The way the rupee is trending against the dollar, it would do them a world of good to use the inflow of foreign investments to build facilities that also serve them. The RBI keeps trying to manage things, and everything they do works a little bit for a little while. They should not have to be job beggars abroad, and perhaps that helps explain the chip on their shoulder.

And, does the 'put-down' culture have anything to do with a legacy of the caste system? It has always seemed to us that Hindu culture has enshrined a 'blame the victim' dogma. The caste system seemed designed to reduce competition and enforce order in a high population density situation.

Yes but there is no visa 'problem' - if the international bodyshops could be kept out of it, we'd only need maybe a couple of hundred, maybe a couple of thousand, per year if we were really just cherry picking the best and brightest. The fact is that while things won't reverse themselves overnight, a change in the global economic tide is beginning to be felt.
