France is considering declaring Marseilles, its second largest city, a ‘NO-GO’ Zone due, primarily, to rampant Muslim violence.

Apparently, a plan put forth about a year ago, by the French government to boost policing in 15 of the most crime-ridden parts of France in an effort to reassert state control over the country’s so-called “no-go” zones: Muslim-dominated neighborhoods that are largely off limits to non-Muslims.

The crime-infested districts, which the French Interior Ministry has designated as Priority Security Zones include heavily Muslim parts of Paris, Marseilles, Strasbourg, Lille and Amiens, where Muslim youths recently went on a two-day arson rampage that caused extensive property damage and injured more than a dozen police officers.

At last count, there were a total of 751 Sensitive Urban Zones, a comprehensive list of which can be found on a French government website, complete with satellite maps and precise street demarcations. An estimated five million Muslims live in the ZUS — parts of France over which the French state has lost control.

From Le Figaro (via Vlad Tepes h/t Susan K) Wednesday, the Minister of Interior rejected the proposal advanced by Eugene Caselli, the socialist president of the urban community, and others before him, to classify the entire Phoenician City as a Priority Security Zone (ZSP in French).

In a letter addressed to Manuel Valls, the socialist elected official complains about the situation and denounces “intolerable exactions”. “I’m worried and angered. The situation has become so widespread that it warrants a maximum response”, writes the elected official Eugene Caselli, also candidate for the socialist primary elections for the local elections of Marseilles in 2014.

On France-Info, Manuel Valls rejected this radical measure: “We will not put all of Marseilles in a priority zone of safety. The ZSP’s are targeted devices”. In Marseilles, “there is only the city centre which is not in a zone of priority safety. The south and north districts are already in priority zones of safety; and in the city centre, we have created dedicated units (…) that actively patrol ”, he recalled.

Eugene Caselli had advanced this proposal after a wave of new violence at night on Monday to Tuesday. A little before midnight, a body had been found partly burned in a town bordering Marseilles, in Pennes-Mirabeau. The 22-year old young man was killed by a bullet to the head.

Two men in their thirties were wounded by bullets in an industrial zone of the Saint-Pierre district. Finally, a driver of a garbage truck was a victim of several paintball shootings, when he drove au niveau de la traverse de la Jarre, not far from an area in a ZSP.

But the classification of the whole of Marseilles as a priority security zone is an old claim. In August 2012, UMP senator and mayor of Marseilles, Jean-Claude Gaudin, had also made this request in Le Figaro .

A few days earlier, the socialist senator Samia Ghali had required the intervention of the military. The creation of a second priority security zone had then been decided. A first zone already covered the North District in the 3rd, 13th, 14th, 15th and 16th zones. Since November, the 9th, 10th and 11th zones in the South of the city are equally concerning. The authorities are taking concerted action appropriate with the acts of delinquency met on the ground.

The Alliance Police Union on the classification of the entire Marseilles as a priority security zone: “It is necessary to take into account the specificities of the Marseilles territory. Forty “districts” (cités) are classified as being at risk by the Prefecture (administrative jurisdiction), they are inside the city and not only in the areas defined by the government”, justifies David-Olivier Reverdy, spokesman of the Alliance for the Mediterranean zone. He denounces “a splash effect” by explaining why “the delinquency does not know borders, it shifts according to the actions of police force”.

From 1980 to 2000 rapes increased fivefold and seven percent of French women have been subjected to this crime. Each year, 75,000 people are raped.

According to official indication 1,000 murders are committed per year, but a sociologist estimates that the real figure is 45 percent larger. The number of burglaries, robberies, car arsons and other vandalism has long been on the rise. Annually 105,000 robberies are committed - including bank robberies - without weapons, plus 6,200 with the use of firearms and 9,500 with a knife. The total annual cost of crime is 115 billion euros - 5.6 percent of gross domestic product (published 2010 in the newspaper Le Figaro). Other expenses include 30 billion euros in pensions to immigrants. In addition, scores of other heavy expenditure such as restoration of rental housing, the operation of prisons, increased resources for police and fire departments, etc.

A 15-year-old, burqa-wearing Muslim convert fled her home in Mulhouse, near Strasbourg, to join her 28 year-old husband, whom she married 'over the phone.'

French police have charged seven men with removing a child from her parents’ care, after a 15-year-old convert to Islam, whose father is British, left home after "marrying" a 28-year-old Muslim man “over the phone".

The charges were brought after an investigation by police in the eastern French town of Mulhouse into a shady online scheme which put Muslim men in contact with young girls, who are newly-converted to Islam.

After being introduced, the men then ‘marry’ the young girls online and over the phone.

The scheme came to light earlier this month after a 15-year-old girl, whose father is British, ran away from home to live with an older Muslim man.

The girl had recently converted to Islam, along with three girlfriends, aged 17, 18 and 19, without her Christian parents' knowledge after frequenting social network internet sites.

Her father informed local prosecutor Hervé Robin that his teenage daughter began wearing a burqa and voicing extreme Islamist views.

Robin told regional daily Le Dauphiné Liberé that the teenager claimed to have married the 28-year-old “over the phone” .

On May 6th, the girl’s father called police, alerting them to the fact that his daughter appeared to have run away.

Using a signal from the 28-year-old suspect’s mobile phone, police were able to geolocate him in Valence, 500km away in the Drome department of central France, along with his new teenage ‘wife.’

The girl, who told investigators this was her second marriage, after being denounced and rejected by her first husband, has since returned home to live with her parents in Mulhouse, while prosecutors carry out their investigation.

Her ‘husband’, himself a convert to Islam, has been remanded in custody in Mulhouse, a town 100 km from Strasbourg and next to the Swiss border.

Among the seven being held is a man from Moulins, central France, who is suspected of being the ringleader of the scheme.

The Lowdown: A council has decided not fly the flag of St George, England’s patron saint, over concerns that it would offend the 16 Muslims living in the town.

Eleanor Jackson, a university lecturer in Radstock, Somerset, said that the flag might be offensive because it was also flown during the Crusades 1,000 years ago.

Reportedly, a council meeting was being held to try and decide what type of flag should be flown on the civic flagpole (which has been recently fixed up) in a town of just over 5,000 residents.

Jackson piped up: ‘My big problem is that it is offensive to some Muslims, but even more so that it has been hijacked by the far right. My thoughts are we ought to drop it [sic] for 20 years.

Talking to the press, the council chair Lesley Mansell said: ‘We were presented a list of every flag we can fly as a local authority but the council agreed that we did not want to fly all of them and simply wanted to purchase our own Union Jack.

‘The statement made by one Councillor regarding the St George’s flag was not really taken into consideration.’
Apparently local Muslims said that the concern raised was ‘oversensitive’, and the Muslim Council of Britain said: ‘St George needs to take his rightful place as a national symbol of inclusivity rather than a symbol of hatred.’ We’re not sure when it has been a symbol of hatred, but then what do we know?

The council eventually decided to buy a Union flag (the normal red, white and blue arrangement) to fly on Armistice Day, as well as a Lesbian, Gay, Bisexual and Transgender (LGBT) for appropriate days, and an In Bloom flag to celebrate the local gardening contest.
