Hunt for shooter after law enforcement officers wounded in California

    By Cheri Mossburg, CNN
updated 9:24 PM EDT, Fri October 25, 2013

Police in Northern California were searching Friday for Samuel Duran after at least two law enforcement officers were wounded.

    STORY HIGHLIGHTS

    • Federal and local law enforcement encounter gunfire in Roseville, California
    • Official: An Immigration and Customs Enforcement agent is "stable" after being shot
    • Dispatcher: At least 1 other, believed to be a Roseville police officer, is also shot
    • The suspect remains at large

(CNN) -- A manhunt is on after at least two law enforcement officers -- including an Immigration and Customs Enforcement special agent -- were shot on duty Friday in Northern California, authorities said.

The member of ICE's Homeland Security Investigations unit was working alongside local police in Roseville -- a community about 20 miles northeast of Sacramento -- when he was shot shortly after 3 p.m. (6 p.m. ET), ICE spokeswoman Virginia Kice said.

The wounded federal special agent was rushed to a local hospital, where he was reported to be stable and alert a few hours later, according to Kice.

At least one other law enforcement officer -- believed to be a Roseville police officer -- was also shot, according to a police dispatcher.

But it was not immediately known whether that took place during the initial 3 p.m. encounter or during the subsequent manhunt, nor was this officer's condition known.

No arrests had been made by 5:40 p.m. (8:40 p.m.), by which time law enforcement officers from various agencies had converged on the scene. Among those arriving were more ICE agents, according to Kice.

Parolee wanted in shooting of ICE agent in Roseville

ICE officer shot in Roseville, two other officers hit by debris.

    By Stephen CeasarOctober 25, 2013, 6:40 p.m.

An Immigration and Customs Enforcement agent shot Friday near Sacramento was assisting local police in apprehending a wanted parolee, authorities said.

The suspect, Sammy Duran, remained at large Friday evening, but authorities said they have him contained in a Roseville neighborhood, said Lt. Cal Walstadt of the Roseville Police Department.

Roseville Police Department officials said Duran was barricaded in a house alone and officers were communicating with him by telephone.

Two Roseville Police Department officers were injured by shrapnel during a gun battle, Walstadt said.

The special agent, who was not identified, was shot about 3 p.m. while working with investigators from the Roseville Police Department to apprehend Duran, according to ICE.

Once officers made contact with Duran, shots were fired. The ICE agent was shot in the leg, Walstadt said.

The suspect, armed with an “assault-type rifle,” fled and again shot at authorities. Two officers were injured by shrapnel. They were taken to local hospitals, Walstadt said.

The agent was taken to a hospital and was in stable condition, the agency said.

Roseville is about 18 miles from Sacramento

Suspect in Northern Calif. standoff surrenders

    AP7:51 a.m. EDT October 26, 2013

    (Photo: City of Roseville)

    STORY HIGHLIGHTS

The gunman in a confrontation that wounded police officers surrendered early Saturday

    • The suspect, 32-year-old Samuel Nathan Duran, surrendered at 12:30 a.m.
    • The shootings happened Friday before the hours-long standoff occurred

ROSEVILLE, Calif. (AP) — The gunman in a violent confrontation that wounded a federal immigration officer and three local police officers surrendered early Saturday after an hours-long standoff in a Sacramento suburb, authorities said.

The suspect, 32-year-old Samuel Nathan Duran, would be booked in Roseville's jail and then taken to Placer County jail, according to city officials. He surrendered at 12:30 a.m. Saturday.

The shootings happened Friday before the standoff occurred.

The federal immigration officer was shot in the leg as he and other officers made initial contact at about 3 p.m. with Duran, a wanted parolee, Roseville police Lt. Cal Walstad said.

During a later exchange of gunfire, after Duran fled, two Roseville police officers were hit by gunshots — one in the jaw and the other in the shoulder — and a third officer sustained shrapnel wounds from rounds that hit near them, Walstad said.

Two of the officers were listed in stable condition at Sutter Roseville Medical Center, and a third was in serious condition.

As officers attempted to capture the suspect before his surrender, helicopters were circling overhead and armored vehicles and other police cars flocked to the area Friday night. Roseville is about 20 miles northeast of the state capital.

In anticipation of the standoff lasting through the night, some local residents were bused to a community center to spend the night.

Police Chief Daniel Hahn said the Roseville officers were all male and veteran members of the force. Hahn said none of the injuries appeared to be life-threatening. No civilian injuries have been reported.

U.S. Immigration and Customs Enforcement spokeswoman Virginia Kice said that agency's officer was stable and alert after being taken to Sutter Roseville Medical Center.

Deborah Hoffman, a spokeswoman for the California Department of Corrections and Rehabilitation, confirmed that Duran is a parolee and that she has been asked not to provide any more information about why he had been imprisoned or when he was released.

The incident created scenes of panic and chaos in a typically quiet middle class suburb of about 120,000. Walstad described multiple shooting sites as the suspect tried to escape a swarm of descending law enforcement agents, and reporters on the scene described hearing several volleys of gunfire.

Walstad said Duran was believed to be carrying an "assault-type weapon."

Law enforcement officers had been looking for Duran in the area for at least 10 days before finding him on Friday afternoon, Walstad said. When they found him, Walstad added, he opened fire, wounding the federal immigration officer, who was on the scene to provide support for the Roseville police.

Walstad said the house the suspect was in is on the corner of Sixth Street and Hampton Drive; when Duran first entered the home, the residents called 911, and police advised them to escape through a sliding glass door in the back.

Background on Samuel Duran, suspect in Roseville law enforcement officer shootings

    11:47 PM, Oct 25, 2013

Samuel Nathan Duran, 32, has barricaded himself in a home in Roseville and is in a standoff with law enforcement. He is a suspect in the shooting Friday of two Roseville police officers and an Immigration and Customs Enforcement agent. Another Roseville police officer was wounded by shrapnel.

News10's Thom Jensen has compiled some information on Duran's background:

Duran was born in Roseville and attended Oakmont High School but did not graduate.

    • In 2009 Duran was arrested for attempted carjacking and resisting arrest.

    • Family members said he was wanted for a recent incident involving a knife.

    • A family member said Duran has had altercations with police. Those previous run-ins did not involve guns, the family member said.

    • Police have said the Duran is on parole.

Somebody felt obliged to point out he was born in Roseville, which is to say not south of the border.

Very strange, unless just being born here is no longer currency for citizenship.

Note the name, which does not sound Hispanic.
