(Bloomberg) -- U.S. Customs and Border Protection has put up just 1.7 miles of fencing with the $1.57 billion that Congress appropriated last year for President Donald Trump’s wall along the Mexican border, a federal judge was told.
A lawyer for the U.S. House of Representatives provided the information Tuesday to the judge in Oakland, California, who is weighing requests from 20 state attorneys general and the the Sierra Club to block Trump from using funds not authorized by Congress to build the wall.
"The administration recently provided updated information to Congress on the status of its efforts as of April 30, 2019," the attorney, Douglas Letter, said in a court filing. "Based on that updated information, it appears that CBP has now constructed 1.7 miles of fencing with its fiscal year 2018 funding."
That was 3/4 of a mile more than the administration reported at the end of February, Letter said.
U.S. District Judge Haywood Gilliam had asked for the information at a May 17 hearing.
Representatives of Customs and Border Protection didn't immediately respond to a request for comment after regular business hours.

I think it's that "lawyer from the US House of Representatives" "thingy" reported by a Canadian news agency.

$1.57 billion dollars for 1.7 miles of that? What is that, about eighteen feet tall? According to the numbers Trump has given in the past, that dinky fence is way over budget! I still remember him saying he would build 1,000 miles of 30-ft wall (wall, not fence) for $25 or so billion dollars. I think that was a number quoted back in 2017. Of course I think the expected cost has increased since then, but not to this level.

Only a small fraction of the 2,000-mile wall President Trump vowed as a candidate to build on the U.S.-Mexico border has gone up since he took office more than two years ago, according to a document the defense agency overseeing construction provided to Sen. John Hoeven, R-N.D.

Exactly 39.8 miles of wall — technically steel bollard fence — have been installed along the southern border since January 2017, for an average of 1.7 miles per month.

"The Corps has told our office that they have completed construction on 39.8 miles using FY17 appropriations funding, and that additional projects using FY18 funding are underway," a representative for Hoeven's office wrote in an email to Washington Examiner.

However, earlier this month, the Defense Department agency overseeing construction told Trump 82 miles had been completed by his administration.

“We have put in the ground over 82 miles that is up to date. And then, right now, by the end of this year, we’ll have another 97 miles that will go in," Army Corps of Engineers Lt. Gen. Todd Semonite told Trump during a visit to Calexico, Calif., April 5.

The Washington Examiner asked the Army Corps to clarify how many miles of wall it has put up over the past 23 months, but the corps said only Customs and Border Protection could provide the figure.

CBP did not provide a number. The Department of Homeland Security and White House also did not share how many miles of barrier have gone up under Trump even though, publicly, Trump and his campaign have touted the progress they claim has been made on the project.

Trump's 2020 campaign debuted the slogan "Finish the Wall" at his first rally of 2019 in El Paso, Texas. At one point during his speech, the crowd began cheering, "Build that wall." Trump responded, "Now you really mean 'finish that wall' because we've built a lot of it."

Acting Homeland Security Secretary Kevin McAleenan echoed that sentiment earlier this week when he told NBC News the Trump administration was "aggressively" working to build the wall.

Although the campaign has made the border wall its main messaging line in the 2020 race, a spokeswoman could not confirm how many miles of barrier have been erected since January 2017.

"No President has been as strong, relentless, and unwavering on border security as President Trump," Kayleigh McEnany, national press secretary for the campaign, wrote in an email. "From an emergency declaration and a veto to withholding aid from countries that serve as an origin for the illegal immigration crisis we face, President Trump has made good on his promise to build the wall, secure the border, and protect the American people..."

Congress in 2017 approved 40 miles of new and replacement wall. By next month, those 40 miles of construction in San Diego, Calif.; Santa Teresa, N.M.; Calexico, Calif.; and El Paso, Texas, will be completed.

In the 2018 omnibus, lawmakers also approved around 70 miles of new and replacement wall in the Rio Grande Valley of Texas, various regions of California, and Yuma, Ariz. To date, less than one mile has been installed.

