    Portland police arrest 20 after gatherings outside Justice Center, Southeast Precinct

    Around 10 p.m., Portland Police tweeted that they heard the crowd outside the Southeast Precinct chanting that they wanted to burn the building down.

    PORTLAND, Ore — Portland police officers arrested 20 people at two separate gatherings Thursday night and early Friday morning.

    Groups gathered outside the Multnomah County Justice Center in downtown Portland and the police bureau's Southeast Precinct at Southeast 47th Avenue and East Burnside Street.

    Around 10 p.m., Portland Police tweeted that they heard the crowd outside the precinct chanting that they wanted to enter the property and burn the building down. Police said protesters would be subject to arrest and use of force if they entered the property.

    In downtown Portland, around 10:45 p.m., the crowd began removing a fence around Lownsdale Square, near Southwest 4th Avenue and Salmon Street. The fence was installed Thursday morning after police cleared demonstrators from Chapman Square and Lownsdale Square parks.

    Portland police came to reinstall the fence and demonstrators threw bottles at officers.

    Around 11:15 p.m., federal officers fired pepper balls at protesters who got too close to them. Shortly after that, a person lit a firework in the direction of the feds and they responded with tear gas, flashbangs and chasing people out of the area.

    Acting Homeland Security Secretary Chad Wolf, who was in Portland on Thursday, said in a tweet that two federal officers were injured by frozen bottles.

    Meanwhile, at 11:45 p.m., the police bureau declared an unlawful assembly outside the Southeast Precinct and ordered everyone to leave. Police said people in the crowd threw rocks, bottles and sticks at officers.

    Officers began dispersing the crowd and making arrests about 10 minutes later. Police said one of the group members drove up behind officers in a car and narrowly missed them.

    Police stopped arrestg people and the crowd returned to the precinct and blocked East Burnside Street.

    Back downtown, the crowd dismantled most of the fence around Lownsdale Park and moved it into Southwest Main Street around 12:30 a.m.

    At 12:45 a.m., police outside the Southeast Precinct dispersed the crowd and arrested several people.

    Both crowds began to leave over the next few hours.

    Portland police officers did not use any CS gas, the bureau said.

    Nightly gatherings and violence have been going on in Portland for nearly two months. The violence and destruction in downtown Portland have also been in the national spotlight, as of late.

    Wolf sent out a news release Thursday morning condemning "rampant, long-lasting violence" in Portland, complete with a timeline alleging violence by anarchists on Portland streets.

    "This siege can end if state and local officials decide to take appropriate action instead of refusing to enforce the law. DHS will not abdicate its solemn duty to protect federal facilities and those within them. Again, I reiterate the Department’s offer to assist local and state leaders to bring an end to the violence perpetuated by anarchists,” Wolf said.

    Portland city leaders said they did not ask for help from federal officers and they want them out of the city.

    Federal courthouse becomes center of protest movement in Portland

    The Department of Homeland Security and local officials clash over how to handle the violence; William La Jeunesse reports.

    A Black man carrying an American flag stood outside Portland’s Federal Courthouse Saturday night, telling a crowd of protesters that “none of you guys represent Black lives” as they tore down a fence during the city’s sixth straight week of nightly unrest.

    Jorge Ventura, a reporter with the Daily Caller, captured video of the unnamed man sitting outside the courthouse when demonstrators began to remove the fencing surrounding the already vandalized and spray-painted building.

    The man, wearing a face mask and holding an American flag, can be heard telling protesters that he lives in Portland as they ask him to move so they can occupy the steps of the courthouse. He asks protesters “why” they are taking down the fence.

    “If you stand for justice come here and stand with me, stand with me because I stand for justice,” the man says in the video. “I’m not here to tear down this f----- fence, I’m not here to spray-paint.”

    “It’s going on every day,” he continues. “If you don’t want to get gassed, stop! It has to stop!”


    As members of the crowd shout obscenities, the man says: “None of you guys represent Black lives."


    PORTLAND POLICE DECLARE RIOT AFTER FIRES SET, FENCES MOVED


    Ventura recorded additional video of demonstrators taking down the fencing and stacking it against the courthouse. Others can be seen using fencing and hammers to strike and damage the walls of the building.


    Portland Police said protesters used the fencing to barricade doors at the Justice Center and Federal Courthouse. Some in the crowd tried to persuade them to stop, but were shouted down, police said.

    Protesters lit other small garbage cans and street fires, while a bonfire was lit at the base of the ruined Elk statue, police said. A police vehicle was also vandalized.

    Police declared the incident a riot and began clearing the area after protesters broke into a Portland Police Association office building and started a fire inside.



    “As the crowd was dispersed, several people in the crowd were arrested and officers were able to extinguish the fire,” police said in a statement Sunday. “Portland Police did not use any CS gas.”

    Tear gas was deployed, according to pictures and video from the scene, but it was not necessarily CS gas.


    Oregon’s largest city was in its second month of nightly unrest since the May 25 death of George Floyd in police custody in Minneapolis.

    Businesses in downtown Portland have suffered $23 million in damage and lost business amid the chaos and violent protests, officials said earlier this month.

    During this time, the violence in the city has included protesters throwing bottles, pieces of metal fence, rocks and paint-filled balloons at officers, injuring some, police have said. A federal officer was also attacked with a hammer.

    However, some officials have criticized police for their response to the protests.


    City Commissioner Jo Ann Hardesty over the weekend accused the Portland Police Bureau of collaborating with the federal Department of Homeland Security (DHS) in what she described as an “aggressive clampdown of peaceful protest.”

    Attorney Billy Williams and others expressed concerns after videos on social media appeared to show unlabeled officers in unmarked vehicles suddenly grab rioters off the streets, without appearing to identify themselves or read suspects their Miranda rights.

    On Friday, Oregon Attorney General Ellen Rosenblum sued DHS and the U.S. Marshals Service over the conduct of federal officers in the city.


    A Portland Police statement on Saturday said the city's police supports peaceful protests, and beginning Saturday night DHS police wouldn't work in the Portland Police incident command center.
