    SEATTLE (AP) - Authorities say a man convicted of raping a Seattle-area woman tracked the victim down and attacked her three days after he was released from jail.

    The Seattle Times reports police are looking for 35-year-old Francisco Carranza-Ramirez who is wanted on charges of assault, harassment and intimidating a witness.

    Authorities say the 32-year-old victim was strangled and beaten outside her White Center apartment building and in front of her toddler Sunday.

    The King County Sheriff’s Office says the victim was moved to a safe location after she was released from the hospital.

    Carranza-Ramirez was ordered to return to Mexico after he was released last week. He was convicted of third-degree rape from the September 2018 attack.

    Authorities say Carranza-Ramirez is believed to still be in the White Center area.

    I'm assuming he was released on bail while awaiting his trial. Why wasn't he placed on an ICE hold? He should not have been released until his case came to trial because if he is an illegal alien, he is certainly a flight risk! There is obviously more to this case than shown in the story.

    A 35-year-old White Center man who was recently released from the King County Jail after serving time for rape is now accused of tracking down the victim last weekend, pushing her out of her wheelchair and strangling and beating her in front of her young son, according to prosecutors.
    Francisco Carranza-Ramirez was supposed to board a flight to California and return to his native Mexico on Monday after King County Superior Court Judge Nicole Gaines Phelps agreed not to impose community custody, or probation, following his release from jail last week, court records show. He is now wanted on a no-bail warrant for violating conditions of his release on the rape charge, according to court records and King County sheriff’s spokesman Sgt. Ryan Abbott.
    Carranza-Ramirez was charged Tuesday with second-degree assault, felony harassment, intimidating a witness and felony violation of a sexual-assault protection order in connection with the attack on the victim, court records show. Each of those charges include a rapid-recidivism allegation, which, if proven, would allow prosecutors to potentially seek an exceptional sentence because the most recent crimes were allegedly committed three days after Carranza-Ramirez was released from jail.
    The 32-year-old victim, who is partially paralyzed and uses a wheelchair, suffered numerous cuts and bruises, as well as a seizure and concussion after being strangled and struck in the head during the attack just after 9 p.m. Sunday outside her White Center apartment building, the most recent charges say. She told detectives she is terrified of Carranza-Ramirez, a man she didn’t know when he raped her last fall, and is worried he will return to kill her, say the charges.
    Abbott, the sheriff’s spokesman, said Tuesday that after the woman was released from the hospital, she was moved along with her 3-year-old son and her service dog to a safe location outside of the White Center area.
    “We’re hoping someone recognizes him,” Abbott said of Carranza-Ramirez, who is homeless and still believed to be in White Center.

    Carranza-Ramirez is described as 5 feet 8 inches tall, 140 pounds with a medium skin tone, brown eyes and long black hair. He has previously worn a beard and mustache but it’s unknown if he is still sporting facial hair. Anyone with information of his whereabouts is asked to call 911.
    According to court records:
    Over two days in September, Carranza-Ramirez approached the victim in her neighborhood and engaged her in small talk. Then on Sept. 26, the woman and her toddler son went to get their mail and Carranza-Ramirez suddenly appeared at the apartment mailboxes, then followed the woman into her apartment uninvited. Due to her disability, the woman later told detectives she didn’t scream for help because she was concerned for her son’s safety.
    Carranza-Ramirez raped the woman in her bedroom but during the attack, she convinced him she needed to use the bathroom, the charges say. She called 911 and asked for help; when she heard Carranza-Ramirez get up from the bed, she tucked the phone with the line still open in her wheelchair and returned to the bedroom, where the rape continued, charging papers say.
    The dispatcher heard the woman say “Stop” and “I’ll be quiet.” Deputies responded, entered the apartment and interrupted the sexual assault, say the charges. Carranza-Ramirez was arrested at the scene and subsequently charged with third-degree rape.
    Carranza-Ramirez entered an Alford plea during his February arraignment, admitting a jury would likely find him guilty.
    In a victim-impact statement, the victim wrote that she was terrorized during the rape, questioned why he wasn’t charged with a more serious crime and begged the judge to impose the most severe sentence possible.
    “A protection order is not enough to help me feel safe from the predator he is,” the woman wrote.
    Carranza-Ramirez was sentenced to 12 months on June 13, but was released from jail that same day, receiving credit for the nearly nine months he had already served, jail and court records show. Though the state requested he also be sentenced to 12 months of community supervision, defense attorney Nicole Hecklinger asked that supervision not be imposed so that Carranza-Ramirez could return to Mexico, arguing that his homelessness would make it harder to comply with community custody requirements, the records show. His family was to pay for the trip.
    The court agreed and ordered Carranza-Ramirez to board a plane to California on Monday. He was then supposed to cross the border by land.


    He was not to return to the U.S. as a condition of his sentence, court records show. The records do not indicate his immigration status.
    But on Saturday, two days after his release from jail, he allegedly showed up outside the rape victim’s apartment, charging papers say. She called 911 to report Carranza-Ramirez violating an order that he remain 1,000 feet away from her, but he had fled by the time deputies arrived.
    The next day, the woman and her son took her dog for a walk and she was attacked by a man she later identified as Carranza-Ramirez, say the charges. She was pushed out of her wheelchair and was being strangled when some passersby intervened and the man ran off.
    She told the first deputy on the scene, “the guy that raped me just beat me up and was choking me,” according to the charges.