No other projects have been awarded with fiscal 2019 money that was approved in February though Semonite has claimed the Corps will put up 450 miles of wall in the next year and a half.

Hoeven said he has serious concerns with that claim. “Given the situation at the southern border, we need to secure the border. The construction process needs to be transparent, and the border wall built as efficiently and effectively as possible," he said.

Sen. Kevin Cramer, R-N.D., called last month for the Army Corps to be "fired" because it has "wasted taxpayer funds and been egregiously slow in constructing physical barriers" on the U.S.-Mexico border.

“The president prides himself on accomplishing projects on time and under budget. Unfortunately, current construction of the wall has been contracted out to the USACE, and on time and under budget has not characterized their work. Below are three specific examples of how the USACE has wasted taxpayer funds and been egregiously slow in constructing physical barriers on our southern border," Cramer said in a statement at the time.

Roughly 700 miles of the 2,000-mile border has some sort of barrier as a result of the Secure Fence Act. Around 300 miles of that is a vehicle barrier that is less than four feet tall.

The Trump administration has built less than 2 miles of new border barriers using the $1.57 billion Congress allocated to the project for the fiscal year that will end September 30, according to a letter filed Tuesday in federal court.
House of Representatives general counsel Douglas Letter made that revelation to Judge Haywood Gillam, citing information the administration provided to Congress about its efforts through the end of April.
'Based on that updated information, it appears that CBP has now constructed 1.7 miles of fencing with its fiscal year 2018 funding,' Letter wrote.

A U.S. Customs and Border Protection spokesman told DailyMail.com in March that it had not erected any walls at all to protect previously unbarricaded sections of America's southern border.
'The first new wall project, where no barrier currently exists, is anticipated to start in April,' CBP spokesman Roger Maier said at the time. He identified Hidalgo County as the construction project's location, a border zone along a meandering 50-mile stretch of the Rio Grande.
CBP said last year that it was 'designing and constructing approximately 25 miles of levee wall system' in that county, whose anchor is the the border city of McAllen.
Maier did not immediately respond to a question on Wednesday about whether the Hidalgo County project has proceeded.
CBP wrote in March, after DailyMail.com reported Maier's comments, that it had 'built 38 miles of new border wall system in CA NM & TX—providing new capability by replacing ineffective infrastructure, like Normandy-style barriers designed only to stop vehicles, not people on foot.'

Trump said Monday night during a rally in Pennsylvania that 'the wall is being built as we speak.'
'We'll have almost 500 miles of wall by the end of next year,' he boasted, inviting an audience member on stage who was wearing a suit made of brick wall-print fabric.
White House Press Secretary Sarah Sanders upper the ante Wednesday morning, saying the administration will hit that landmark by the end of 2019 and that Letter cited 'an incorrect number.'
'I know that there have been – there's over 100 miles, I think it's close to 115 miles that have been finished,' she said on 'Fox & Friends.'
'We feel comfortable and confident that we're on track to get right around 500 finished by the end of the year,' Sanders insisted.
Letter's letter doesn't address the possibility that the Trump administration has used money for wall-building other than the funds Congress appropriated for this year.
The president has rediirected billions of dollars to the project through a national emergency declaration, while claiming at the same time that the project has long been underway.
Both houses of Congress voted to rescind that declaration with a resolution that the president vetoed in March.

