Yes, they didnt get the 2/3 rds support but thanks to the illegal TPA Bush signedthey are going to push it through unless it is challenged with someone with big $

Trade Promotion Authority
On August 6, 2002, President Bush signed the Trade Act of 2002. The Act gives the President Trade Promotion Authority (TPA), under which future international trade agreements will be subject to an up-or-down vote, but not amendment, in Congress.
TPA will promote freer trade by giving other countries confidence that the agreements they negotiate with the United States will not be subject to subsequent renegotiation.
TPA will bring important economic benefits to the United States and its trading partners. This authority will be used to implement trade agreements that will encourage trade and investment, including in environmental goods and services.
Increased trade is a proven strategy for building global prosperity and adding to the momentum of political freedom. Trade is an engine of economic growth. It uses the power of markets to meet the needs of the poor.
History shows that as nations become more prosperous, their citizens will demand, and can afford, a cleaner environment. Greater freedom for commerce across borders eventually leads to greater freedom for citizens within the borders.
Trade gives all nations the hope of sharing in the great economic, and social, and political progress of our age.
The Bush Administration intends to complete ongoing negotiations on Free Trade Agreements with Singapore and Chile and to initiate new negotiations with other trading partners, including Morocco and the governments of Central America. Each of the agreements that qualifies for implementation under TPA will be subject to environmental and labor reviews and will include commitments intended to ensure that trade, environment, and labor policies are mutually supportive.

Perhaps that could be a solution. Strange, most of those who accepted this treaty are from Northern States....Just an observation.

I am pleased to see NORTH CAROLINA declined the procurement rules.
Sad though that it doesn't matter any more. They were BUSHWHACKED!!

Right....so this greater freedom of commerce across borders eventually leaders to greater freedom for citizens within the borders "theory" worked well for Mexico and their 1,500,000 farmers who lost their land, their livelihood, their homes and because of the new poverty caused by NAFTA were forced to migrate to the United States and steal our jobs, our livelihoods, and our country.

AND when you bankrupt a local farmer in another country with your TPA, you bankupt the farmer's entire family and extended family. So if NAFTA affected 1,500,000 Farmers, that affected the Farmer, the Farmer's Wife, the Farmer's 10 children, and the Farmer and the Farmer's Wife's elderly parents...so that's about 16 people minimum per farm so wow...that's alot of bankrupt people isn't it? That's 24,000,000 people in Mexico impoverished by NAFTA who are now here in the USA impoverishing American Citizens.
TPA - Bankrupt Locals in Foreign Trade Partner Nations
TPA = Migration to US to Bankrupt Local American Citizens.
Really, they should change the name to what it really is:
PPA = Poverty Promotion Authority.

U.S. going toward elite supremacy from Mexico and U.S.
I am saving my money as much as I can right now. I see this country basically becoming communist allready. Bush is wanting for us to have two social classes- rich and poor. On Lou Dobbs friday night, his substitute gave us good look at the new jobs he claims have been created. Of course it was softened by saying jobs have only increased among college/high school students and blacks and minorities. I am sorry, but here in Mass, at the Pizzeria Uno I worked at, the only blacks I saw were either brazillian, dominican, cape verdian or haitian. All most of those low end employers will accept a passport as i.d. or legal verification and don't even check
