    Former Texas Congressman and Associate Indicted for Multi-Year Fraud Scheme

    A former U.S. Congressman and one of his associates were indicted today for their roles in orchestrating a scheme to steal hundreds of thousands of dollars from charitable foundations and the individuals who ran those foundations. Some of the funds were allegedly used to illegally finance the politician’s campaigns for public office and to pay for his personal expenses and those of his associates.

    Acting Assistant Attorney General Kenneth A. Blanco of the Justice Department’s Criminal Division, Acting U.S. Attorney Abe Martinez of the Southern District of Texas, Assistant Director in Charge Andrew W. Vale of the FBI's Washington Field Office and Special Agent in Charge D. Richard Goss of IRS Criminal Investigation’s (CI) Houston Field Office made the announcement.

    Former U.S. Representative Stephen E. Stockman, 60, of Clear Lake, Texas, and the former director of special projects in Stockman’s congressional office, Jason Posey, 46, formerly of the Houston, Texas, area, were charged in a 28-count superseding indictment with mail and wire fraud, conspiracy, making false statements to the Federal Election Commission (FEC), making excessive campaign contributions and money laundering. Stockman is also charged with filing a false tax return that concealed his receipt and personal use of the fraudulent proceeds, while Posey is charged with falsifying an affidavit in order to obstruct an FEC investigation. Thomas Dodd, a former special assistant in Stockman’s congressional office, pleaded guilty to his involvement in the scheme on March 20, 2017.

    According to the superseding indictment, from May 2010 to October 2014, Stockman solicited approximately $1,250,000 in donations based on false pretenses. Specifically, the indictment alleges that in 2010, Stockman diverted a significant portion of $285,000 donated to charitable causes to pay for his and Dodd’s own personal expenses and to further Stockman’s own interests. The indictment further alleges that in 2011 and 2012, Stockman and Dodd received an additional $165,000 in charitable donations, much of which Stockman used to finance his 2012 congressional campaign.

    Shortly after Stockman took office in the U.S. House of Representatives in 2013, he and Dodd allegedly used the name of a nonprofit entity to solicit and receive a $350,000 charitable donation. Stockman allegedly used this donation for a variety of personal and campaign expenses, including illegal conduit campaign contributions, a covert surveillance project targeting a perceived political opponent and payments associated with Stockman’s U.S. Senate campaign in early 2014.

    The superseding indictment further alleges that, in connection with Stockman’s Senate campaign, Posey used a nonprofit entity to secure a $450,571 donation in order to fund a mass-mailing project attacking Stockman’s opponent. Only approximately half of the donation was spent on the mail campaign, and Posey used a portion of the unspent balance to pay for expenses associated with Stockman’s Senate campaign and to fund personal expenses, according to the charges.

    The charges and allegations contained in the superseding indictment are merely accusations. The defendants are presumed innocent until and unless proven guilty.

    The FBI and IRS-CI conducted the investigation. Trial Attorneys Ryan J. Ellersick and Robert J. Heberle of the Criminal Division’s Public Integrity Section and Assistant U.S. Attorney Melissa Annis of the Southern District of Texas are prosecuting the case.

    Over a million $$$ in charitable donations spent on themselves - all politicians, appointments, hillary need lie detector tests pre employment screening.

    This is wrong and certainly should be prosecuted.

    This, however, is small potatoes - very small potatoes - to what is going on in our government and his transgressions have done a rather insignificant harm to the American people- compared.

    IF - you look at encouraging and protecting illegal aliens into this country, bringing in millions of immigrants for Americans to support, ditto 'refugees', actual terrorists.

    How about outsourcing jobs, bringing in H1B workers they know actually replace working Americans?

    How about interfering in, causing wars, getting involved in wars to pay off your contributors - who are making obscene profits from these wars? Wars that the politician nor their children will have to fight?

    How about giving monies - called foreign aid - to make sure corporations can operate in a country, doing untold damage to the country and it's people?

    How about selling off institutions built by the citizens and taxpayers of this country to private corporations? The American people created and supported the Post Office, and now it is a 'private' corporation - gouging the American people. Sent any packages lately -

    How about our education system? What is 'school choice' and 'vouchers' but privatizing our education system. It is monies taken from public education to operate private schools. People think this is good because they believe their children will benefit. First, it will be the wealthy and connected who will benefit - then it will be the 'minorities' who will get the slots and if there is any room left over, the children of ordinary working, tax paying, people will get slots.
    That will leave a huge portion of children in poorly operated, poorly producing schools - and no one will care.

    Also, think about vouchers and private schools - there simply aren't enough private schools to accommodate those who want it. You can bet there will be plenty for the wealthy, and there will be a whole lot for the 'minorities' of our government's choosing.

    People need to check into the 'Turkish Gulen Harmony Charter Schools'. They are operating all over the country - but most in Texas.

    How about prisons? Prisons are supposed to be a little more than just a warehousing of criminals. It is an arm of our justice system. As such, should never been operated and overseen by private corporations.

    I don't know all the things that have been privatized - roads turned into toll roads and owned by corporations.

    This is nothing more than our government selling off the institutions we, the taxpayers, built over the years.

    Think about it next time they talk about how private enterprise can operate it better. Maybe it can - that hasn't been proven - but what if it doesn't? Do we, the taxpayers, pick up the pieces and pay to put it bact together - while we deal with the problems create by their operations - especially in prisons, schools, etc?

    OK, so this guy was a greedy soul - ask yourself why they went after him when there were such bigger fish?

    Maybe to make a show and pretend they are doing something.

    Maybe he didn't share his ill gotten gains?

    It certainly wasn't because he stole all that much money (compared to others), or because his crime caused much harm to others (again compared to others).

    Well, don't forget he is Republican and most of the staff in the US Justice Department are still Democrats. People can call them non-partisan but we know that "just ain't true". Yes, what he did was wrong, but like you say, it's small potatoes compared to the real crooks out there, and who knows, he may be innocent. Most Republican politicians charged by the US Justice Department have ultimately proven their innocence and had their verdicts over-turned.