Trump is shocked that immigrants are dying while crossing border

The administration has awarded contracts for just 244 miles of barriers so far, and more than half of the money required to pay for those projects is earmarked from emergency-declaration funds that court battles have, at least temporarily, put out of reach.
Of those 244 miles' worth of contracted walls, 230 would be replacements to barriers that existed when Trump became president in January 2017.
Judge Gillam presides over two separate lawsuits aimed at stopping Trump from using emergency-declaration money to fund construction that Congress has refused to pay for.
California and 19 other states brought one suit. Plaintiffs in the other include the Sierra Club and the American Civil Liberties Union.
Trump has boasted in the past that '[w]e have already built large new sections' during his time in the White House.
But border barriers erected between the U.S. and Mexico since Inauguration Day 2017 have consisted almost exclusively of supplements to existing walls and replacements for outmoded or decreipt barriers.
Maier said in March that CBP had 'constructed approximately 38 of 40 miles of wall in place of outdated designs,' using funds Congress appropriated for fiscal 2017.
Those replacements are up in San Diego and El Centro, California; Santa Teresa, New Mexico; and El Paso, Texas.
'This barrier replaced dilapidated infrastructure, half of which was Normandy-style vehicle barrier,' he said.

State of Texas has had them running up and down the Rio Grande for years now.

IF vehicle barrier is being replaced with that 18 ft. fence Trump is putting up, this obviously matters. IF that corrigated metal fence that is ready to fall down because of rust and age, is being replaced, it obviously matters also. THING IS, we need much much more than 500 miles of new wall on that border. YES, it appears a ton of what's already up there needs to be replaced because it's worthless vehicle barrier or that old corragated metal fence that was never any good in the first place unless it has razor wire on top of it. We probably need a MINIMUM of 1000 miles of fence and it really needs to be double fence with razor wire on both layers of it with a road in between.

In the Steve Hilton interview, the President said 400 to 500 miles by the end of next year, 2020, not this year. Either Sarah misspoke or was misquoted by the Daily Mall. I can't find a YouTube of her statement and missed it live today. But it's not the end of this year, it's next year, according to the President's statement.

A lawyer for the Democrat-controlled U.S. House of Representatives provided the information Tuesday to the judge in Oakland, California, who is weighing requests from 20 state attorneys general and the the Sierra Club to block Trump from using funds not authorized by Congress to build the wall.

Border Wall On US Mexico Border Continues To Be Sticking Point Driving Government Shutdown Into Its Third Week

A May 20 report by Customs and Border Protection on the status of the border wall specified that the $1.5 billion in 2018 funding is being used to update or build 80 miles of the border wall.

That includes 14 miles of new and updated wall panels near San Diego, which is expected to be finished early next year, and 13 miles of new construction in the Rio Grande Valley. It’s not clear when that part will be finished.

The report doesn’t state how much of the $1.5 billion has been spent to date, and doesn’t contradict Letter’s claim. The U.S. Army Corps of Engineers did hand out more than $800 million of the 2018 funding for new contracts, according to the report.

Contracts also have been awarded for 41 miles of new wall to replace pedestrian fencing in San Diego and Calexico, California, and Yuma, Arizona, which should be completed late next year, according to the report. Another 12 miles of new wall in the Rio Grande Valley requires additional consulting with local officials, the report said.

President Donald Trump also commented on the progress of the wall construction on Twitter Wednesday, saying “tremendous work is being done.”

In all, $6.1 billion in funding has been committed since 2017 for the wall, both to Customs and Border Protection and the Defense Department, for 336 miles, according to the report.

I guess that was the plan to begin with by those who fabricated the story.

I think Trump has done more than enough to discourage voters about the wall. We now know that he has BP going around the fence to help the invaders in. They claim they are "obligated" to because they have stepped foot on US soil. Therefore we now know as long as Trump is President a wall is useless.

Oh, so, you didn't know how our asylum and UAC laws worked before Trump was elected President? Interesting.

I wasn't a big wall fan as people here know, until the new Trump design of the tall slated fence with the spikes. I like that one, and it should work pretty well, especially the ones they build 30 feet tall.

So I hope he can finish as much of that as possible.

The wall has nothing to do with our asylum or UAC laws and won't stop one of those types of invaders. To stop access of those types of invaders to the United States, you have to change the laws. That's one of the many reasons the 2018 Midterms were so important to our cause here. Unfortunately, they didn't go our way, and now we're stuck with the consequences of losing the US House of Representatives.
