to a teenager they had stabbed.

    Extremists were said to have used the spread of sharia courts to justify calls for Islamic law to be adopted "wholesale" for Muslims living in Britain.

    Anjem Choudary, a solicitor and former senior figure in the banned organisation Al-Muhajiroun, said: "Some element of family law or social and economic law will not work. It has to be adopted wholesale. It will not happen tomorrow but it is inevitable because sharia is superior and better for mankind."

    Despite grave warnings from lawyers about the dangers of a dual legal system, criminal cases are already being dealt with by some of the unofficial courts.

    In 2006 an Islamic Council sitting in Woolwich, south-east London, heard the case of the Somali gang, who had been accused of stabbing another Somali teenager and were reportedly arrested by the police.

    Aydarus Yusuf, a youth worker, told Radio 4's Law in Action programme that the suspects were released on bail after the victim's family said the matter would be dealt with by the Islamic community. "All their uncles and fathers were there," said Mr Yusuf.

    "So they all put something towards that and apologised for the wrongdoing." The Metropolitan Police said it was unaware of the case, but admitted that officers sometimes did not proceed with assault cases if the victim decided not to press charges.
    Mr Yusuf told the programme that he felt more bound by sharia law than by the laws of his adopted country.

    "Us Somalis, wherever we are in the world, we have our own law,'' he said. "It's not sharia, it's not religious, it's just a cultural thing.''

    He said sharia's great strength was that those who appeared before religious courts would avoid re-offending so as not to bring shame on their families. The first sharia court in the UK started in Birmingham in 1982, and others have followed in London, Rotherham and Dewsbury, West Yorks.

    Although their rulings are not recognised by English law, participants often agree to abide by the court's decision in the same way that Jewish civil disputes are often settled in their own court, the Beth Din.

    Divorces must still be ratified by civil law courts.

    Omar Bakri Mohammed, the former leader of Al-Muhajiroun, who is banned from entering the UK, said: "If sharia law were introduced it would have all kinds of benefits. It would get rid of drinking, night clubs, casual sex, homosexuality, prostitution, gambling and usury."

    David Pannick QC, a leading human rights barrister, said that if criminal law and marriages were dealt with by sharia courts

    If member states of the European Union are forced to accept foreigners as a condition of membership, nobody should be surprised if these same states take sensible steps to protect their peopole from terrorist attacks.