    Unless I'm missing something, it doesn't seem the feds ever had this guy in custody or had an ICE hold placed on him. Sounds like this could be some more of that "sanctuary city" B.S. where the city is shielding him from ICE.

    An illegal alien is wanted by law enforcement officials after he reportedly attacked the woman he raped following his release by the sanctuary city of King County, Washington.
    Francisco Carranza Ramirez, 35, has been living in the United States as an illegal alien for an unknown period of time, a law enforcement official confirmed to KOMO News. Ramirez crossed the southern border during an unknown time from his native Mexico.
    Ramirez, according to court records reviewed by the Seattle Times, raped a 32-year-old woman — who is bound to a wheelchair because of her disability — in King County on September 26, 2018. In the middle of the rape in her bedroom, the woman was able to convince the illegal alien to allow her to use the bathroom.
    While in the bathroom, the woman called the police but had to return to the bedroom after hearing that Ramirez had gotten up from the bed. That’s when she put the phone, still on the line with police, in her wheelchair and went back to her bedroom where the rape continued.
    Eventually, police arrived at the scene of the rape and the illegal alien was arrested and charged with third-degree rape. At trial, Ramirez entered an Alford plea, indicating that he would not admit to the rape but that he understood the evidence against him would lead to his conviction.
    Though the victim pleaded with the judge sentencing Ramirez to give the illegal alien the highest penalty for the rape under the law, the court gave Ramirez a sentence of only 12 months in prison on June 13.
    That exact same day, the illegal alien was released by the King County jail because he had already served nine months in prison while awaiting his hearing.
    State officials asked that the illegal alien be given 12 months of community supervision, but the judge instead simply requested that Ramirez be ordered to return to Mexico after his release.

    On June 15 — two days after being released from custody by King County — Ramirez allegedly found his rape victim at her apartment, a violation of the court’s protective order. On June 16, the rape victim was walking her with her three-year-old son when Ramirez arrived to attack her, according to police.
    “He dumped me backwards out of my chair, and was choking me and … I couldn’t scream, I couldn’t breathe, I thought I was going to die in front of my kid,” the woman told KOMO News. The woman said her young son was screaming and crying during the attack.
    “He was saying ‘My mama, my mama, don’t hurt my mama,’” the woman said.
    The illegal alien pushed the woman out of her wheelchair and nearly strangled her to death and beat her before an individual passing by the scene of the alleged attack got the man off of her. Ramirez, according to police, ran away from the scene and is now wanted for the attack.
    The woman suffered cuts to her body, bruises, swelling on her head, and a seizure due to the attack, the King County Sheriff’s Office told the local media.
    Now, Ramirez is wanted by law enforcement officials. King County, the jurisdiction that allowed the convicted rapist illegal alien to go free without turning him over to the Immigration and Customs Enforcement (ICE) agency, has an expansive sanctuary city policy.
    Aside from shielding criminal illegal aliens from deportation, King County officials also recently made the region’s local airport a “sanctuary airport” — that is, an airport that ICE officials are banned from using to deport criminal illegal aliens.
    In Washington State, alone, there are nearly 20 sanctuary jurisdictions that help keep illegal aliens in the state, including those convicted or charged with crimes against American citizens.

    Sounds like a case of a Sanctuary City operting under Trump's broader sanctuary fiat orders where the President told the nation, Democrats, and all illegals in his Tweet of Feb 20, 2019 that there would be no major effort to round up illegals like this one.

    More Americans are being robbed, raped, injured, and killed by illegals under Donald J Trump than under Obama!

    Illegal Convicted of Rape Released By Seattle Attacks Again 3 Days Later…The Same Woman


    Until sanctuary cities are forced to pay through the nose every time they do not honor an ICE detainer, Americans will continue to be made victims. In one case, it caused a woman to be victimized by the same man twice. Francisco Carranza Ramirez, 35, beat and raped a disabled woman. He was sentenced to one year but was released early because he had spent nine months in jail awaiting trial. Seattle did not honor the ICE detainer, and Ramirez was back on the street. Three days later, he found the woman, started beating her, and then tried to choke her to death. This happened in broad daylight, and if it weren’t for a good Samaritan, she would likely be dead today.

    And because King County takes part in sanctuary city nonsense, it meant further protection for Ramirez from being apprehended by ICE and deported back to Mexico.
    In other words, the illegal alien — who would have been taken into custody by ICE in most other cities — attacked the woman and was quickly back on the street.
    As with too many criminals who get released earlier than justice would require, he wasn’t done victimizing.
    Unfortunately for the woman, it didn’t take long for her to become a repeat victim of the alleged rapist.
    Two days after Ramirez was released, the woman told police that she spotted him near her apartment, which was a violation of the court order that he stay away from her.
    But criminals, especially rapists, often don’t obey orders — especially those on paper.
    He was obviously bent on attacking her again, which was evidenced by what happened the next day — in public view — as the victim was taking a walk with her 3-year-old child.
